Local Notice to Mariners No. 127 of 2017

Santa Swimming Events in Marsamxett Harbour

The Ports and Yachting Directorate, Transport Malta notifies that a Santa swimming events will be held on Saturday, 2nd December, 2017. The swimming events are estimated to commence at 10.00 a.m. and will finish at approximately 1.00 p.m., local time.

The Santa Swimming events will start from the Hotel Excelsior Marina to Manoel Island, then to Ta’ Xbiex waterpolo club and finally back to the Excelsior Marina. A chart showing the route is found on Transport Malta website (http://www.transport.gov.mt).

AFM vessels will accompany the participating swimmers.

Mariners are advised to keep a sharp lookout and navigate well clear of the area during the stipulated date and time, giving the swimmers a wide berth. They are to obey any instructions issued by Valletta Port Control (Valletta VTS).

Local Notice to Mariners No. 124 of 2017

Diving and Geophysical Surveys between Gozo and Comino

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a diving and geophysical surveys will be carried out between Gozo and Comino on the line from points A to B as shown on chart found on Transport Malta website (http://www.transport.gov.mt). The field work will start on Tuesday, 7th November, 2017, and is expected to be completed by the end of November 2017.

The diving and research survey will be carried out using the Rigid Hull Inflatable Boat ‘SIRARIS 1’. During the survey, the support vessel will be displaying the International Code of Signals Flag ‘A’ and ‘D’ as it will also have restricted maneuverability.

Mariners and operators of sea craft are advised to keep a sharp lookout and proceed at slow speed while navigating in the area. They are to give the above positions and the support vessel a wide berth of at least 100 metres.

Moreover, they are requested to comply with instructions given by Valletta Port Control (Valletta VTS) on VHF Channel 12.

Local Notice to Mariners No. 126 of 2017

Sailing Championship at Marsaxlokk
Bay − November 2017

The Ports and Yachting Directorate, Transport Malta would like to notify mariners that the Birżebbuġa Sailing Club shall be holding the Malta National Sailing Championship for dinghies on Saturday, 11th November, 2017 and Sunday, 12th November, 2017.

Races shall be held between 10.30 a.m. and 5.00 p.m. (local time) on both days.

Class races shall be held over two (2) adjacent upwind/downwind courses, centered in the selected sailing area depending on the weather conditions at the time as shown on the chart showing areas A, B and C found on Transport Malta website (http://www.transport.gov.mt).

The courses shall be defined by inflatable marks of about 1.5 meters high around which the competitors shall have to sail.

Races will be held when no merchant traffic is scheduled to enter or depart from the Malta Freeport Terminals.


Masters of all craft not directly involved in this Sailing Regatta are asked to keep clear of the racing area, especially at each of the turning marks and observe any instructions that may be given by the race organisers safety craft and by Marsaxlokk Port Control (Marsaxlokk VTS).

Swimming event from near Filfla to Għar Lapsi

The Ports and Yachting Directorate, Transport Malta notifies that the Swim Aid Foundation will be organising a swimming event on Saturday, 4th November, 2017.

Participants will depart off Filfla, from approximately point A chart found on Transport Malta website (http://www.transport.gov.mt)  and will swim to Ghar Lapsi, point B chart found on Transport Malta website (http://www.transport.gov.mt).

The activity starts at approximately 8.00 a.m. and will finish at approximately 1.00 p.m.

Three support vessels will accompany the participating swimmers.

In case of adverse weather conditions, the event will either be held in Għadira Bay, Mellieħa on the same day and time or will be held on Sunday, 5th November, 2017 at the same time.

Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated date and time giving the swimmers a wide berth. They are to obey any instructions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12.

Local Notice to Mariners No. 122 of 2017

Drilling Works for Geotechnical Investigations
at Il-Matz, Comino

The Ports and Yachting Directorate, Transport Malta, notifies mariners that drilling works for geotechnical investigations will be carried out at Il-Matz, Comino.

The drilling works will be carried in position shown hereunder indicated as BH4, as shown on chart found on Transport Malta website (http://www.transport.gov.mt) along with a diving survey within 150 meters from the jack up barge.

