8th September Regatta in Grand Harbour, Valletta


The Ports and Yachting Directorate, Transport Malta, notifies that the 8 September Regatta will be held in Grand Harbour. Sinkers and marker buoys will be laid as follows:


1. On Thursday, 6th and Friday, 7th September, 2018, 3 sinkers with yellow flashing marker buoys will be laid in the following positions:

2. On Saturday, 8th September, 2018 as from 8.00 a.m., wire ropes with floats will be laid in the following positions:


(i) from buoy (B) off St Angelo Point to buoy (C) near Senglea Point.


(ii)  from buoy (C) North of Senglea Point to point (D) West of Senglea Point opposite the entrance to French Creek;


(iii) from point (A) ashore on Barriera Wharf to buoy point (B) off St Angelo Point:

3. The wire ropes, floats and buoys mentioned in 2 above will be removed on the completion of the Regatta at approximately 6.30 p.m. on Saturday, 8th September, 2018.


4. The sinkers and marker buoys mentioned in 1 above will then be removed on Monday, 10th September, 2018.


Masters of all vessels are notified that on Saturday 8th September, 2018, between 9.00 a.m. and about 7.30 p.m., incoming vessels will not be allowed to proceed to any berth South West of the imaginary line joining point (A) on Barriera Wharf and Fortizza Sant’Anġlu flagstaff.  Vessels in ‘Il-Marsa’ sea area will not be allowed to proceed beyond the starting line indicated in 2(iv) above after 9.00 a.m. No vessel will be allowed near the finishing line except those involved in the races. No movements of vessels will be allowed inside Grand Harbour, except by special permission. All vessels are to keep a minimum distance of 5m away from the lines and floats mentioned in 2(ii), 2(iii) and 2(iv).


Incoming vessels will not be allowed to proceed to any berth South-West of the imaginary line which is 150m North-East of the finish line (A) to (B) mentioned in 2(i) above. No vessel will be allowed to stay within this 150m area.


Masters of all vessels are also warned that the wire ropes and floats may cause a physical obstruction and consequently they are to navigate with extreme caution. Caution is also to be exercised when in the vicinity of such wire ropes and floats when these are being laid or removed.


Mariners are to obey any instructions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12 and Maritime enforcement officers in the area.

Maintenance Works on Head of Pontoon A at Mġarr Harbour – Gozo


The Ports and Yachting Directorate, Transport Malta notifies mariners that maintenance works will be carried out on the head of pontoon A at Mġarr Harbour – Gozo.


The works are to start on Thursday, 9th August, 2018, at 7.00 a.m., and are expected to be completed by noon on the same day.


The works will involve the use of divers. Transport Malta RHIB will be assisting in the works.


Masters and operators of vessels are advised to keep a sharp lookout, navigate with caution and very slow speed when in the vicinity. They are to comply with any instructions given by Transport Malta personnel on site and Valletta Port Control (Valletta VTS) on VHF Channel 12.

Fireworks Display - Feast of St Dominic


The Ports and Yachting Directorate, Transport Malta notifies mariners that aerial fireworks will be let off from St. Elmo Point Valletta - Marsamxett Harbour (point A as shown on chart found on Transport Malta website (http://www.transport.gov.mt)) on the date and times as follows:


Sunday, 5th August, 2018   

from 8.00 a.m till 8.15 a.m.,

from noon till 12.15 p.m, and

from 7.00 p.m. till 8.30 p.m.


Vessels moored within 200 metres from point A (as shown on chart found on Transport Malta website (http://www.transport.gov.mt) are to be removed and the area kept clear during the displays. The Ports and Yachting Directorate, Transport Malta will accept no liabilities whatsoever for any vessels that are left lying in the area on the above-mentioned date and times.


Instructions and directions given by Valletta Port Control (Valletta VTS) on VHF channel 12 are to be complied with.

Fireworks Display - Feast of Stella Maris from Manoel Island and the Strand


The Ports and Yachting Directorate, Transport Malta notifies Mariners that fireworks will be let off from the foreshore of Manoel Island in Sliema Creek, centered on point A in position:

On Friday, 17th August, 2018, from 9.00 a.m. till 9.10 a.m. from noon till 12.10 p.m. and from 10.15 p.m. till 11.00 p.m.


On Saturday, 18th August, 2018 from 9.00 a.m. till 9.30 a.m. from noon till 12.20 p.m., from 6.00 p.m. till 7.00 p.m. and from 9.30 p.m. till 11.30 p.m.


On Sunday, 19th August, 2018 from 9.00 a.m. till 9.10 a.m. from noon till 12.15 p.m. and from 7.30 p.m. till 11.00 p.m.


