1.0 The Chairman of the Malta Statistics Authority (MSA) invites applications for the post of Administration Officer 5 with specialisation in Graphic Design within the National Statistics Office (NSO). The prospective employee will be assigned to the Communication and Dissemination Unit or to other units to meet the exigencies of the Office.

 

1.1 Besides an excellent level of interpersonal and communication skills, the successful candidate must be able to establish a harmonious relationship with staff, stakeholders and the general public, be able to conceptualise and develop artwork for NSO's various communication platforms and, be able to work under pressure and respect deadlines.

 

1.2 The successful candidate must also demonstrate an ability to use graphic designer software, preferably Adobe Creative Suites, with particular reference to Photoshop, Illustrator and In Design, and have excellent knowledge of Microsoft Office suite applications (preferably having obtained a European Computer Driving License - ECDL qualification).

 

Work Package

 

2.0 In terms of the Collective Agreement binding all MSA employees for the period 2017-2022, the post of Administration Officer 5 falls within Salary Scale 3 with a salary commencing at € 26,969 for the year 2022, rising by annual increments subject to a positive employee performance review.

Terms and Conditions

 

3.0 This appointment is on an indefinite contractual basis. The first twelve (12) months are subject to a probationary period.

 

3.1 It will not be possible to request an internal transfer before a two (2) year period from date of appointment as long as such request does not come from senior management due to work exigencies of the Office.

 

3.2 The selected candidate will be required to sign an undertaking signifying their commitment to the assignment for which they are selected.

 

3.3 The interview result will be valid for a period of one (1) year from the date of publication.

 

Duties

 

The duties of an Administration Officer 5 with specialisation Graphic Design include:

 

a. Creating graphic and visualisations designs in line with policy direction for all NSO Media platforms;

 

b. Designing proposals from typesetting through to design, print and production;

 

c. Producing infographics to visually illustrate statistics in a user-friendly way, using the appropriate colours and layouts for each graphic;

 

d. Drawing-up a standardisation document for infographics; and

 

Assisting colleagues in any other tasks as requested by the Head of Unit.

 

Eligibility Requirements

 

Applicants for this post must:

 

Be in possession of a recognised Certificate at MQF Level 5 in a relevant subject area together with seven (7) years, or equivalent, of relevant experience;

OR

 

a. Be in possession of a recognised Certificate at MQF Level 6 or higher in a relevant subject area (candidates who have been approved for the award of an MQF Level 6 qualification or higher, who have not yet formally been conferred the qualification in question, will still be considered provided that candidates submit evidence of approval for the award);

 

b. Demonstrate a good command of the English language, together with Maltese or another official European language;

 

c. Be in possession of a clean Police Conduct (issued within the last 6 months).

 Selection Procedure

 

7.0 Eligible applicants will be assessed by a selection board to determine their suitability for the post.

 

7.1 The maximum mark for this selection process is 100% and the pass mark is 50%.

 

7.2 Due consideration will be given to applicants who, besides the requisites indicated in article 5.0, have proven relevant work experience.