Weather permitting the works are expected to commence on Friday, 3rd November, 2017 and are expected to be completed by Friday, 10th November, 2017.

Works will be carried out from a jack up barge ‘Ave Caeser’ which will be accompanied by 2 hopper barges namely ‘Paulus’ and ‘Saulus’. The jack up will remain in the area also at night during the stipulated dates. The jack up barge will display the signals in accordance with Convention on the International Regulations for Preventing Collisions at Sea. Furthermore, mariners and operators of vessels are advised to keep a sharp lookout, proceed at very slow speed and give the above area a wide berth of at least 300 meters.

Instructions given by Valletta Port Control (Valletta VTS) on VHF Channel 12 are to be complied with.

Refurbishment of Slipway at Ġnejna Bay

The Ports and Yachting Directorate, Transport Malta, notifies mariners and the general public that refurbishment work on the slipway at Ġnejna Bay will start with immediate effect and are expected to be completed by December 2017.
Due to the above mentioned, refurbishment the quay will not be accessible on the above-mentioned dates.

Mariners navigating close to the above slipway, on the above-mentioned dates, are to navigate at very slow speed so as not to make any wake.

Inner Grand Harbour
Capital Dredging at Mediterranean Maritime Hub and Approaches

The Ports and Yachting Directorate, Transport Malta, notifies mariners and terminal operators that dredging works will be taking place at the inner Grand Harbour within the Mediterranean Maritime Hub sea area, fairway and approaches.

The area and berths affected by this dredging is shown on part of Chart BA 177 found on Transport Malta website (http://www.transport.gov.mt)

The dredging is expected to start in the second week of December, 2017, and be completed by the end of February, 2018.

Berth operators may be required to clear berths and fairways to provide sufficient sea room for the dredging operations. Additional information and directions will be communicated to the respective berth operators by Port operations.

Mariners are to take note of the above when planning any movements and berthing within the area during the above mentioned dates.

Local Notice to Mariners No. 118 of 2017

Laying of Boulders for Revetment in Tal-Pietà Creek, Marsamxett Harbour

The Ports and Yachting Directorate, Transport Malta notifies mariners that a project is underway to lay boulders for revetment in Tal-Pietà Creek in the area between the imaginary line H, I, J, K, L, M and the intermediate coastline.

The laying of the boulders for the revetment will be carried out by the bucket dredger San Luca Primo.

In view of the above, all vessels, mooring and ground tackle have to be removed from the above area. This includes the area from the area between the pontoon X, Y and the opposite shore. These vessels are to be removed with immediate effect and not later than the 22nd October, 2017.

The works are expected to commence on the 24th October, 2017 and be completed by 15th December, 2017

No liability whatsoever will be accepted for any loss or damage made to any vessel, moorings and associated ground tackle if left lying in the area after the stipulated date

Masters and operators of vessels are advised to keep a sharp lookout, navigate with caution and slow speed and give the above vessel a wide berth. They are to comply with any instructions given by Valletta Port Control (Valletta VTS) on VHF Channel 12.

Falling Rocks at Ġnejna Bay

The Ports and Yachting Directorate, Transport Malta informs mariners of the danger when navigating in very close proximity to the cliffs at Ġnejna Bay due to falling rocks in the area bounded by the imaginary line between points A and B.

The stretch of coast on the eastern side of the imaginary line A and B is to be avoided.

In view of the above Mariners are not to navigate within the area shown hatched on chart found on Transport Malta website (http://www.transport.gov.mt) and if this is absolutely required they are to navigate with extreme caution.

Triathlon in Aid of Community Chest Fund

The Ports and Yachting Directorate, Transport Malta would like to notify mariners that JUGS Malta will be organising a triathlon event on Saturday, 21st October, 2017. Part of this event consists of a swim from Ir-Ramla ta’ Għajn Tuffieħa, point A on chart found on Transport Malta website (http://www.transport.gov.mt) to Ir-Ramla tal-Mixquqa, points B on chart found on Transport Malta website (http://www.transport.gov.mt).