In view of the above, mariners are informed that navigation within 200 meters from the above-mentioned position, point A on chart found on Transport Malta website (http://www.transport.gov.mt), in Marsamxett Harbour will be prohibited during the dates and times of fireworks as mentioned above. All craft moored within the indicated area (as shown on chart found on Transport Malta website (http://www.transport.gov.mt)) are to be removed on the above-mentioned dates and times of the fireworks displays. 


Further to the above, ground fireworks will be held at the Strand, Sliema on Saturday, 18th August, 2018 between 11.00 p.m. and 11.30 p.m. Vessels in the vicinity and within 20 meters off these ground fireworks, shown as Area B on chart found on Transport Malta website (http://www.transport.gov.mt) are to be removed.

Mariners are to obey directives issued by the Valletta Port Control (Valletta VTS), and by Police in the area.

Fireworks Display (Ball of Fire) Related to Valletta 2018 – South East of Malta 


The Ports and Yachting Directorate, Transport Malta, notifies mariners that a fireworks display (ball of fire) related to Valletta 2018 will be held in the South East of Malta, about 3 km south of Wied iż-Żurrieq. 


The fireworks display will be held on Friday, 24th August 2018 from point A, as shown on on chart found on Transport Malta website (http://www.transport.gov.mt).

A safety distance of 2 Km from point A is requested on Friday, 24th August, 2018. 


Preparation and loading of the fireworks for this event will be carried out alongside the quay at Rinella Bay between Tuesday, 21st August, 2018 and Friday, 24th August, 2018. On Saturday, 25th August, 2018, dismantling of the barge will take place. 


Due to the above, owners of vessels moored in Rinella Bay are to remove their vessels during the listed days. Transport Malta will accept no liabilities whatsoever for any damage caused to vessels that are left within Rinella Bay during these days. 


If due to unfavourable weather conditions the event cannot be held on Friday, 24th August, 2018, it will be held on the next favourable date.


Mariners are to note the above and keep away from the area. They are also to navigate with caution and very slow speed when in close proximity of the area and the barge during transportation. They are to comply with instructions and directions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12.

Fireworks - Feast of Balluta - 2018


The Ports and Yachting Directorate, Transport Malta notifies that fireworks displays in connection with the village feast of Balluta will be let off from 2 pontoons moored in the middle of St Julian’s Bay.  The pontoon will be moored in position A and B (as shown on chart found on Transport Malta website (http://www.transport.gov.mt)) on Friday, 27th July, 2018, in the morning and will be removed on Monday, 30th July, 2018.

The pontoons will remain moored in position during the night and will have flashing lights.  


The Ports and Yachting Directorate, Transport Malta, will not be held responsible or liable in any manner whatsoever for any damages or expenses incurred by any person as a consequence of these fireworks’ displays, including for failing to abide and comply with the above directions.

Local Notice to Mariners No. 81 of 2018


Sailing Regatta in Il-Bajja ta’ Marsaxlokk – July 2018


The Ports and Yachting Directorate, Transport Malta, notifies mariners that the Birżebbuġa Sailing Club shall be holding its traditional Summer Regatta for dinghies on Saturday, 28th July, 2018, and Sunday, 29th July, 2018.


Races shall be held between 10.30 a.m. and 6.00 p.m. (local time) on both days.


Class races shall be held over two (2) adjacent upwind/downwind courses, centered in the selected sailing area A, B, C as indicated in the chartlet found on Transport Malta website (http://www.transport.gov.mt), depending on the weather conditions at the time. 


The courses shall be indicated by inflatable marks about 1.5 meters high, around which the competitors shall have to sail.

Races will be held during the periods when there are no shipping movement to/from Malta Freeport Terminals.


Masters of all craft not directly involved in this sailing regatta are asked to keep clear of the racing area, navigate with caution especially at each of the turning marks and observe any instructions that may be given by the Race Organisers safety craft, Maritime Enforcement Craft and by Marsaxlokk Port Control (Marsaxlokk VTS) on VHF Channel 14.

The first barge will first be moored alongside Rinella quay and later shifted and moored in position ‘Z’ on Friday, 3rd August, 2018, and removed by Saturday, 11th August, 2018.



 Another two barges will be moored alongside Rinella quay to be loaded on Saturday, 4th August, 2018, and then shifted to positions P and Y on Monday, 6th August, 2018, and removed on Saturday, 11th August, 2018.


 The barges will be left in position during the night and will be lit.


 Vessel owners moored in Rinella Bay are to remove their vessels during the listed days. Transport Malta will accept no liabilities whatsoever for any damage caused to vessels that are left within Rinella Bay in the mentioned dates.



A wide berth of 200 meters is requested from Bighi Shore and from the position of the barges on the days indicated above as the barges will be loaded with fireworks.


Transport Malta will accept no liabilities whatsoever for any vessels that are within the 200m distance during the above mentioned dates and times.


