WasteServ will receive offers (excluding VAT) for the sale of these fractions tale quale without warranty and will contact prospective buyers to come to an agreement to collect the required materials in an agreed time-frame. All items will be considered as separate lots. Offers are to be submitted by the completion of the detailed form available for download on the website: (www.wasteservmalta.com) and hardcopies may be obtained from SAWTP offices during office hours or downloaded from the company’s website.This procedure is to be repeated every month. The company wishes to advise bidders to view material prior to submitting offer.


Local bidders interested in taking part in such bids must provide relevant permits from the local authority (ERA) for the handling of specific waste streams. Foreign agencies which are interested in purchasing any of the items in the list, must provide the relevant authorisations from their country’s competent authorities and from the local authority (ERA) for the handling of specific waste streams. In any case, transport of waste must be carried out by a registered waste carrier and export of waste must be done according to the Trans Frontier Shipment of Waste Regulations.

Before any loading of positive fractions, full payment by the bidder, in accordance to the quantity being loaded, will be effected in favour of the company. Without prejudice to the aforesaid, the company may, at its sole discretion grant credit arrangements, to be determined by the company. In case of negative fractions, a credit period of 120 days will apply.

Expression of Interest for Licence of Pitkal of Fish
 at the Government Public Fish Auction Centre

The Director General of the Department of Fisheries and Aquaculture invites expressions of interest from persons wishing to obtain a licence to provide the service of a pitkal, in accordance with the Fish Marketing Regulations (S.L. 425.02), at the Government Public Fish Auction Centre situated at Triq Troubridge, Marsa. There are stalls available with assosciated chillers from which the business of a pitkal may be carried out.  Applications may be collected from the offices of the Department of Fisheries and Aquaculture, Triq l-Ingiered, Għammieri, Marsa, from 8.00  a.m. till 3.00 p.m. from Monday to Friday.

The licence for a pitkal will be valid until the 31st of December, 2016 and thereafter may be renewed from year to year: provided that no such renewal may be effected after the 31st March of the year to which the renewal refers; and without prejudice to the grant subsequent to that date of a new licence.

Remuneration

Licensed pitkali will be paid a commission by the Director General (Fisheries and Aquaculture) for the services rendered. The commission shall be as fixed in accordance with the Fish Marketing Regulations (S.L. 425.02). A 1% service charge will be withheld by the Director General (Fisheries and Aquaculture) for services provided for the conduct of the business as pitkal. The service charge may be revised periodically depending on the expenses incurred by the Department of Fisheries and Aquaculture to provide the said services and in order for there not to be any percieved or actual state aid being received by the involved businesses.

Duties

The duties of a licenced pitkal shall include the wholesale commercialisation of first-sale fish through competitive bidding (auction) at the Public Auction Centre in accordance with the Fish Marketing Regulations (S.L. 425.02) and those obligations emanating under the relevant regulations in force, in particular Regulation (EC) 1224/2009. The licenced pitkali shall implement the relevant HACCP plan as directed by the Veterinary authorities and at there own expense. The Director General may assign further duties for the implementation of such Regulations. Moreover,  licenced pitkali are expected to follow any code of conduct issued by the Director General.

Any licenced pitkal shall be obliged to obtain all the necessary permits governing the activity, including a trading licence and the registration of the food business operation with the Veterinary Regulation Directorate.


Eligibility requirements

Interested persons who may be deemed as eligible for the licence of a pitkal shall be:

(i) (a) citizens of Malta; or
(b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or

(c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or

(d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or


(e) third-country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”.


The advice of the Citizenship and Expatriates Department will be sought as necessary in the interpretation of the above provisions.

The licencing of applicants referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and its subsidiary legislation. Jobsplus will be consulted as necessary on this issue.

(ii) have the ability to communicate in the Maltese language;

(iii) in possession of a valid food handling certificate;

(iv) of good moral character - applicants must produce a Certificate of Conduct issued by the Police or other competent authority issued not earlier than one (1) month from the date of application. This should be clean;


(v) medically fit – applicants must produce a declaration issued by a General Practitioner not earlier than one (1) month from the date of application;

(vi) without any interest, direct or indirect, in the fisheries sector and without any type of participation in the commercialisation of fish.

Grading procedure

Eligible persons may be requested to attend to an interview to determine their suitability to act as pitkal. Due consideration will be given to applicants who have proven experience of sale by means of an auction system.

Persons who are eligible for the issue of a licence as per the eligibility requirements will be notified and a graded list published.

Marks for the grading shall be assigned on the following basis:
Related professional knowledge (30%)
Relevant experience (25%)
Abilities required in the position (15%)
Academic qualifications (20%)
Personal qualities (10%)

Submissions

Submissions, together with a curriculum vitae showing qualifications and experience, will be received by the Director General (Fisheries and Aquaculture) at the Department of Fisheries and Aquaculture, Triq l-Ingiered, Ghammieri, Marsa, by not later than noon (Central European Time) of Friday, 2nd December, 2016.