The swim shall be held between 6.45 a.m. and 8.00 a.m. (local time).

In case of adverse weather conditions the activity shall be held within the swimmer zone at Ir-Ramla tal-Mixquqa, on the same date and time.

In view of the above, mariners are advised to proceed at slow speed, to keep a sharp lookout and navigate clear of the above mentioned area during the said time.

The Ports and Yachting Directorate, Transport Malta notifies that the Armed Forces of Malta shall conduct a live gunnery firing exercise from the Pembroke Ranges between Thursday 19th October 2017 and Saturday 21st October 2017. The firing exercise will take place between 8.00 a.m. and 6.00 p.m. local time, (6.00 a.m. to 4.00 p.m. UTC).

The exercise will take place within the area enclosed by the following positions:

Filming will be carried out on the Northeast side of Malta.

 
Wednesday, 11th to Friday, 13th October, 2017

 
 Filming will be carried out at Ir-Ramla taċ-Ċirkewwa (Paradise Bay).

 
Wednesday, 11th October, 2017

 
Filming consists of a boat sailing from the quay near Ricasoli towards Ricasoli Breakwater.

 
Saturday, 14th October, 2017

 
Filming will be carried out at the entrance of Mellieha Bay.

 
The following vessels will be assisting during the filming:

Crossing from Vittoriosa to Valletta
Waterfront Laguna

The Ports and Yachting Directorate, Transport Malta notifies mariners that the Action for Breast Cancer Foundation is organising a rowing event from Vittoriosa to Valletta Waterfront Laguna, on Sunday, 15th October, 2017, between 10.15 a.m. and 11.15 a.m.

The event consists of a symbolic rowing event, using Maltese water taxis, by breast cancer survivors. A Maritime Enforcement Unit has been assigned to this event.


Due to the above-mentioned event, passage will be restricted in the Grand Harbour on the given day and time.

Mariners are to note the above and give the rowers a wide berth when spotted. They are to obey any instructions given by the organisers and Maritime Enforcement Officers on site, they are further instructed to contact Valletta Port Control (Valletta VTS) on VHF Channel 12 when navigating within the Grand Harbour on the above date and times. Any instructions issued by Valletta Port Control (Valletta VTS) are to be complied with.

The Ports and Yachting Directorate, Transport Malta, notifies all mariners and sea vessel operators that filming activities will take place in different locations around Malta.

 
The date, times and areas are as follows:

 
On Friday, 6th October, 2017 to Wednesday, 11th October, 2017 and Friday, 3rd November, 2017.

 
Filming will be carried out on the Northeast side of Malta, between 6.00 a.m. and 7.00 p.m. This consists of a boat sailing from points A, B, C and vice versa, points shown on chart 1 found on Transport Malta website (http://www.transport.gov.mt). A safety distance of 200m and a clear horizon is requested.

 

 
From Monday 9th to Wednesday, 11th October, 2017.

 
Filming will be carried out at Ir-Ramla taċ-Ċirkewwa (Paradise Bay), between 6.00 a.m. and 7.00 p.m. This consists of filming by a boat from point D, as shown on chart 2 found on Transport Malta website (http://www.transport.gov.mt). A safety distance of 200m and a clear horizon is requested.

 
On Thursday, 12th October, 2017

 
Filming will be carried out at the entrance of Mellieħa Bay, between 6.00 a.m. and 7.00 p.m. This consists of filming by divers from points E and F, as shown on chart 3 found on Transport Malta website (http://www.transport.gov.mt). A safety distance of 200m and a clear horizon is requested.

 
On Friday, 13th October, 2017

 
Filming consists of a boat sailing from the quay near Ricasoli towards Ricasoli Breakwater, between 6.00 a.m. and 7.00 p.m. A safety distance of 100m is requested.

 
The following vessels will be assisting during the filming:

Sailing around Comino

The Ports and Yachting Directorate, Transport Malta notifies mariners that a Sailing Regatta will be held on Sunday, 1st October, 2017.
The sailing regatta will start at noon and will be finished by 4.00 p.m.