Mariners are to navigate with caution and slow speed.  Instructions and directions given by Valletta Port Control (Valletta VTS) on VHF channel 12 are to be complied with.

Local Notice to Mariners No. 83 of 2018


Transportation of Statue in Birżebbuġa by vessel – 2018


 The Ports and Yachting Directorate, Transport Malta, would like to notify mariners that the statue of Saint Peter will be loaded on a vessel from the breakwater at St George’s Bay, Birżebbuġa (point A as indicated in the chart found on Transport Malta website (http://www.transport.gov.mt)) and transported from there to near the Birżebbuġa waterpolo pitch (point B on the chart), on Friday, 3rd August, 2018.


The transportation will start at 7.00 p.m. and is expected to be completed by 8.30 p.m.


Mariners are to navigate with caution at slow speed and to keep a sharp lookout when in the vicinity to the above-mentioned events and when sighted they are to give the vessel carrying the statue a wide berth.


They are to obey any instructions that are issued by Marsaxlokk Port Control (Marsaxlokk VTS) on VHF channel 14 and the organisers.

Extended Hours of Live Firing Practice at Pembroke Ranges – 6th and 7th August, 2018


The Ports and Yachting Directorate, Transport Malta notifies that further to Notice to Mariners No. 2 of 2015, the Armed Forces of Malta will carry out Live Firing Practice on Monday, 6th  and Tuesday, 7th August, 2018, with extended hours between 6.00 p.m. and 11.00 p.m. (local time).


The exercise area is delineated by sector ABC.

Reference is made to Local Notice to Mariners No. 43 of 2018 regarding zones reserved for swimmers in Malta and Gozo item 46 and Local Notice to Mariners No. 66 of 2018 regarding Balluta Bay experimental re-nourishment project.


The Ports and Yachting Directorate, Transport Malta, notifies mariners and the general public that due to the experimental re-nourishment project, the swimmer zone at Balluta Bay is being temporarily removed with immediate effect until the completion of the project.


All other information included in Local Notice to Mariners No. 43 of 2018 and Local Notice to Mariners No 66 of 2018 will remain valid.

Round Malta Swim – 20 and 21 July, 2018


The Ports and Yachting Directorate, Transport Malta notifies mariners that Birkirkara St Joseph Sports Club will be organising a round Malta swim that will start on Friday, 20th July, 2018, and finish on Saturday, 21st July, 2018. 


The three swimmers will depart from Marfa at 6.00 p.m. and swim in a clock-wise direction.


They are expected to cross along the following lines at the below quoted times:


from point B to point C between 7.00 p.m. and 10.00 p.m.,

from point D to point E between 12.30 a.m. and 1.30 a.m.,

from point F to point G between 4.00 a.m. and 5.00 a.m., and

from point H to point A between 4.00 p.m. and 6.00 p.m.

National Regatta Association – Under 18 regatta


The Ports and Yachting Directorate, Transport Malta notifies Mariners that the Għaqda Regatta Nazzjonali u Qdif Ieħor will be organising the Under 18 regatta in Rinella Bay, Kalkara, Grand Harbour.


The regatta races will be held on Saturday, 21st July, 2018, from 4.30 p.m. to 6.30 p.m.


Four (4) buoys will be laid in positions A, B, C and D, as indicated on chart found on Transport Malta’s website (www.transport.gov.mt), to delineate the race area. 


Any vessel which is within the designated area has to be removed.


The buoys will be laid on Saturday, 21st July, 2018, between 3.30 p.m. and 4.30 p.m. and no vessel will be allowed to enter the designated area unless by special permission issued by Transport Malta.  The buoys will be removed at the end of the races.

The Ports and Yachting Directorate, Transport Malta notifies mariners that firework displays in connection with the feast of Our Lady of Sorrows, St Paul’s Bay, will be let off from a barge and pontoons moored in the position as shown on chart found on Transport Malta’s website (www.transport.gov.mt). 


The pontoons will be moored in position on Wednesday 25th July 2018 after 9.00 a.m.


The barge will be moored in position on Thursday 26th July, 2018 after 9.00 a.m.

Art installation inside the Grand Harbour – Valletta 2018 Foundation


The Ports and Yachting Directorate, Transport Malta, notifies mariners that an ‘Art Installation inside the Grand Harbour’ will be set up by the Valletta 2018 Foundation.

The art installation which consists of a series of pipes just below the sea surface will be laid within the area A, B, C, D and the intermediate coastline, as shown hatched in red on chart found on Transport Malta’s website (www.transport.gov.mt).

The Ports and Yachting Directorate, Transport Malta notifies that fireworks displays will be let off from pontoons moored at the inner part of Marsascala Bay.  The pontoons will be moored between the two points A and B as shown on chart found on Transport Malta’s website (www.transport.gov.mt). 



