MALTA INVESTMENT MANAGEMENT COMPANY LIMITED (MIMCOL)

The Ministry for Gozo is inviting interested legal firms to indicate their interest to offer legal support in the preparation for the issue of a new Public Service Obligation contract covering passenger and cargo services between Malta and Gozo. The assignment is anticipated to last between 6 and 12 months but the selected advisor may be requested to continue offering support in connection with the same assignment beyond this period.

Interested firms must have demonstrable experience in the field of EU Law, State Aid Regulations, Maritime Law, Procurement Regulations and Tenders. 

 Firm’s fees are to be quoted, based on the parameters given below:

1. A monthly fixed retainer fee (inclusive of VAT) based on the provision of 30 hours legal support per month;

2. An hourly fee (inclusive of VAT) for additional hours beyond the 30 hours per month covered by the retainer fee.

The selected firm will be asked to enter into a legal services contract with the Ministry for Gozo. Among the conditions that will be included in the contract there are:

(a) the facility of carrying forward indefinitely retainer hours which have not been utilised to future months to form part of future months’ retainer hours;

(b) a capping of hours/fees per month unless written authority is obtained from the Ministry for Gozo;

(c) a capping of the total legal expense for the assignment unless written authority is obtained from the Ministry for Gozo;

(d) the provision of detailed bills;

(e) the obligation to declare any existing or anticipated conflicts of interest.

Interested firms are invited to communicate with MIMCOL expressing their interest.
