In any case, transport of waste must be carried out by a registered waste carrier and export of waste must be done according to the Trans Frontier Shipment of Waste Regulations.

Before any loading of positive fractions, full payment by the bidder, in accordance to the quantity being loaded, will be effected in favour of the company. Without prejudice to the aforesaid, the company may, at its sole discretion grant credit arrangements, to be determined by the company. In case of negative fractions, a credit period of 120 days will apply.

NATIONAL COMMISSION FOR FURTHER AND HIGHER EDUCATION

Expression of Interest 

Purpose of the Expression of Interest

The National Commission for Further and Higher Education is seeking the services for the provision of the assessment of candidates in the validation process for the Tourism and Hospitality Sector. 

1. Introduction

The Validation of Informal and Non-formal Learning (VINFL) is a process which identifies, assesses and formally certifies the knowledge, skills and competences which individuals develop throughout their lives by means of participation in non-formal and informal learning. VINFL falls under the remit of NCFHE which is part of the Ministry of Education and Employment.

1.1 Services Required

Co-ordinate and provide the individual assessment process as per S.L 327.432 – Validation of Non-Formal and Informal Learning Regulations, Regulation number 9. The validation process undertaken for the purpose of the validation of an individual’s prior non-formal or informal learning experience shall be voluntary, provide equal access and equal and fair treatment to all individuals, respect the rights of individuals, be transparent and be underpinned by the principle of quality assurance.

2. Instructions and Conditions

2.1 Instructions

Interested bidders are to submit a draft Memorandum of Understanding between their entity and the National Commission for Further and Higher Education describing the agreement on the methods and procedures of the validation process in the hospitality and tourism sector. Together with the proposal, bidders must submit a schedule of all documents and materials forming part of the response including:
A detailed description of the premises where the validation assessment will take place.

Detailed CVs of the proposed assessors

A brief overview of previous related work experience of the entity

2.2 Conditions

The following conditions are to be followed when drafting the proposed Memorandum of Understanding:

i. The bidder shall be prepared to receive applications from persons who have undertaken non-formal or informal learning for at least three years in one of the following occupations1 part of Hospitality and Tourism Industry for validation assessment:


Food and Beverage Server/Commis
De Rang MQF Level 2
Station Waiter/Chef De Rang MQF Level 3
Commis Chef  MQF Level 2
Chef De Partie MQF Level 3
Bar Waiter/Assistant Bar Tender MQF Level 2
Bar Tender MQF Level 3
 

ii. The bidder must not limit the validation process to MQF Levels 2 and 3, as in the future there may be additional occupational standards at higher levels, up to MQF Level 5.


iii. The bidder must provide the applicants with all the necessary information and provide assistance to the candidates in the application process and the compilation of the portfolio. As per S.L 327.432 regulation 9, the portfolio shall document and provide evidence of all the relevant experiences of the candidate. The portfolio may include personal details, work experiences, résumés, and references from employers, documents related to formal qualifications, photographs and audio and video clips in relevance to the applicant’s validation being sought.

iv. The bidder shall make use of the procedures, methods and tools of validation established by the Sector Skills Unit in accordance with S.L 327.432 with the approval of NCFHE.


v. The bidder shall include the proposed fees each applicant will have to pay for the validation assessment process.

vi. The bidder shall also include the number of staff including the assessors available as well as their CVs. The proposed assessors shall have at least a full qualification in the sector at MQF Level 5 to assess occupations from MQF Level 2 to MQF Level 4 and at least a full qualification at MQF Level 6 in the sector to assess MQF Level 5 eventually.

vii. The chosen bidder shall firstly participate in a six-month pilot project (PATH Initiative by the Malta Tourism Authority) which includes the validation of the afore-listed occupations which is planned to start in mid-November. Following the pilot project, the MOU may be extended to an agreed time frame for validation arrangements in further occupations in the same sector.

2.3 Conditions

The National Commission for Further and Higher Education reserves the right not to select any proposal or not to select the least expensive proposal. Furthermore, it reserves the right to accept proposals in whole or in part, to discuss or negotiate different or additional terms to those envisaged in this expression of interest for the provision of validation assessment services, or to amend and modify any terms the same expression of interest.

Until an MOU resulting from this expression of interest is entered into, the bidder must not disclose any details pertaining to their proposal and the selection process in whole or in part, to anyone not specifically involved in their proposal, unless written consent is secured from the National Commission for Further and Higher Education, prior to such disclosure.

3. Conditions of Submission

The proposed Memorandum of Understanding is to be sent via e-mail on (validation.ncfhe@gov.mt) or deposited at the National Commission for Further and Higher Education, Level 1, Malta Life Sciences Park, San Ġwann, SGN 3000, by not later than the 1st November, 2017 at noon. Late submissions will not be considered.
