Transportation of Statue from Marsaxlokk
to Birżebbuġa by Vessel

The Ports and Yachting Directorate, Transport Malta, notifies mariners that the Statue of Saint Peter will be loaded on a vessel at Marsaxlokk and transported from there to Birżebbuġa, on Monday, 31st July, 2017, and Thursday, 3rd August, 2017.

On Monday, 31st July, 2017

The activity consists of vessels sailing between St. George’s Bay – Birżebbuġa (point A), and Marsaxlokk (point B), in both directions. The activity starts at 5.30 p.m. and will be completed by 6.30 p.m.

On Thursday, 3rd August, 2017

The activity consists of vessels sailing between St George’s Bay – Birżebbuġa (point A) to Marsaxlokk (point B) and back from Marsaxlokk (point B) to Pretty Bay – Birżebbuġa (point C). The activity starts at 6.30 p.m. and will be completed by 8.30 p.m.

Mariners are to navigate with caution at slow speed and to keep a sharp lookout when in the vicinity to the above-mentioned events and when sighted they are to give the participants a wide berth. They are to obey any instructions that are issued by Marsaxlokk Port Control (Marsaxlokk VTS) on VHF Channel 14 and the organisers.

Local Notice to Mariners No. 79 of 2017

Sailing Regatta in il-Bajja ta’ Marsaxlokk – 2017

The Ports and Yachting Directorate, Transport Malta, notifies mariners that the Birżebbuġa Sailing Club shall be holding their traditional St Peter’s Regatta for dinghies on Saturday, 5th August, 2017, and Sunday, 6th August, 2017.

Races shall be held between 10.30 a.m. and 5.00 p.m. (local time) on both days.

Class races shall be held over two (2) adjacent upwind / downwind courses, centered in the selected sailing area A, B, C as indicated in the chartlet found on Transport Malta website (http://www.transport.gov.mt), depending on the weather conditions at the time.

The courses shall be indicated by inflatable marks of about 1.5 meters high around which the competitors shall have to sail.

Races will be held during the periods when there are no shipping movement to/from Malta Freeport Terminals.

Masters of all craft not directly involved in this Sailing Regatta are asked to keep clear of the racing area, navigate with caution especially at each of the turning marks and observe any instructions that may be given by the race organisers safety craft, Maritime Enforcement Craft and by Marsaxlokk Port Control (Marsaxlokk VTS) on VHF Channel 14.

Local Notice to Mariners No. 80 of 2017

Sports Activities around Comino

The Ports and Yachting Directorate, Transport Malta, notifies all mariners and vessel operators that various sport activities will take place in different areas around Comino.
The sport activities will take place on Monday, 31st July, 2017, starting at 8.00 a.m. and finishing at 1.00 p.m. within the following areas.

a) Sea Level Traversing and Abseiling at Il-Matz, shown as point A on chart found on Transport Malta website (http://www.transport.gov.mt).

b) Slacklining just outside Għar Għana, shown as point B on chart found on Transport Malta website (http://www.transport.gov.mt).

c) Kayaking at Għar Għana, shown as point C on chart found on Transport Malta website (http://www.transport.gov.mt).

d) Snorkelling at Il- Bajja ta’ San Niklaw, shown as point D on chart found on Transport Malta website (http://www.transport.gov.mt).

In view of the above mariners navigating in the indicated areas during the activities are requested to keep a sharp look out, give a wide berth of 100m and to slow down while passing nearby to minimise the wake. Mariners and vessel operators are to keep watch on VHF Channel 12 and cooperate with the crew of the support/rescue vessel in the area. They are to comply with instructions issued by Valletta VTS (Valletta Port Control) on VHF channel 12.

Local Notice to Mariners No. 81 of 2017

Swimming round Comino

The Ports and Yachting Directorate, Transport Malta notifies mariners that a swimming event round Comino is being organised on Monday, 7th August, 2017.

Participants will depart from the Blue Lagoon, Comino (shown as point A on chart found on Transport Malta website (http://www.transport.gov.mt)) at 8.00 a.m. Depending on the wind direction they will decide whether to swim in a clockwise or anti clockwise direction. The swimming event is expected to be completed by noon.

