STATEMENT BY THE OFFICE OF THE PRINCIPAL PERMANENT SECRETARY

Reference is made to the statement issued by the UĦM following the directive issued yesterday by the Principal Permanent Secretary, through which it was instructed that as from next Monday, work which can be done by teleworking should be done in this way.

The letter received by the Principal Permanent Secretary from the UĦM this morning shows that the premise on which the letter was written was based on the instructions given a year ago, which relied on teleworking requests being made by public employees themselves. 

Yesterday’s directive does not rely on employees’ requests but directs the heads of the departments so that any work which can be done by teleworking should be done in this way until another notice is issued. 

Thus, the remaining observations made by the UĦM in its letter do not deal with the circumstances of yesterday’s directive. 

Moreover, following the issuing of the directive yesterday, the Principal Permanent Secretary gave guidelines based on which this directive should be adopted. Given that this directive differs from that of a year ago and does not primarily focus on requests and calls for teleworking by employees themselves, but is based on administrative direction, it should be implemented differently, including where teleworking allowances are concerned.

These guidelines were communicated to all ministries yesterday afternoon.
