Minister for Justice and the Reform of the Construction Sector Jonathan Attard held a bilateral meeting in Strasbourg with the newly elected President of the European Court of Human Rights (ECtHR) Judge Mattias Guyomar. The meeting reaffirmed Malta's unwavering commitment to the European Convention on Human Rights and to the essential role of the Court in upholding these shared values.
Minister Jonathan Attard began by extending heartfelt congratulations to President Guyomar on his recent election, emphasising the importance of his leadership at this pivotal moment for human rights in Europe. “I am truly pleased to join you in this Court, which remains a vital guardian of human rights and freedoms for all Europeans," the minister stated.
He also expressed Malta's full support for the President's strategic priorities—efficiency, visibility, and responsibility—which also reflect the focus of Malta's ongoing justice and institutional reform agenda.
Minister Jonathan Attard outlined several important reforms Malta has introduced in response to landmark ECtHR judgments, reinforcing the country's proactive approach to human rights compliance and progress.
“We see the implementation of ECtHR judgments not as a burden, but as a partnership—a shared responsibility to uphold the rule of law and promote dignity for all," he affirmed.
He also highlighted Malta's steadfast commitment to judicial independence and improving access to justice – areas in which Malta continues to benefit from constructive engagement with the Venice Commission and GRECO.
As Europe commemorates the 75th anniversary of the European Convention on Human Rights, Minister Jonathan Attard expressed Malta's pride in co-hosting the commemorative hearing with the Court in Strasbourg.
In conclusion, the minister reiterated Malta's strong support for the Court's vision under its new leadership. He emphasised Malta's readiness to work closely with the ECtHR to deliver timely justice, enhance public trust in the Court's work, and foster synergy between national and international systems.
“We fully support your vision, and we look forward to working closely with you to advance these shared priorities," he concluded.
Also present for the meeting were Judge Lorraine Schembri Orland, Malta's judge at the European Court of Human Rights, and Ambassador Francesca Camilleri Vettiger, Permanent Representative of Malta to the Council of Europe.