The pontoons will be put in position on Saturday, 28th July, 2018, at 11.00 a.m., and will be removed on Sunday, 29th July, 2018, after the display.

Swimming event from Kalkara (Smart City) to Marsascala (waterpolo pitch)

 

The Ports and Yachting Directorate, Transport Malta notifies that a swimming event from Kalkara to Marsascala is being organised on Sunday, 22nd July, 2018.

 

Participants will depart from the car park at Smart City, Kalkara (shown as point A on chart found on Transport Malta website www.transport.gov.mt)) at approximately 8.30 a.m. They are to swim South east and finish at the waterpolo pitch at Marsaskala (shown as point B on chart found on Transport Malta website www.transport.gov.mt)). The swimming event is expected to take around two (2) hours.

 

In case of bad weather, on the Sunday 22nd July 2018, the event will be held on Sunday 29th July 2018, at the same place and time. Three support vessel and five canoes will accompany the participating swimmers.

 

Mariners are advised to keep a sharp lookout, navigate at slow speed and keep well clear of the area during the stipulated time giving the swimmers a wide berth. They are to obey any instructions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12

Mariners are informed that works will be carried out in front of Sheer Bastion – The Grand Harbour.

 

The works will start on Monday, 23rd July, 2018 and will be finished by Friday, 27th July, 2018. Two buoys with flashing lights will be placed at points A and B. The works will consist of installing chains to the sinkers using lifting bags and which will be carried out with the assistance of divers who will be working in the area between Sheer Bastion and the line A to B.

The Ports and Yachting Directorate, Transport Malta, notifies mariners that the Balluta Bay experimental re-nourishment project is expected to start on Monday, 16th July, 2018.

 

Owners of vessels that are moored or have a mooring within or just outside Balluta Bay are to remove them by Sunday, 15th July, 2018. Any vessels and moorings that are left in this area after the stipulated date will be removed at the expense of the owner. No liability whatsoever will be accepted by the Authority for any damage that may be caused while removing the said vessels and moorings.

 

Furthermore, mariners are reminded that it is prohibited to lay any moorings and ground tackle without the prior permission of the Authority.

 

In view of the above mariners navigating in the area are to navigate with caution and very slow ‘no wake’ speed. They are to give the above area a wide berth and obey instructions as given by the Valletta Port Control (Valletta VTS) on VHF Channel 12.

The three swimmers will depart from Marfa at 6.00 p.m. and swim in a clock-wise direction.

European Junior Open Water Swimming Championship – 2018

 

The Ports and Yachting Directorate, Transport Malta notifies mariners that the European Junior Open Water Championship will be held off Il-Ponta ta’ San Ġiljan between Thursday, 12th July, 2018 and Sunday, 15th July, 2018, weather permitting.

The races will be held at the following times:

 

On Thursday, 12th July, 2018, from 10.00 a.m. to noon.

 

On Friday, 13th July, 2018, from 10.00 a.m. to 3.00 p.m.

 

On Saturday, 14th July, 2018, from 10.00 a.m. to 3.00 p.m.

 

On Sunday, 15th July, 2018, from 10.00 a.m. to 1.00 p.m.

 

The race course will be along the imaginary line 1, 2, 3, B, 4, 5, A and 6 there will be marker buoys at each of these points, which will be lit during the night. A 20 metre offset from this area is being established as a restricted area during the races (shown dashed in blue on chart found on Transport Malta website (www.transport.gov.mt).

 

Due to the above configuration the north-east part of the swimmer zone is being reduced by 45 metres for the duration of the activity.

The Ports and Yachting Directorate, Transport Malta, notifies mariners that the Żebbuġ Scout Group will be holding a Camp-A-Float at il-Qala tal-Mistra – Il-Bajja ta’ San Pawl.

The Camp-A-Float consists of a man-made raft complete with a tent on board.

Weather permitting the raft will be moored at il-Qala tal-Mistra – Il Bajja ta’ San Pawl as indicated in position ‘A’, on Chart 1 found on the website of Transport Malta (http://www.transport.gov.mt) between Wednesday, 11th July, 2018 at noon and Saturday, 14th July, 2018 at 11.59 p.m.

In case of bad weather conditions this event will take place at either Il-Bajja tal-Ġnejna, as indicated in position ‘B’, on Chart 2 found on the website of Transport Malta (http://www.transport.gov.mt) or at ir-Ramla tal-Qortin as indicated in position ‘C’, on Chart 3 found on the website of Transport Malta (http://www.transport.gov.mt), on the same dates and time.

The Marigold Foundation – Swimming Event between Qawra point and Għadira in Mellieha Bay – 2018


The Ports and Yachting Directorate, Transport Malta notifies that The Marigold Foundation will be organising a swimming event in aid of The Marigold Foundation on Saturday 7th July, 2018, between Qawra Point and Għadira Bay in Mellieħa.


