Local Notice to Mariners No. 29 of 2017
 
PICASSO Project − Mass Evacuation Exercise
Inside Valletta Grand Harbour

The Ports and Yachting Directorate, Transport Malta, notifies mariners and terminal operators that a Mass Evacuation Exercise will be carried out in the Grand Harbour on Tuesday, 16th May, 2017, between 8.00 a.m. and 1.00 p.m.

The exercise will take place at Pinto Wharf and within French Creek as shown on chart found on Transport Malta website (www.transport.gov.mt).

During the above mentioned date and time the area bounded by the imaginary lines joining the points A-B, C-D, E-F and the intermediate coast will be closed to all vessel traffic and only vessels involved in the exercise will be allowed to cross the area.

Any vessel berthed within the said area will not be allowed to move during the times mentioned above.

Moreover, they must obey instructions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12.

Local Notice to Mariners No. 27 of 2017

Malta International Fireworks Festival 2017
Fireworks Display in Grand Harbour

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a fireworks display will be held in Grand Harbour on Sunday, 30th April, 2017.

Fireworks will be let off from two (2) rows of pontoons placed off St. Angelo Point.

The pontoons between the points Y and Z will be placed in position, on Sunday, 30th April, 2017, from 9.30 a.m. onwards, and will be removed immediately after the displays finish.

The pontoons between the points W and X will be placed in position on Sunday, 30th April, 2017, after 4.30 p.m. onwards, and will be removed immediately after the displays finish.

Fireworks will also be let off from point I on St. Elmo Breakwater arm.

 A copy of part of BA Chart 177 showing arrangement of pontoons is found on Transport Malta website (www.transport.gov.mt).

Schedule of the fireworks is as follows:

On Sunday, 30th April, 2017, from 9.00 p.m. till 10.30 p.m. local Time (7.00 p.m. and 8.30 p.m. UTC)

In view of the above, mariners are informed that part of Grand Harbour, between the imaginary lines  A - B,  C - D, E - F, G - H and the intermediate coastline (as shown on chart found on Transport Malta website (www.transport.gov.mt)), will be closed to all vessels.

Entry will also be prohibited within the area of two hundred metre (200m) radius from point I on St. Elmo Breakwater arm (as shown on chart found on Transport Malta website (www.transport.gov.mt)).

The port closure and prohibited area will be effective as of Sunday, 30th April, 2017 from 4.00 p.m. to 10.45 p.m. local Time (2.00 p.m. to 8.45 p.m. UTC)

During the event shipping movements in Grand Harbour will be restricted. No vessel will be allowed within the restricted area, except by arrangement through the Organising Committee. Authorised craft are to give the display pontoons a wide berth of at least 200m. No movements whatsoever will be allowed during the actual displays.
Mariners are to comply with instructions and directions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12, Police, patrol boats and Transport Malta Enforcement that will be in the area.

Restricted Area at Dawret ix-Xatt − Xgħajra

The Ports and Yachting Directorate, Transport Malta notifies mariners and owners of vessels that due to falling rocks from the cliff face at Dawret ix-Xatt in Xgħajra (area known as il-Milord), the area between points A, B and C and the intermediate coastline has been declared dangerous.

The limit is delineated by a floating rope supported by black and white buoys connected to the shore at points A, B and C.

Live firing practice at Pembroke Ranges −
Extended Hours

The Ports and Yachting Directorate, Transport Malta notifies that further to Notice to Mariners No. 2 of 2015, the Armed Forces of Malta will carry out live firing practice on Monday, 15th May, 2017, at the Pembroke Ranges, between 7.00 a.m. and 11.00 p.m., local time, which will also include the use of flares.
The exercise area is delineated by sector ABC.

Filming from Rinella − Malta Film Studios

The Ports and Yachting Directorate, Transport Malta notifies mariners and operators of vessels, that filming activities will take place in the Rinella – Malta Film Studios on the following days and times:

Monday, 24th April, 2017 to Wednesday, 10th May, 2017 (excluding Sunday, 30th April, 2017 and Sunday, 7th May, 2017) from 8.00 a.m to 7.00 p.m. local time.
Thursday, 11th May, 2017 to Sunday, 14th May, 2017, from 8.00 a.m till 2.00 p.m. local time the next day.


In view of the above a clear horizon is required for filming purposes.

Mariners navigating in the indicated area on the mentioned dates are requested to keep watch on VHF Channel 12 and cooperate with the crew and police craft in the area. They are to comply with instructions issued by Valletta Port Control (Valletta VTS).

No vessels or objects which may endanger the safety of bathers, including any type of fishing gear/implements, shall be used within a swimmers’ zone. The swimmers’ zone which is being reserved exclusively for bathers and is delineated by the  following coordinates:

The fairways are to be used solely for navigation and should otherwise be kept clear.

A minimum safety clearing distance of 5 metres from the swimmers’ zone is to be maintained.

Nylon ropes supported by floats will delineate the swimmers’ zone and may remain in place, two weeks after the stipulated date. 

For the benefit and safety of all bathers and mariners, Transport Malta urges all visitors and commercial vessels to adhere to these arrangements. Enforcement Officers will be constantly patrolling the area.


Mariners are advised to keep a good lookout and navigate with caution and at slow speed in the North Comino Channel at Blue Lagoon and Santa Marija Bay. They are also reminded that it is prohibited to secure/moor any vessel to any of the marker buoys, swimmers’ zone delineation markers and related gear belonging to Transport Malta.

