The Maltese delegation to the Parliamentary Assembly within the Organisation for Security and Cooperation in Europe (OSCE PA), comprising Amanda Spiteri Grech and Alex Muscat, participated in the 32nd Annual Session of the OSCE PA, held in Porto from 29 June to 3 July 2025.
The Annual Session consisted of a meeting of the Standing Committee of the OSCE PA, meetings of the three General Committees and of the Plenary. During a plenary session dedicated to the Middle East, Amanda Spiteri Grech intervened to voice her concern about the situation in Palestine. She spoke of the humanitarian disaster that is unfolding, with children dying of hunger and mothers desperately searching for food, clean water and medicine. She reiterated that humanitarian needs are not to be used as political bargaining chips and that OSCE states have an obligation to protect civilians and guarantee access to life-saving aid. Spiteri Grech emphasized that in the current scenario, States must look beyond any political alliances – acting in the face of the current humanitarian tragedy is not about being pro one country or the other – it is about being pro-humanity. She continued her intervention by stating that at this point, compassion is not enough. Urgent action is needed in order to provide immediate and unhindered access to humanitarian aid, protection of civilians and an upscaling of funding for humanitarian operations. Spiteri Grech concluded her intervention with a reminder that behind every statistic there is a name, a face and a life. She appealed to all delegations present to be the ones who choose humanity.
The Annual Session of the OSCE PA concluded with the adoption of the Porto declaration, which included the resolutions of the three General Committees and the Supplementary Items which were adopted during the previous days.