The start and finish line is between the points A and B and the participants will follow the course, sailing in a clockwise direction, as shown on chart found on Transport Malta website (http://www.transport.gov.mt).
 
There will be a number of support vessels along the route.

Masters of all craft not directly involved in this Sailing Regatta are to keep a sharp lookout and keep clear of the racing course. They are also to obey any instructions given by the race organisers safety craft, and by Valletta Port Control (Valletta VTS) on VHF Channel 12.

HSBC – Swimming from Gozo to Malta –
1st October 2017

The Ports and Yachting Directorate, Transport Malta notifies that HSBC will be organising a Triathlon event on Sunday, 1st October, 2017.

 The swimming part of the triathlon event will be a swim from Gozo to Malta.

Participants will depart from Ħondoq ir-Rummien, Gozo, point A, at approximately 8.00 a.m. They are to swim through Blue Lagoon in Comino and then towards the tuna farm south of Comino, point E, then head to Paradise Bay Hotel, Ċirkewwa, point G, as per chart found on Transport Malta website (http://www.transport.gov.mt). The swimming event is expected to take around three (3) hours, weather permitting.

Support vessels will accompany the participating swimmers.

 Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated time giving the swimmers a wide berth. They are to obey any instructions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12.

Sport Activities Around Comino − October 2017

The Ports and Yachting Directorate, Transport Malta, notifies all mariners and vessel operators that various sport activities will take place in different areas around Comino.


The sport activities will take place on Friday, 6th October, 2017 and Tuesday, 10th October, 2017, starting at 10.00 a.m. and finishing at 4.00 p.m. on both days, within the following areas:

a) Sea Level Traversing at Crystal Lagoon, shown as point A on chart found on Transport Malta website (http://www.transport.gov.mt).

b) Snorkelling at Il-Bajja ta’ San Niklaw, shown as point B on chart found on Transport Malta website (http://www.transport.gov.mt).

In view of the above mariners navigating in the indicated areas during the activities are requested to keep a sharp look out, give a wide berth of 100m and to slow down while passing nearby to minimise the wake. Mariners and vessel operators are to keep watch on VHF Channel 12 and cooperate with the crew of the support/rescue vessel in the area. They are to comply with instructions issued by Valletta VTS (Valletta Port Control) on VHF Channel 12.

Fireworks Display − Arrival of Statue of
St Augustine

The Ports and Yachting Directorate, Transport Malta notifies mariners that two, 5 minute fireworks display will be let off from the foreshore at St Elmo Point, Valletta, on Sunday, 1st October, 2017, between 11.45 a.m. and 12.45 p.m.

The display will be centred in the approximate position ‘A’ as shown on chart found on Transport Malta website (http://www.transport.gov.mt).

Rolex Middle Sea Race 2017

 
The Ports and Yachting Directorate, Transport Malta, notifies that the Royal Malta Yacht Club will be holding the Rolex Middle Sea Race on Saturday, 21st October, 2017.  In addition, a coastal race will also be held on Wednesday, 18th October, 2017.

 
The race programme is as follows:

 
a) Wednesday, 18th October, 2017

 
The coastal race starts at 10.00 a.m.

 
The start is from Marsamxett Harbour and, depending on the weather conditions, will proceed either to Comino and/or Gozo or to Munxar and/or Filfa and finish at Marsamxett Harbour.

 
Mariners are requested to keep the Marsamxett fairway clear during the start of the Coastal race and to keep a sharp lookout during the remaining hours of Wednesday, 18th October, 2017.

 
b) Saturday, 21st October, 2017

 
The Rolex Middle Sea Race starts at approximately 11.00 a.m.

 
The start is from Grand Harbour, at an imaginary line from an inflatable buoy near Saint Angelo Point to the Valletta Saluting Battery mast.