Participants will depart from Qawra Point (point A) at noon and swim along the route shown in magenta on the chart found on Transport Malta website (www.transport.gov.mt) and will finish at Għadira Bay in Mellieħa (point B) at approximately 7.00 p.m.


Distance from shore en route will be range between 100m and 300m.


Vessels will not be allowed to enter the area, shown hatched in black on the chart found on Transport Malta website (www.transport.gov.mt), between Selmun and St Paul’s Islands during the swim.


Mariners are also informed that due to the above, no vessels will be allowed to anchor or moor within the area shown hatched in blue on the attached chart at Ghadira Bay in Mellieha during the event. Any vessels which are normally moored or anchored within this area are to be removed prior to the event.


Support vessels will accompany the participating swimmers and will be listening on VHF Channel 13.

Mariners are advised to keep a sharp lookout and navigate at slow speed, and keep well clear of the area during the stipulated time giving the swimmers a wide berth. Fireworks Display off Bighi – 2018 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a fireworks display will be held off Bighi in Grand Harbour on Saturday, 7th July, 2018.


Fireworks will be let off from a barge moored off Bighi (as shown on chart found on Transport Malta website (www.transport.gov.mt)).

The barge will be laid in position, on Saturday, 7th July, 2018 from 9.00 p.m., and will be removed after the display by 11.30 p.m. The barge will have orange flash lights while moored in position.

A short six minute fireworks display will be held from the barge while it is in position.

Vessels navigating in the area are to give the display barge a wide berth of at least 200m.
Mariners are to comply with instructions and directions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12.

The limit will be delineated by a floating rope supported by black and white buoys connected to the shore at points A and B.

Fireworks Display – Sacro Coure – Tas-Sliema

The Ports and Yachting Directorate, Transport Malta notifies mariners that firework displays will be let off in Id-Daħla ta’ Tas-Sliema, Marsamxett Harbour.
Aerial fireworks will be let off from point A, shown on chart found on Transport Malta website (www.transport.gov.mt) on the following dates and times:

On Saturday, 23rd June, 2018, from 8.15 p.m. until 8.45 p.m.

On Friday, 29th June, 2018  
from 8.00 a.m. until 9.00 a.m.
from noon until 12.10 p.m.
from 8.30 p.m. until 9.00 p.m.

On Saturday, 30th June, 2018 
from 8.00 a.m. until 9.00 a.m.
from 11.45 a.m. until noon

In view of the above, mariners are informed that navigation within 200 meters from position A, in Marsamxett Harbour will be prohibited on the mentioned dates and times. All craft moored within the indicated area (as shown on chart found on Transport Malta website (www.transport.gov.mt)) are to be removed on the above-mentioned dates and times of the firework displays. 

Ground fireworks will be let off from point B, as shown on chart found on Transport Malta website (www.transport.gov.mt), between Saturday, 30th June, 2018, at 11.00 p.m., and Sunday, 1st July, 2018, at 00.30 a.m. In view of this ground fireworks display all vessels moored within the indicated hatched area off point B (as shown on chart found on Transport Malta website (www.transport.gov.mt)) are to be removed on the mentioned dates and times of the fireworks displays. 


The Ports and Yachting Directorate, Transport Malta will accept no liabilities whatsoever for any vessels that are left lying in the area on the above-mentioned dates and times.

Mariners are to obey any instructions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12.

Malta – Comino – Malta Swimming event

The Ports and Yachting Directorate, Transport Malta notifies mariners that a Malta – Comino – Malta swimming event will be held on Wednesday, 20th June, 2018.


Participants will depart from ir-Ramla tat-Torri, Armier, point A, at approximately 8.00 a.m. They will swim to point B, C, D, E and then point F back in Ir-Ramla tat-Torri, Armier.

The swim is to be completed by 1.00 p.m.

If the event cannot be held due to bad weather conditions it will be held on Thursday, 21st June, 2018, at the same place and time.

Support vessels will accompany the participating swimmers.

Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated time giving the swimmers a wide berth. They are to obey any instructions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12 and maritime enforcement assets in the area.

The Ports and Yachting Directorate, Transport Malta notifies mariners that a Hydrographic survey will be carried out in Marsamxett Harbour by the survey motor boat (SMB) Sapphire.
The survey will start with immediate effect and will be concluded by Friday, 29th June, 2018.

The survey motor boat will be restricted in her ability to manoeuvre.

During the duration of the survey No Diving will be allowed in all Marsamxett Harbour.

Mariners are instructed to keep a sharp lookout, navigate with caution when in the vicinity of the above-mentioned survey motor boat and give it a wide berth. They are to obey any instructions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12 during the time of survey.

Barge Moored at Manoel Island

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a flat barge will be moored at Manoel Island as indicated on the chart found on Transport Malta website (www.transport.gov.mt).