Temporary Mooring of 6 Fish Farm Cages
at ir-Ramla taċ-Ċirkewwa

 The Ports and Yachting Directorate, Transport Malta, notifies mariners that, with immediate effect, 6 fish farm cages of 50m diameter each will be moored at ir-Ramla tac-Cirkewwa, as shown on chart found on Transport Malta website (www.transport.gov.mt), until the 10th of May, 2017.

Local Notice to Mariners No. 18 of 2017

Safe Distance from Diver’s Flags signal

The Ports and Yachting Directorate, Transport Malta, reminds mariners to keep a sharp lookout and navigate at safe speed at all times.

They are to give a wide berth of not less than 100m from signal buoys or vessels that carry either a diver down (Alpha flag) and the diver’s flag (red with diagonal white stripe), as found on Transport Malta website (www.transport.gov.mt), when these are sighted, and to navigate at slow speed.

They are also reminded that they are not to exceed the speed limit of 10 knots when navigating within 200m from rocky shores and within 300m from sandy beaches.

A further notice to mariners will be issued with additional information including details of lights and marine aids to navigation.

Information and Promulgation of Notices to Mariners
 
The Ports and Yachting Directorate, Transport Malta advises the public in general, local councils, government agencies, mariners and entities along the foreshore that the Harbour Master is to be notified as early as possible when new or suspected dangers to navigation are discovered or any changes to aids to navigation are observed within the territorial and internal waters of Malta, in any port and in the land and sea approaches to any port, and on wharves.
 
The above also applies when corrections to navigational charts or publications would appear to be necessary in relation to depths, navigational aids, facilities and other matters affecting the safety of navigation and shipping in general within the territorial and navigable waters of Malta.
 
 
In the case of pre-planned activities, including works along the foreshore or within the territorial and internal waters and ports and the approaches thereto, the Harbour Master is to be notified by not later than seven (7) working days prior to the date of the intended activity. This is to ensure that, if required, relevant Notices to Mariners are issued and promulgated through the Government Gazette in a timely manner and in conformity with legal requirements.

Capital Dredging at Mediterranean Maritime Hub
and Approaches

The Ports and Yachting Directorate, Transport Malta, notifies mariners and terminal operators that dredging works taking place at the inner Grand Harbour within the Mediterranean Maritime Hub sea area, fairway and approaches is being extended till the 12th of March, 2017.

Berth Operators may be required to clear berths and fairways to provide sufficient sea room for the dredging operations. Additional information and directions will be communicated to the respective Berth Operators by Port Operations

Mariners are to take note of the above, keep a sharp lookout, navigate with extreme caution and slow speed and give the above area and vessels wide berth. They are to abide by any instructions that are issued by Valletta VTS (Valletta Port Control) on VHF Channel 12 and Transport Malta officials.

Drilling Works for Geotechnical Investigations at
Il-Ponta tal-Qrejten and the Inner Breakwater, Marsaxlokk

The Ports and Yachting Directorate, Transport Malta, notifies mariners that drilling works for geotechnical investigations will be carried out off il-Ponta tal-Qrejten and off the inner breakwater near the Dellimara power station in Marsaxlokk Harbour.

These drilling works will be carried in the following two areas bounded by the following positions:

Area 1: A, B, C, D and the coastline. Area 2:- W, X, Y, Z and the coastline as shown on the chart found on Transport Malta website (www.transport.gov.mt) and in the approximate positions:

Weather permitting the works are expected to commence with immediate effect and completed by end of February, 2017

They will be carried out from a flat barge which will be accompanied by a small tug boat. The barge may deploy anchors to hold it in position and may remain in the area during the night. The barge will display the signals in accordance with the International Regulations for Preventing Collisions at Sea. Furthermore mariners and operators of vessels are advised to keep a sharp lookout, proceed at very slow speed and give the above area a wide berth of at least 300 meters.

Instructions given by Marsaxlokk Port Control (Marsaxlokk VTS) on VHF Channel 14 are to be complied with.

LNG Exclusion Zones
  
The Ports and Yachting Directorate, Transport Malta, notifies mariners that, with immediate effect, LNG Exclusion Zones have been established at the Electogas Malta LNG Terminal and the Floating Storage Unit Armada LNG Mediterrana.
 
Navigation of vessels in relation to the LNG Terminal and Floating Storage Unit shall be as follows:
  
1.  When the Floating Storage Unit (FSU) vessel is berthed at the LNG Terminal, a vessel shall not navigate within an arc measuring 135 metres in any direction from the FSU at the LNG Terminals, as indicated on chart 1 that can be found on Transport Malta website (www.transport.gov.mt).
  
2. Whilst the FSU is at the storm mooring position, a vessel shall not navigate within an arc measuring 100 metres in any direction from the FSU at the storm mooring position, as indicated on chart 2 that can be found on Transport Malta website (www.transport.gov.mt).
  
3. Whilst a Liquefied Natural Gas Carrier (LNGC) is berthed alongside the FSU, a vessel shall not navigate within an arc measuring 195 metres in any direction from the LNGC, as indicated on chart 3 that can be found on Transport Malta website (www.transport.gov.mt).
  
In addition, when LNG Ship to Ship (STS) cargo operations are underway, berthing of vessels at Ħas-Saptan Fuelling Dolphin and Delimara Power Station  Quay will not be permitted.
  
In view of the above all vessels are to keep clear of the Exclusion Zones, and navigate with caution and at slow speed.
  
Mariners are further instructed to give a wide berth and to comply with any instructions given by either Enforcement Vessels in the area or Valletta VTS (Marsaxlokk Port Control) on VHF Channels 14 and 16.