 
The yachts shall then proceed in a North Easterly direction along the Channel in Grand Harbour to a yellow inflatable buoy, bearing the sponsor’s logo, positioned outside the Saint Elmo Breakwater. The buoy shown as 1 on charts that can be found on Transport Malta’s website (www.transport.gov.mt) will be in the following approximate position:

Mariners are advised that on Saturday, 21st October, 2017 between 9.00 a.m. and 3.00 p.m. or such time as may be communicated by Valletta Port Control (Valletta VTS) if earlier, the Grand Harbour shall be closed for all traffic not directly related to the race. Between these times all other vessels shall be required to remain within designated areas in the inner harbour up to Ras Ħanżir, in Dockyard Creek, Kalkara Creek and Rinella Bay. Areas are shown hatched in magenta on chart 1 that can be found on Transport Malta’s website (www.transport.gov.mt).

 
Mariners are to navigate with caution and to keep a sharp lookout when in the vicinity to the above-mentioned courses and positions and when sighted and give the participants a wide berth, especially around the inflatable buoys. They are to obey any instructions that are issued by Valletta Port Control (Valletta VTS), AFM Patrol Boats, Transport Malta and Enforcement Vessels that are in the area.

Roberts Cup – Como to Malta Seaplane Rally

The Ports and Yachting Directorate, Transport Malta, notifies that the Malta Seaplanes Association in collaboration with Aero Club Como will be organising the Roberts Cup – Como to Malta Seaplanes Rally between Thursday, 5th October, 2017 and Monday, 9th October, 2017. Part of the rally will be held in the Grand Harbour.

The flying displays over the Grand Harbour will be held on Friday, 6th October, 2017 between 2.30 p.m. and 4.00 p.m. and on Saturday 7th October, 2017 and Sunday 8th October, 2017, from 10.00 a.m. to 2.00 p.m., on both days.

The displays will consist mainly of landing and take-off maneuvers and will be held within the area A, B, C and D, as shown hatched in magenta on chart found on Transport Malta website (http://www.transport.gov.mt). Mariners are hereby informed that during the dates and times mentioned above traffic movements may be restricted.

Valletta Port Control (Valletta VTS) will be managing the movement of vessels, on VHF Channel 12.

Mariners are to navigate with caution and to keep a sharp lookout when in the vicinity to the above-mentioned area. They are to obey any instructions that are issued by Valletta Port Control (Valletta VTS), and Maritime Enforcement vessels in the area.

The Ports and Yachting Directorate, Transport Malta notifies mariners that there will be navigation restrictions in The Grand Harbour, Valletta on the 15th September, 2017, in connection with the 13th Arraiolos Group meeting which is to be held in Malta between the 14th and 15th September, 2017, as shown on the chart found on Transport Malta website (http://www.transport.gov.mt).

 
The hatched areas in red, marked by imaginary boundary A, B, C, D and E off Barriera Wharf and by imaginary boundary W, X, Y, and Z off Bighi, will be exclusion zones, while no loitering will be allowed in the channel between the two indicated areas on the 15th September, 2017, between 9.00 a.m. and 3.00 p.m. Furthermore any vessels that are moored in the above areas are to be removed immediately. No vessel is to remain in these exclusion areas on the above date.

 
Mariners are to note the above and contact Valletta Port Control (Valletta VTS) for instructions prior to any navigation in or out of Grand Harbour on this date. Any instructions issued by Valletta Port Control (Valletta VTS), the AFM, the Police and the Maritime Security Enforcement Unit of Transport Malta are to be complied with.

Preliminary Notice re-Malta Air Show − 2017

The Ports and Yachting Directorate, Transport Malta notifies all mariners that the Malta Air Show − 2017 will be held between Saturday, 23rd September, 2017 and Sunday, 24th September, 2017.

 The Ports and Yachting Directorate, Transport Malta notifies that a Maritime Exclusion Zone (MEZ) will be established between Wednesday, 22nd September, 2017 and Monday, 25th September, 2017.

A MEZ similar to last year will be established. Entry and exit from the Grand Harbour will be restricted to navigation for some time.

A Notice to Mariners with the complete information regarding the exact area and the timing on each day will be issued at a later date.

The Ports and Yachting Directorate, Transport Malta, notifies mariners that the charted Comino tuna farm and the St. Paul’s Bay (outer) tuna farm are still delineated by LIT marker buoys.
Further to Notice to Mariners No. 33 of 2017, several unlit buoys and trailing ropes still exist within these areas and therefore considered a danger to navigation. Sailing through these areas is prohibited.