The barge will be moored in position on Thursday, 14th June, 2018, and removed on Saturday, 16th June, 2018.

Vessels with a maximum overall length of 40 meters will berth stern to this barge to unload passengers. The unloading of passengers will take place on Thursday, 15th June, 2018, in the afternoon.

Mariners and operators of vessels are advised to keep a sharp lookout, proceed with caution, at very slow speed and give the area a wide berth of at least 100 metres from the coast. 

Moreover, they are to comply with instructions given by Valletta Port Control (Valletta VTS) on VHF Channel 12.

The Ports and Yachting Directorate, Transport Malta notifies mariners that a round Malta world record attempt will be held on Friday, 8th June, 2018, weather permitting. 


Two white buoys will be laid in position A and A1, in the early morning, to indicate the start/finish gate as indicated on chart found on Transport Malta website (www.transport.gov.mt).

Power Boat Rehearsal in Connection with the Valletta Pageant of the Seas – 2018

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a power boat rehearsal in connection with the Valletta Pageant of the Seas event will be held in the Grand Harbour on Saturday, 2nd June, 2018.


Mariners are informed that due to the above rehearsal, part of the Grand Harbour, Valletta, will be restricted to all vessels from 5.00 p.m. until 7.00 p.m., local time, except to those vessels with prior authorisation.

The restricted area is delineated by the imaginary lines joining the points A - B, C - D, E - F, G - H, I - J, K - L, M - N and the intermediate coastline.

During the event, shipping movements in all the Grand Harbour will be restricted.

Mariners are to comply with instructions and directions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12 and enforcement personnel that will be in the area.

Valletta Pageant of the Seas – 2018

The Ports and Yachting Directorate, Transport Malta, notifies mariners that the “Valletta Pageant of the Seas” event will be held in the Grand Harbour on Thursday, 7th June, 2018, with a rehearsal being held on Tuesday, 5th June, 2018.

The Valletta Pageant of the Seas event will include the use of barges, lit buoys, pontoons, power boats, sailing yachts and fireworks display. The closure of the Grand Harbour will also come into effect on the dates noted below.

A rehearsal will be held on this day, with traffic restrictions coming into force within the Grand Harbour as shown on Chart 1 on the Transport Malta website (www.transport.gov.mt), from 6.00 p.m. until 11.59 p.m., except to those vessels with prior authorisation.

Non-authorised vessels are to obtain the necessary clearance from Valletta Port Control (Valletta VTS) on VHF Channel 12.

A restricted area, bound by imaginary lines F-G-H-I-J, will be in force during the rehearsal as shown on chart 1 on the Transport Malta website (www.transport.gov.mt) in the following positions:

Two (2) additional flashing light buoys, numbered 7-8, will be laid before 3.30 p.m., as shown on chart 1 on the Transport Malta website (www.transport.gov.mt).

Barges will be positioned following port closure at 3.30 p.m.

The Grand Harbour will be closed to all vessels, from  3.30 p.m. until 11.30 p.m. Imaginary lines that bind the restricted area between the points K - L – M - N – O, P – Q, R – S – T – U – V – W and X as shown on chart 2 on the Transport Malta website (www.transport.gov.mt).

No vessels will be permitted to stay South West of the imaginary line W – X unless authorised and berthed alongside any available quays.

The approaches to the fairway between the breakwaters, is to be kept clear during these hours.

During the event, no vessel will be allowed within the restricted area unless previously authorised.

Mariners are to comply with instructions and directions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12, Police, Armed Forces of Malta and Transport Malta Enforcement that will be in the area.

The Ports and Yachting Directorate, Transport Malta, will not be held responsible or liable in any manner whatsoever for any damages or expenses incurred by any person as a consequence of these fireworks’ displays, including for failing to abide and comply with the above directions.

Any vessels and moorings that are left in this area after the stipulated date will be removed. No liability whatsoever will be accepted by the authority for any damage that may be caused while removing the said vessels and moorings.

Conduct of Small Craft inside Maltese Harbours

The Authority for Transport in Malta draws the attention of masters, owners and operators of small craft, including but not limited to yachts, fishing vessels, craft used for water sports and craft under sail and/or under oars are not to impede the passage of, or hinder the manoeuvre of, larger commercial vessels inside any part of the Maltese ports, declared under Article 3 of the Ports and Shipping Act (Chapter 352 of the Laws of Malta), and the approaches thereto.

Without prejudice to any other legal provisions, including those of the laws mentioned hereunder, special reference is being made to:

(i) Regulation 21 of the Ports Regulations (S.L. 499.01);

(ii) Rule 9 of the International Regulations for Preventing Collisions at Sea, 1972, as enacted under the Merchant Shipping Act (Chapter 234 of the Laws of Malta).