If due to weather conditions the swim cannot take place on the mentioned date, it will be held on Tuesday 8th August 2017 at the same time.

Support vessel 8964 (CHIKO) will accompany the participating swimmers.
Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated date and time giving the swimmers a wide berth. They are to obey any instructions issued by Valletta Port Control (Valletta VTS) on VHF channel 12.

Local Notice to Mariners No. 82 of 2017

Seismic Investigation re Malta-Gozo Tunnel

The Ports and Yachting Directorate notifies mariners that seismic Investigation will be carried out in the channels between Malta and Gozo.

Weather permitting the seismic investigation is scheduled to start on Tuesday, 1st August, 2017 and is expected to be completed by Thursday, 3rd August, 2017. Timing of this investigation will be between 9.00 a.m. and 5.00 p.m. each day. The vessel MV Gold Finder will be used for these investigations.

The investigation will be carried out within the following area:

Mariners are instructed to navigate with caution when in the vicinity of the above mentioned area, give a wide berth and observe a 100 m restricted zone which will be implemented around the vessel MV Gold Finder, this is also required to allow the vessel to manoeuvre into the area.

Any further information which may be required may be obtained by contacting the vessel, on VHF channel 12, during the time of survey.

Local Notice to Mariners No. 77 of 2017

Raft Moored at il-Qala tal-Mistra – Il-Bajja ta’
San Pawl – 2017

The Ports and Yachting Directorate, Transport Malta, notifies mariners that the Żebbuġ Scout Group will be holding a Camp-A-Float at il-Qala tal-Mistra – Il-Bajja ta’ San Pawl.

The Camp-A-Float consists of a man made raft complete with a tent on board.

Weather permitting the raft will be moored at il-Qala tal-Mistra, il Bajja ta’ San Pawl, as indicated in position ‘A’, on Chart 1 found on Transport Malta website (http://www.transport.gov.mt), between Friday, 4th August, 2017 at 8.00 a.m. and Sunday, 6th August, 2017 at 2.00 p.m.

In case of bad weather conditions this event will take place at either il-Bajja tal-Ġnejna, as indicated in position ‘B’, on Chart 2 found on Transport Malta website (http://www.transport.gov.mt) or at ir-Ramla tal-Qortin as indicated in position ‘C’, on Chart 3 found on Transport Malta website (http://www.transport.gov.mt), on the same dates and time.

All vessels navigating within the bay are requested to keep a sharp lookout, navigate with caution and at slow speed, and give the raft a wide berth.

Local Notice to Mariners No. 72 of 2017

Preliminary Notice re-Malta Air Show − 2017

The Ports and Yachting Directorate, Transport Malta notifies all mariners that the Malta Air Show − 2017 will be held between Saturday, 23rd September, 2017 and Sunday, 24th September, 2017.

 The Ports and Yachting Directorate, Transport Malta notifies that a Maritime Exclusion Zone (MEZ) will be established between Wednesday, 22nd September, 2017 and Monday, 25th September, 2017.

A MEZ similar to last year will be established. Entry and exit from the Grand Harbour will be restricted to navigation for some time.

A Notice to Mariners with the complete information regarding the exact area and the timing on each day will be issued at a later date.

Firework Displays in Grand Harbour - Vittoriosa Feast

The Ports and Yachting Directorate, Transport Malta, notifies that firework displays will be let off from Bighi shore (as shown on chart found on Transport Malta website (http://www.transport.gov.mt)) and also from barges moored off Bighi Point on the following dates and times:

From Bighi shore:

On Monday, 31st July, 2017,  from 8.00 a.m. till 8.30 a.m., from noon till 12.30 p.m. and from 8.30 p.m. till 9.00 p.m.


From Barges:

On Sunday, 6th August, 2017,  from 8.00 a.m. till 8.15 a.m., from noon till 12.15 p.m. and from 8.30 p.m. till 9.00 p.m.