Vessels Towing Fish Cages within the Maltese 
Exclusive Fishing Zone

 
The Ports and Yachting Directorate, Transport Malta, notifies mariners navigating in the Sicilian Channel and South of Malta that a considerable number of vessels are towing fish cages within the Maltese Exclusive Fishing Zone (25 Nm) with a greater concentration within the Territorial Waters (12 Nm) drifting from the North East to the South East of the Maltese coast and vice versa.

 
The towing vessels are a danger to traffic transiting within 25 nautical miles from the coast of Malta.

 
Mariners are warned to keep a sharp lookout and to maintain a minimum of 1 nautical mile off each towing vessel when sighted.

Local Notice to Mariners No. 61 of 2017

Drilling Works for Geotechnical Investigations
in Mġarr Harbour, Gozo

The Ports and Yachting Directorate, Transport Malta, notifies mariners that drilling works for geotechnical investigations will be carried out in Mġarr Harbour Gozo.

These works will be carried in the area hatched as shown on chart found on Transport Malta website (http://www.transport.gov.mt).

Weather permitting the work is expected to commence on Tuesday, 11th and Wednesday, 12th July, 2017.

Works will be carried out from a flat barge (Bezzina 5) which will be accompanied by a small tug boat (No. 29). The barge may deploy anchors to hold it in position and may remain in the area during the night. The Barge will display the signals in accordance with the Collisions Regulations. Moored vessels may be required to vacate berths, be temporarily shifted and are to comply instructions as issued by TM officials. Furthermore mariners and operators of vessels are advised to keep a sharp lookout, proceed at very slow speed and give the area a wide berth.

Instructions given by VTS and Mġarr Port on VHF Channel 12 and 13 are to be complied with.

Removal of Vessels and Moorings at Id-Dahla Tal-Pietà

The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels that a pontoon is being laid at Id-Daħla Tal-Pietà in the area shown hatched on as shown on chart found on Transport Malta website (http://www.transport.gov.mt).

Hence owners of vessels that are moored or have a mooring within the area bounded by the imaginary line A, B and the intermediate coastline are to remove these vessels and moorings by Sunday, 9th July, 2017. Any vessels and moorings that are left in this area after the stipulated date will be removed. No liability whatsoever will be accepted by the Authority for any damage that may be caused while removing the said vessels and moorings.

Furthermore, mariners are reminded that it is prohibited to lay any moorings and ground tackle without the prior permission of the Authority and that approaches to marinas, terminals maneuvering areas and fairways are to be kept clear at all times.

Failure to comply with the above directions may be subject to legal proceedings.

Any vessels and moorings that are left in this area after the stipulated date will be removed. No liability whatsoever will be accepted by the authority for any damage that may be caused while removing the said vessels and moorings.

 
Furthermore, mariners are reminded that it is prohibited to lay any moorings and ground tackle without the prior permission of the Authority and that approaches to marines, terminals manoeuvring areas and fairways are to be kept clear at all times. 

 
Any non-compliance with the above will result in enforcement and legal action.

The placement of the buoys is seasonal from June till October but may still be in place after this date.

Local Notice to Mariners No. 37 of 2017
 
Zones Reserved for Swimmers 
 
The Ports and Yachting Directorate, Transport Malta notifies the general public, mariners and owners of vessels regarding the following restrictions in respect of designated zones reserved for swimmers.
   
These restrictions shall be in place from the date indicated for each area and until 30th September, 2017.
 
Mariners and owners of vessels moored within the zones reserved for swimmers are requested to remove their vessels and mooring buoys immediately. Any vessels and mooring buoys left in these areas will be removed. No liability whatsoever will be borne by Transport Malta for any damage to vessels or any damage/loss of mooring buoys and ground tackle that are left in these areas.
  
The zones reserved for swimmers will be indicated by coloured marker buoys and ropes. The ropes may be kept afloat by marker floats in location up to 2 weeks after the above mentioned dates.
 