Enforcement action will be immediately taken in the event of non-compliance, without prejudice to any other legal action.

Notice to Mariners No. 9 of 2001 is hereby superseded.

Restricted Area at Għar Lapsi

The Ports and Yachting Directorate, Transport Malta notifies mariners and owners of vessels that due to falling rocks from the cliff face at Għar Lapsi, the area shown on chart found on Transport Malta website (www.transport.gov.mt) between points A and B and the intermediate coastline has been declared dangerous.

The limit will be delineated by a floating rope supported by black and white buoys connected to the shore at points A and B.

The Ports and Yachting Directorate, Transport Malta notifies mariners that the Malta Skin Divers Club will be organising a sea bed clean-up at Bugibba in the area shown hatched on chart found on Transport Malta website (www.transport.gov.mt).

This event will be held on Friday, 25th May, 2018, between 2.00 p.m. and 7.00 p.m.

Mariners are advised to keep a sharp lookout and navigate with extreme caution and at slow speed when in the vicinity, on the stipulated date and time. They are to obey any instructions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12.

 Live Firing Practice at Pembroke Ranges – 
5th June, 2018 – Extended hours

The Ports and Yachting Directorate, Transport Malta notifies that further to Notice to Mariners No. 2 of 2015, the Armed Forces of Malta will carry out Live Firing Practice on Tuesday, 5th June, 2018, with extended hours between 6.00 p.m. and 11.00 p.m. (Local Time).

The exercise area is delineated by sector ABC.

Voomquest 002 – V2 International Powerboat Championship

The Ports and Yachting Directorate, Transport Malta notifies mariners that the Voomquest 002 – V2 International Powerboat Championship will be held off Sliema between Friday, 8th June, 2018 and Sunday, 10th June, 2018, weather permitting. 

Navigation will be restricted within the area bounded by the imaginary lines joining the points U, V, W, X, Y, Z and the intermediate coastlines, as shown on chart found on Transport Malta website (www.transport.gov.mt), between 10.00 a.m. and 4.30 p.m. each day.

 Vodafone Connect Challenge (Kayak) Gozo
to Comino – 2018

The Ports and Yachting Directorate, Transport Malta notifies that Vodafone will be organising a Kayak event between Mġarr Marina, Gozo, and Santa Marija Bay, Comino. This event will be held on Friday, 18th May, 2018.

Participants will depart at 10.45 a.m. from inside Mġarr Marina, Gozo, next to the North Breakwater arm to head towards Ħondoq Ir-Rummien, Gozo, and then towards Santa Marija Bay, Comino, as indicated on chart found on Transport Malta website (www.transport.gov.mt).

The participants will then return back to Mġarr Marina using the same route.

The activity will be finished at approximately 1.30 p.m., weather permitting.

Support vessels will accompany the participating kayakers.

Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated date and time giving the participants a wide berth. They are to obey any instructions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12.

Works at Grand Harbour Marina – Dockyard 
Creek – Grand Harbour

Mariners are informed that works are in progress to replace/refurbish existing pontoons at Dockyard Creek.  This will involve the replacing/refurbishing of pontoons at the head of the pontoons and their related mooring systems.  These works will be carried out with the assistance of divers who will be working in the area.

In view of the above with immediate effect and until further notice, entrance to Dockyard Creek is restricted. Only boat owners who have berths at Dockyard Creek and the ferry boat service may enter this area.


These masters are to navigate with extreme caution and at very low speed.

The Ports and Yachting Directorate, Transport Malta notifies mariners that the restricted area around the vessel MT HEPHAESTUS is being amended.

The amended restricted area is bounded by the imaginary lines between the points A, B, C, D and the intermediate coastline, as shown on chart found on Transport Malta website (www.transport.gov.mt).

Yellow marker buoys will be placed along the imaginary lines A to B and B to C. The buoys at points B and C will carry a yellow flashing light.

Fireworks Display – Grand Harbour 
(Seabourn Ovation Christening)

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a fireworks display will be held in Grand Harbour on Friday, 11th May, 2018.

Fireworks will be let off from a row of pontoons placed off Pinto Wharves 1 and 2, as shown on the chart which can be found on Transport Malta website (www.transport.gov.mt).

The pontoons will be laid in position on Friday, 11th May, 2018, from 6.30 p.m., and will be removed immediately after the displays finish.

The short fireworks display will be held between 10.00 p.m. and 11.00 p.m.

In view of the above, mariners are informed that part of Grand Harbour, between the imaginary lines A-B, B-C, C-D and the intermediate coastline, as shown on the chart which can be found on Transport Malta website (www.transport.gov.mt), will have restricted passage between 6.30 p.m. and11.00 p.m.

During the event shipping movements in Grand Harbour will be restricted. No vessel will be allowed within the restricted area, unless authorised by Valletta Port Control (Valletta VTS) on VHF Channel 12.
 