On Monday, 7th August, 2017, from 8.00 a.m. till 8.15 a.m., from noon till 12.30 p.m. and from 8.30 p.m. till 9.30 p.m.
On Tuesday, 8th August, 2017, from 8.00 a.m. till 8.15 a.m., from noon till 12.30 p.m. and from 8.45 p.m. till 10.45 p.m. 

On Wednesday, 9th August, 2017, from 9.15 a.m. till 10.30 a.m., from noon till 12.30 p.m., from 7.00 p.m. till 9.00 p.m. and from 10.00 p.m. till 11.59 p.m.

Mariners are to navigate with caution and slow speed.  Instructions and directions given by Valletta Port Control (Valletta VTS) on VHF channel 12 are to be complied with.

Fireworks Display from a Barge and Pontoons
Moored at “Il-Qala tal-Għażżenin, il-Bajja
ta’ San Pawl il-Baħar”

The Ports and Yachting Directorate, Transport Malta notifies mariners that firework displays in connection with the feast of Our Lady of Sorrows, St Paul’s Bay, will be let off from a barge and pontoons moored in the position as shown on chart found on Transport Malta website (http://www.transport.gov.mt). The barge and pontoons may be moored in position on Thursday, 27th July, 2017.


The dates and times of the displays are as follows:

From Barge:

On Friday, 28th July 2017, from 8.00 a.m. till 8.10 a.m., from noon till 12.20 p.m. and from 9.30 p.m. till 11.00 p.m. 


From Barge and Pontoons:

On Saturday, 29th July, 2017, from 9.00 a.m. till 9.30 a.m., from 11.45 a.m. till 12.10 p.m. and from 6.00 p.m. till 11.30 p.m.

From Barge:

On Sunday, 30th July, 2017, From 8.00 a.m. till 8.15 a.m., from noon till 12.10 p.m. and from 7.00 p.m. till 11.00 p.m.


All vessels and bathers are warned to keep well clear of the barge and pontoons and maintain a safe distance of at least 200 metres during the dates and times of the displays.


Vessels moored within 200 metres from the barge are to be removed and kept clear during the events. The Ports and Yachting Directorate, Transport Malta will accept no liabilities whatsoever for any vessels that are left lying in the area on the above mentioned dates and times.

Danger to Navigation – No Go Zone

Reference is made to BA chart 211A (Channels between Malta and Gozo):

The Ports and Yachting Directorate, Transport Malta, notifies mariners that the charted Comino tuna farm and the St. Paul’s Bay (outer) tuna farm are still delineated by LIT marker buoys.
Further to Notice to Mariners No. 33 of 2017, several unlit buoys and trailing ropes still exist within these areas and therefore considered a danger to navigation. Sailing through these areas is prohibited.

The above-mentioned areas are in the following positions:

Local Notice to Mariners No. 76 of 2017

The Marigold Foundation
Swimming Event between Qawra
and Marsamxett Harbour

The Ports and Yachting Directorate, Transport Malta notifies mariners that The Marigold Foundation will be organising a swimming event in aid of the Special Olympics and The Marigold Foundation on Saturday, 22nd July, 2017, between Qawra and Marsamxett Harbour.

Participants will depart from Qawra at 10.00 a.m., towards Marsamxett Harbour and are expected to arrive at  6.00 p.m.

Distance from shore en route will be approximately 100m and 300m.

A steel platform will be anchored at the entrance of Marsamxett Harbour at 10.00 a.m. and removed after the event.
Traffic in Marsamxett Harbour will be restricted for a short duration anytime between 3.00 p.m. and 7.00 p.m. The exact time and duration will be advised at the commencement of the event. Traffic will be coordinated by VTS with the assistance of the enforcement vessels.

Support vessels will accompany the participating swimmers and will be listening on VHF Channel 13.

Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated time giving the swimmers and accompanying vessels a wide berth. They are to obey any instructions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12 and Maritime enforcement vessels that will be in the area.

