NOTICE IN TERMS OF THE PRIVATE GUARDS AND COMMUNITY  OFFICERS (CAP. 389)

 

THE Commissioner of Police, in terms of articles 7 and 8 of the Private Guards and Community Officers Act 1996, hereby notifies that the following applications as mentioned hereunder have been received:

Any person may, within one month from the publication of this notice, object in writing to the Commissioner about the issue of the above licences on any of the grounds listed in section 10 of the Private Guards and Community Officers Act 1996, which are:

 

(a) where the applicant or any officer of the applicant or any person who has an effective control of the services to be provided by the applicant.

 

(i) has been convicted in Malta or elsewhere of any crime against the safety of the state, or of any crime of voluntary harm or injury to any person or any crime against property or public trust or any other serious crime; or

 

(ii) has been declared bankrupt or his financial position is precarious or otherwise renders the applicant unsuitable; or

 

(iii) has been discharged from the police or armed forces or the prison services because of any offence or other misbehaviour; or

 

(iv) is a public officer or a member of the police or armed forces or the prison services; or

 

(b) when information is available which is in the public interest; or

 

(c) where the applicant does not possess the necessary qualifications as may be prescribed by or under the Act.

Agency for Infrastructure Malta

 

Completion of Road Formation and Traffic and Parking Suspension

 

In virtue of Article eighteen (18) of Legal Notice 291 of 2018, the Agency for Infrastructure Malta hereby gives official notice of its intention to complete the formation of:

 

Triq il-Buttar/new street in Triq il-Buttar, Marsaskala (indicated on the site plan on page 2928).

 

Side road in Triq il-Wied (leading to Wied Babu), Żurrieq (indicated on the site plan on page 2929).

 

Any person who is obliged by law to form said road (including by acquiring land necessary for the same formation) has fifteen (15) days from the date of the publication of this notice within which to comply with their obligations at law. In default, the Agency for Infrastructure Malta shall itself proceed with the formation of this road in accordance with its powers at law and at the expense of those persons whose obligation it is to form the road.

 

The Agency for Infrastructure Malta notifies that from 1st April, 2020, to 31st December, 2020, no parking will be permitted in Triq il-Buttar and in new street in Triq il-Buttar, Marsaskala due to road works.

 

The Agency for Infrastructure Malta notifies that from 1st April, 2020, to 31st December, 2020, no parking will be permitted in side road in Triq il-Wied (leading to Wied Babu), Żurrieq due to road works.

 

Parking of vehicles is not allowed during these days. Vehicles found in contravention to the order of this notice are liable to be towed.

Ministry for the Family, Children's Rights and Social Solidarity

 

A benefit for persons employed in the Private Sector who due to the impact of Covid-19 are ordered by the Superintendent of Public Health not to leave their home, and are not able to work from home and are not being paid by their employer during their absence from work

 

The Minister for the Family, Children's Rights and Social Solidarity is introducing a scheme, with the aim of paying a benefit to persons employed in the private sector, who after 27th March, 2020, due to the impact of Covid-19, are ordered by the Superintendent of Public Health not to leave their home, are not able to work from home and are not being paid by their employer during their absence from work.

 

1. Definitions

 

In this scheme, unless the context requires otherwise:

 

“Act" means the Social Security Act (Cap. 318) of the Laws of Malta;

 

“Department" means the Department of Social Security;

 

“Director" means the Director General responsible for the Department of Social Security;

 

“Minister" means the Minister responsible for the Family, Children's Rights and Social Solidarity.

 

2. Who is eligible for this scheme

 

A person, who has not yet reached retirement age, and who:

 

a. Is ordered by the Superintendent of Public Health not to leave home because he/she:

 

i. Suffers from diabetes and is dependent on insulin;

 

ii. Is on biological medicines;

 

iii. Had cancer in the previous six months;

 

iv. Is immuno-suppressed;

 

v. Is undergoeing renal dialysis;

 

vi. Is pregnant;

 

vii. Was admitted to hospital for some respiratory disease in the previous six months;

 

viii. Had a heart condition in the previous six months;

 

ix. Attends the heart failure clinic; and

 

x. Is on oral steroids.

 

b. Is working full-time or part-time in the private sector; and

 

c. cannot work from home and is not being paid by the employer during the absence from work.

 

3. How to acquire the right for this scheme

 

The benefit is payable subject to:

 

a. The submission of an application through the website socialsecurity.gov.mt; and

 

b. Has been personally notified of the order by the Superintendent of Public Health;

 

4. What does this scheme consist of

 

This scheme consists of the following:

 

a. a person who is in full-time employment and is eligible, is paid Medical Benefit amounting to €166.15 on a weekly basis;

 

b. a person who is in part-time employment and is eligible, is paid Medical Benefit amounting to €103.85 on a weekly basis;

 

c. the Social Security Contribution is paid and the contributory pension rights are safeguarded during the duration of the payment of this benefit;

d. the rate of eligible Children's Allowance beneficiaries paid under the Act shall be adjusted to take into consideration the new income earned and may increase accordingly;

 

e. beneficiaries of the In Work Benefit paid by the Department will continue to receive it without deductions;

 

f. the rate of eligible Supplementary Allowance beneficiaries paid under the Act shall be adjusted to take into consideration the new income earned and may increase accordingly;

 

g. the payment is made to an eligible person by means of a direct credit in applicant's bank account on a weekly basis;

 

5. Provision of false information and non-compliance with the provisions of the Social Security Act (Cap. 318)

 

If a person:

 

a. provides false information or fails to report to the Director any change in circumstances; or

 

b. fails to comply with the provisions of the Act or with the provisions of this scheme, from the beneficiary and/or the employer, with the aim of one fraudalently obtaining or continuing to obtain this assistance;

 

the provisions of Part X of the Act shall be applicable.

 

6. Duration of the scheme

 

This scheme is applicable with effect from 9th March, 2020 and shall remain in force until such date as the Minister may prescribe in the Government Gazette.

 

7. Amendments to the scheme

 

The Minister may effect any necessary amendments to this scheme by publishing the said amendments in the Government Gazette.
