Treasury Department

The Treasury Department within the Ministry for Finance would like to receive offers for the lease of office space. Ideally premises should be located in Valletta or Floriana, however property in the North harbour and central region areas shall also be considered

The following are mandatory criteria:

1. Building is located in Valletta, Floriana or the north harbour or central region area for logistical reasons;
2. Building is covered with the relevant MEPA permits and can be used as offices;
3. Building is fully compliant with MEPA permit drawings, conforms to local building regulations and standards and has all necessary permits required by all relevant authorities;
4. Building has a minimum area of 1,600 square metres which can be used as office space to house 80 to 85 persons;
5. Building includes at least 5 rest rooms (2 for women, 2 for men and 1 for the disabled);
6. Building comprises a storage area for supplies, filing and archiving;
7. Building includes 1 office suite for Accountant General comprising a large desk area, cabinets, small board room with adjoining rest room;
8. Building includes 3 office suites for Directors comprising a large desk area and cabinets;
9. Building includes two board rooms housing up to 20 people each;
10. Building has a spacious kitchen area (or two small kitchen areas) with basic self-catering amenities;
11. Building includes a room for childcare and a listening/resource room;
12. Building has air-conditioning/heating facilities covering all areas;
13. At least CAT 5e structured cabling;
14. At least 2 network points for each desk;
15. Air-conditioned Cabinet room for each floor;
16. Building includes garage space/parking facility for 6 vehicles;
17. Building is user-friendly and provides accessibility for the disabled on all levels;
18. A minimum di fermo lease of 5 years with an option to extend for a further 2 years.

Due consideration will be given to the state of the building which ideally would be ready to move into by not later than end November 2016 and does not require renovation works. Due consideration will also be given to accessibility and energy efficiency of the building and the state of basic necessary amenities such as toilets and kitchenettes.

Upon assessment of the property, the Department reserves the right to reject any of the candidate properties which do not satisfy all of the above mandatory criteria or because of other issues typically associated with natural ventilation, natural lighting, functionality, etc. The Department also reserves the right to negotiate with a preferred candidate following an evaluation of the submissions received.  The award criteria will be on the most economically advantageous basis.

The Department also reserves the right not to proceed further with this call for proposals and not to enter into any contract. 

Interested parties are asked to submit the following documentation:

(a) Full-scale MEPA Permit Plans;
(b) Full MEPA Permit document, including site plan;
(c) Certification of ownership;
(d) Permit to lease property for office use;
(e) Energy Performance Certificate
(f) A description of the premises, including the exact location, a minimum of 4 photos of the facade and a minimum of 10 photos of the internal area;
(g) An indication of the yearly rent fee requested per square metre, servitudes and any legal constraints which may lead to an adverse impact on the functionality of the premises.