Fireworks - Feast of Balluta - 2017

The Ports and Yachting Directorate, Transport Malta notifies that fireworks displays in connection with the village feast of Balluta will be let off from 2 pontoons moored in the middle of St Julian’s Bay.  The Pontoon will be moored in position “A” and “B” (as shown on chart found on Transport Malta website (http://www.transport.gov.mt)) on Friday, 28th July, 2017 in the morning and will be removed on Monday, 31st July, 2017.

Msida - 2017

The Ports and Yachting Directorate, Transport Malta notifies mariners that ground fireworks, Roman Candles and Chinese Cakes will be let off from near Ġużé Ellul Gardens, Msida Marina, Msida position A (as shown  on chart found on Transport Malta website (http://www.transport.gov.mt) on the following dates and times.

On Saturday, 22nd July, 2017 from 11.00 p.m. till 1.00 a.m. on Sunday morning

On Sunday, 23rd July, 2017 from 11.00 p.m. till 11.30 p.m.
 

Masters and owners of vessels that are berthed within 60m from point A (area hatched in red on chart found on Transport Malta website (http://www.transport.gov.mt)) are to remove their vessels during the above-mentioned dates and times.


The Ports and Yachting Directorate, Transport Malta will accept no liabilities whatsoever for any vessels that are left lying in the area indicated (hatched in red) on the above-mentioned dates and times.

Mariners are to comply with instructions issued by Valletta Port Control (Valletta VTS) on VHF channel 12 and police in the area.

Local Notice to Mariners No. 68 of 2017

Swimming event from Kalkara (Smart City) to Marsascala (Waterpolo Pitch)

 The Ports and Yachting Directorate, Transport Malta notifies that a swimming event from Kalkara to Marsascala is being organised on Sunday, 30th July, 2017.

Participants will depart from the car park at Smart City, Kalkara (shown as point A on chart found on Transport Malta website (http://www.transport.gov.mt))) at approximately 8.00 a.m. They are to swim Southeast and finish at the waterpolo pitch at Marsascala (shown as point B on chart found on Transport Malta website (http://www.transport.gov.mt)). The swimming event is expected to take around two and a half (2.5) hours.
In case of bad weather, on Sunday, 30th July, 2017, the event will be held on Sunday, 6th August, 2017 at the same place and time.

Three support vessels and five canoes will accompany the participating swimmers.

Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated time giving the swimmers a wide berth. They are to obey any instructions issued by Valletta Port Control (Valletta VTS).

Due to the above mentioned refurbishment the slipway will not be accessible on the above-mentioned dates.

The Ports and Yachting Directorate, Transport Malta notifies that fireworks displays will be let off from pontoons moored at the inner part of Marsascala Bay. The pontoons will be moored between the two points A and B as shown on the chart found on Transport Malta website (http://www.transport.gov.mt).

 
The pontoons will be put in position on Saturday, 29th July 2017, at 11.00 a.m. and will be removed on Sunday, 30th July, 2017 at 11.59 p.m. after the displays.

The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels, that the Kunsil Malti għall-Arti will be organising a Jazz Festival at Barriera Wharf.

 
The Jazz Festival will be held on Friday, 21st July, 2017 and Saturday, 22nd July, 2017.

Aerial Display in Grand Harbour – Port Closure

 
The Ports and Yachting Directorate, Transport Malta, notifies that an aerial display will be held over the Grand Harbour – Valletta on Saturday, 15th July, 2017 between 6.30 p.m. and 6.45 p.m.

 
The aerial displays will consists of a number of runs at a height of approximately 150m by a WWII aircraft and will be centred in front of Lower Barrakka Gardens.
Due to the above mentioned activity the Grand Harbour will be closed to all traffic between 6.15 p.m. and 7.00 p.m. No vessels, except those involved directly with security and those vessels with the permission of Valletta Port Control (Valletta VTS) will be allowed in the below indicated area.

 

 
The restricted area is the area bounded by the imaginary lines A-B, B-C, D-E, F-G, H-I, J-K and the intermediate coastline as per chart found on Transport Malta website (http://www.transport.gov.mt).

 
Valletta Port Control (Valletta VTS) will be managing the movement of vessels, on VHF channel 12.

