Malta ENVIRONMENT AND PLANNING AUTHORITY
 
Notification of Exemption of Environmental Planning Statement
 
In conformity with Regulation 3(8) of the Environmental Impact Assessment Regulations (Legal Notice 114 of 2007), and in view of the fact that MEPA has determined that the proposal is unlikely to have significant environmental impacts, the Director of Environment Protection agrees that the proposal does not require the preparation of an Environmental Planning Statement (EPS). 
 
The Project Description Statement (PDS) presented as part of the application has considered the environmental issues in a sufficient manner such that the preparation of an EPS would not add any new information and MEPA has all the necessary information to determine the application. From the information presented in the PDS and screening according to Schedule IB of the same Regulations, the proposal is not likely to have significant environmental effects.
 
A detailed justification is presented below:

Proposal:                              To construct poultry farm.
 
The following potential environmental impacts were identified and mitigation measures proposed in the Project Description Statement (PDS) submitted to MEPA on the PDS dated 4th July, 2011(including ancillary documentation)   and the justification for proposal from carrying out an Environmental Impact Assessment (EIA) submitted on 9th September, 2013.
 
Potential Impacts                Remarks on mitigation measures, etc.
 
Waste generation: The project will generate inert waste during the construction phase, however quantities are likely to be minimal. Animal waste is to be managed through the installation of waste management facilities (including a manure clamp and a number of cesspits), and the adoption of established waste processing procedures in line with the Code of Good Agricultural Practice (CoGap) requirements. Furthermore, waste management will be regulated through an operational permit.
 
Air quality and odours: Dust emissions and odours resulting from the proposed development are likely to be insignificant.  Furthermore, additional waste management measures will be adopted through an operational permit.
 
Noise and vibration: Noise and vibration are expected during the construction phase, from site clearance and excavation.  These are temporary impacts and are not expected to be significant. Noise during the operational phase is limited and is therefore not expected to be significant. Impacts will be largely avoided through the application of standard measures established by the Environmental Management Construction Site Regulations, 2007.
 
Visual impact: The proposal aims at mitigating the visual impacts by constructing the farm lower than the current street level, away from the site entrance and by the implementation of a suitable landscaping scheme that screens the development on all fronts.
 
Notwithstanding the above, the Malta Environmental and Planning Authority reserves the right to request the applicant to submit additional information as may be necessary to determine the application.