Several bays have access to the beach through launching lanes which will also be marked by floats. Vessels shall only enter through these lanes. No vessel is to be moored inside or approaches to the entrance of these lanes as indicated on the charts shown on Transport Malta website (www.transport.gov.mt) unless authorised by Transport Malta. Such lanes shall be used solely for embarking and disembarking of passengers and by commercial and water sports vessel operators.
 
No vessels or objects which may endanger the safety of bathers, including any type of fishing gear/implements, shall be used within a swimmers’ zones.

Noise Levels on board Commercial Vessels
 
The Ports and Yachting Directorate, Transport Malta reminds all operators, masters and crew of commercial vessels of the provisions of the Code of Practice for the Safety of Commercial Vessels dealing with noise and music on board such commercial vessels. These provisions are there to safeguard the safety of navigation and operations of the vessel by ensuring that all communications on board are not impaired at any time; and also take into consideration the social and environmental obligations by ensuring that no nuisance is caused especially in areas which are noise sensitive.  These provisions are to be complied with at all times.
 
Furthermore, all operators, masters and crew are hereby being notified that, with immediate effect, the organisation of boat parties is subject to a prior No Objection from Valletta Port Control (Valletta VTS) to enter any port, harbour or bay.
 
This No Objection has to be applied for 24 hours prior to the activity and the following conditions have to be observed:
 
 
1. The required permits to hold the activity must be in hand and submitted to the Authority.
2. The name of the Master and that of a second contact person, together with their contact numbers on board, must be provided to the Authority
3. Noise levels to be kept at a level that does not cause any nuisance to others in the vicinity, apart from not impairing any communications. To be complied with at all times.
4. Music must stop by 11.00 p.m.
 
Further restrictions may apply to locations in close proximity to residential or environmentally sensitive areas.
 
Operators, masters and crew are to keep watch on VHF Channel 12 and cooperate with the enforcement officers in the area and with the Valletta Port Control (Valletta VTS) and comply with any and all instructions and directions given.
 
Enforcement action will be taken accordingly in the event of any non compliance.

Dredging Works at Marsaxlokk Bay

The Ports and Yachting Directorate, Transport Malta, notifies mariners that dredging works will start with immediate effect, at Marsaxlokk Bay.

The dipper dredger AVE CAESAR will be carrying out the dredging works centered on the following position:

Special Mark Buoys

With reference to BA Chart 36 – Mediterranean Sea Malta Marsaxlokk And Approaches and BA Chart 2538 – Mediterranean Sea Maltese Islands Malta, the Ports and Yachting Directorate, Transport Malta, notifies mariners that special mark yellow buoys, flashing yellow and having a 2 NM range, have been laid:

1. Off Il-Ponta taż-Żonqor in the following position:

Swimmer Zones at San Niklaw Bay − Comino
  
The Ports and Yachting Directorate, Transport Malta, notifies all bathers, mariners and owners of vessels that with immediate effect, the following arrangements will be made for San Niklaw Bay in the North Comino channel. This arrangement is effective until the 15th October, 2017.
 
9a) San Niklaw Bay Swimmers’ Zone (shown in Figure 9 that can be found on Transport Malta’s website (www.transport.gov.mt).

 
No vessels or objects which may endanger the safety of bathers, including any type of fishing gear/implements, shall be used within a swimmers’ zone. The swimmers’ zone is being reserved exclusively for bathers and is delineated by the following coordinates:

A minimum safety clearing distance of 5 metres from the swimmers’ zone is to be maintained
 
Nylon ropes supported by floats will delineate the swimmers’ zone and may remain in place, two weeks after the stipulated date.
 
For the benefit and safety of all bathers and mariners, Transport Malta urges all visitors and commercial vessels to adhere to these arrangements. Enforcement Officers will be constantly patrolling the area.
 
Mariners are advised to keep a good lookout and navigate with caution and at slow speed in the North Comino Channel at San Niklaw Bay.  They are also reminded that it is prohibited to secure/moor any vessel to any of the marker buoys, swimmers’ zone delineation markers and related gear belonging to Transport Malta.