 
Mariners are to navigate with caution and to keep a sharp lookout when in the vicinity of the above-mentioned area. Exclusive Fishing Zone

 
The Ports and Yachting Directorate, Transport Malta, notifies mariners navigating in the Sicilian Channel and South of Malta that a considerable number of vessels are towing fish cages within the Maltese Exclusive Fishing Zone (25 Nm) with a greater concentration within the Territorial Waters (12 Nm) drifting from the North East to the South East of the Maltese coast and vice versa.

 
The towing vessels are a danger to traffic transiting within 25 nautical miles from the coast of Malta.

 
Mariners are warned to keep a sharp lookout and to maintain a minimum of 1 nautical mile off each towing vessel when sighted.

Drilling Works for Geotechnical Investigations
in Mġarr Harbour, Gozo

The Ports and Yachting Directorate, Transport Malta, notifies mariners that drilling works for geotechnical investigations will be carried out in Mġarr Harbour Gozo.

These works will be carried in the area hatched as shown on chart found on Transport Malta website (http://www.transport.gov.mt).

Weather permitting the work is expected to commence on Tuesday, 11th and Wednesday, 12th July, 2017.

Works will be carried out from a flat barge (Bezzina 5) which will be accompanied by a small tug boat (No. 29). The barge may deploy anchors to hold it in position and may remain in the area during the night. The Barge will display the signals in accordance with the Collisions Regulations. Moored vessels may be required to vacate berths, be temporarily shifted and are to comply instructions as issued by TM officials. Furthermore mariners and operators of vessels are advised to keep a sharp lookout, proceed at very slow speed and give the area a wide berth.

Instructions given by VTS and Mġarr Port on VHF Channel 12 and 13 are to be complied with.

Removal of Vessels and Moorings at Id-Dahla Tal-Pietà

The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels that a pontoon is being laid at Id-Daħla Tal-Pietà in the area shown hatched on as shown on chart found on Transport Malta website (http://www.transport.gov.mt).

Hence owners of vessels that are moored or have a mooring within the area bounded by the imaginary line A, B and the intermediate coastline are to remove these vessels and moorings by Sunday, 9th July, 2017. Any vessels and moorings that are left in this area after the stipulated date will be removed. No liability whatsoever will be accepted by the Authority for any damage that may be caused while removing the said vessels and moorings.

Furthermore, mariners are reminded that it is prohibited to lay any moorings and ground tackle without the prior permission of the Authority and that approaches to marinas, terminals maneuvering areas and fairways are to be kept clear at all times.

Failure to comply with the above directions may be subject to legal proceedings.

Marine Environmental Studies at Mġarr Harbour,
Gozo − July 2017

The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels that a marine environmental study will be held at Mġarr Harbour, Gozo.
The study will be carried out within a circle of radius 25m from station A, as shown on chart found on Transport Malta website (http://www.transport.gov.mt).

Weather permitting the works are expected to commence as from Tuesday, 27th June, 2017 and are expected to be completed by mid July 2017.

A support vessel either ‘Atlantis II’ or ‘Julie Pell’, depending on availability, will be used and, since the study involves the use of divers, it will be displaying the International Code of Signals Flag ‘A’.

Mariners and operators of vessels are advised to keep a sharp lookout and give a wide berth.

Four (4) buoys will be laid in positions A, B, C and D, as indicated on chart found on Transport Malta website (http://www.transport.gov.mt) to delineate the race area.


The buoys will be laid on Saturday, 8th July, 2017, from 11.00 a.m. till 4.30 p.m., and no vessel will be allowed to enter the designated area unless by special permission issued by Transport Malta.  The buoys will be removed at the end of the races.

Local Notice to Mariners No. 36 of 2017

Special Mark Buoys Delineating
the 200 and 300-metre Speed Restriction Zones

The Ports and Yachting Directorate, Transport Malta, notifies that with immediate effect special marker buoys will be placed around the Maltese Islands to delineate the 200 and 300-metre speed restriction zones (10 knots and 5 knots) from the shore. The placement of the buoys is seasonal from June till October but may still be in place after this date.

Buoys indicate the speed that should never be exceeded and in any case mariners are reminded to proceed at a safe speed at all times subject to the prevailing circumstances and conditions.
 
Mariners are further reminded that it is prohibited to moor any vessel with any of the above buoys or any other buoy owned by the Authority.
   
All positions are referred to WGS 84 DATUM.

Zones Reserved for Swimmers 
 
The Ports and Yachting Directorate, Transport Malta notifies the general public, mariners and owners of vessels regarding the following restrictions in respect of designated zones reserved for swimmers.
   
These restrictions shall be in place from the date indicated for each area and until 30th September, 2017.
 
Mariners and owners of vessels moored within the zones reserved for swimmers are requested to remove their vessels and mooring buoys immediately. Any vessels and mooring buoys left in these areas will be removed. No liability whatsoever will be borne by Transport Malta for any damage to vessels or any damage/loss of mooring buoys and ground tackle that are left in these areas.
  
The zones reserved for swimmers will be indicated by coloured marker buoys and ropes. The ropes may be kept afloat by marker floats in location up to 2 weeks after the above mentioned dates.
 
Several bays have access to the beach through launching lanes which will also be marked by floats. Vessels shall only enter through these lanes. No vessel is to be moored inside or approaches to the entrance of these lanes as indicated on the charts shown on Transport Malta website (www.transport.gov.mt) unless authorised by Transport Malta. Such lanes shall be used solely for embarking and disembarking of passengers and by commercial and water sports vessel operators.
 
No vessels or objects which may endanger the safety of bathers, including any type of fishing gear/implements, shall be used within a swimmers’ zones.

Noise Levels on board Commercial Vessels
 
The Ports and Yachting Directorate, Transport Malta reminds all operators, masters and crew of commercial vessels of the provisions of the Code of Practice for the Safety of Commercial Vessels dealing with noise and music on board such commercial vessels. These provisions are there to safeguard the safety of navigation and operations of the vessel by ensuring that all communications on board are not impaired at any time; and also take into consideration the social and environmental obligations by ensuring that no nuisance is caused especially in areas which are noise sensitive.  These provisions are to be complied with at all times.
 
Furthermore, all operators, masters and crew are hereby being notified that, with immediate effect, the organisation of boat parties is subject to a prior No Objection from Valletta Port Control (Valletta VTS) to enter any port, harbour or bay.
 
This No Objection has to be applied for 24 hours prior to the activity and the following conditions have to be observed:
 
 
1. The required permits to hold the activity must be in hand and submitted to the Authority.
2. The name of the Master and that of a second contact person, together with their contact numbers on board, must be provided to the Authority
3. Noise levels to be kept at a level that does not cause any nuisance to others in the vicinity, apart from not impairing any communications. To be complied with at all times.
4. Music must stop by 11.00 p.m.
 
Further restrictions may apply to locations in close proximity to residential or environmentally sensitive areas.
 
Operators, masters and crew are to keep watch on VHF Channel 12 and cooperate with the enforcement officers in the area and with the Valletta Port Control (Valletta VTS) and comply with any and all instructions and directions given.
 
Enforcement action will be taken accordingly in the event of any non compliance.

The Ports and Yachting Directorate, Transport Malta, notifies mariners that dredging works will start with immediate effect, at Marsaxlokk Bay.

The dipper dredger AVE CAESAR will be carrying out the dredging works centered on the following position:

The Ports and Yachting Directorate, Transport Malta notifies mariners and owners of vessels that due to falling rocks from the cliff face at Dawret ix-Xatt in Xgħajra (area known as il-Milord), the area between points A, B and C and the intermediate coastline has been declared dangerous.

The limit is delineated by a floating rope supported by black and white buoys connected to the shore at points A, B and C.

In view of the above, with immediate effect, part of il-Bajja ta’ Marsaskala at il-Ponta taż-Żonqor (shown hatched on chart that can be found on Transport Mala website (www.transport.gov.mt)), has been declared as a restricted area to swimmers and vessels.
 
Masters of vessels are to note the above and give the enclosed area a wide berth when navigating in the vicinity.