Authorised vessels are to give the display pontoons a wide berth of at least 150m. No movements whatsoever will be allowed during the actual displays.

Mariners are to comply with instructions and directions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12 and Maritime Enforcement Officers that will be in the area.

Sailing around Comino – May 2018

The Ports and Yachting Directorate, Transport Malta would like to notify mariners that a sailing regatta will be held on Sunday, 6th May, 2018.

The sailing regatta will start at noon and will be finished by 4.00 p.m.

The start and finish line is between the points A and B and the participants will follow the course, sailing in a clockwise direction, as shown on the chart which can be found on Transport Malta website (www.transport.gov.mt).

There will be a number of support vessels along the route.

Masters of all vessels not directly involved in this sailing regatta are to keep a sharp lookout and keep clear of the racing course. They are also to obey any instructions given by the race organisers, safety vessels and by Valletta Port Control (Valletta VTS) on VHF Channel 12.

Repair Works on St Elmo Breakwater Arm, 
Grand Harbour – Valletta

The Ports and Yachting Directorate, Transport Malta notifies mariners that with immediate effect repair works will be carried out on St Elmo Breakwater Arm, Grand Harbour, Valletta, and are expected to be completed by the end of June 2018.


The works will be carried out within the area shown hatched in blue as indicated in the chart shown on the website of Transport Malta (http://www.transport.gov.mt) and consists of the retrieval of hard stone slabs from the seabed and replacing missing coping slabs.

A diver will be involved in the works and will be assisted by the crane barge M/V Gold Dredger.

Masters and vessel operators are instructed that with immediate effect and until further notice they are to keep a sharp lookout, navigate with caution and slow speed and give the barge/diver a wide berth.

Masters of all vessels are also advised to keep a constant watch on VHF channel 12 for any new information which will be advised by Valletta Port Control (Valletta VTS).

Malta International Fireworks Festival 2018
Fireworks Display in Grand Harbour

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a fireworks display will be held in Grand Harbour on Monday, 30th April, 2018.

Fireworks will be let off from a row of pontoons and barge placed off St Angelo Point.

The pontoons between the points Y and Z will be placed in position, on Monday, 30th April, 2018, from 9.30 a.m. onwards, and will be removed immediately after the displays finish.

The barge off St Angelo Point will be placed in position X, on Monday, 30th April, 2018, in the morning.

Another barge to be used as a stage will be placed in position W, off Barriera Wharf, on Sunday, 29th April, 2018 at noon and will be removed on Tuesday, 1st May, 2018.

The fireworks will be let off on Monday, 30th April, 2018, from 9.00 p.m. till 10.30 p.m. local time (7.00 p.m. and 8.30 p.m. UTC).

Local Notice to Mariners No. 26 of 2018

Sailing Regatta in Il-Bajja ta’ Marsaxlokk – April 2018

The Ports and Yachting Directorate, Transport Malta notifies mariners that the Birzebbuġa Sailing Club shall be holding the Malta Annual Spring Regatta for dinghies on Saturday, 21st April, 2018 and Sunday, 22nd April, 2018. 


Races shall be held between 10.30 a.m. and 5.00 p.m. (local time) on both days.

Class races shall be held over two (2) adjacent upwind/downwind courses, centered in the selected sailing area depending on the weather conditions at the time. The diagram showing areas A, B and C can be found in the chart in Transport Malta’s website (www.transport.gov.mt).

The courses shall be defined by inflatable marks of about 1.5 meters high around which the competitors shall have to sail.

Races will be held when no merchant traffic is scheduled to enter or depart from the Malta Freeport Terminals. 


Masters of all craft not directly involved in this Sailing Regatta are asked to keep clear of the racing area, especially at each of the turning marks and observe any instructions that may be given by the race organisers’ safety craft and by Marsaxlokk Port Control (Marsaxlokk VTS) on VHF Channel 14.

No vessels or objects which may endanger the safety of bathers, including any type of fishing gear/implements, shall be used within a swimmers’ zone. The swimmers’ zone is being reserved exclusively for bathers as indicated in the chart shown on the website of Transport Malta (http://www.transport.gov.mt) and is delineated by the following coordinates:

A minimum safety clearing distance of 5 metres from the swimmers’ zone is to be maintained.

For the benefit and safety of all bathers and mariners, Transport Malta urges all visitors and commercial vessels to adhere to these arrangements. Enforcement Officers will be constantly patrolling the area.


Mariners are advised to keep a good lookout and navigate with caution and at slow speed in the North Comino Channel at Blue Lagoon and Santa Marija Bay. They are also reminded that it is prohibited to secure/moor any vessel to any of the marker buoys, swimmers’ zone delineation markers and related gear belonging to Transport Malta.

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a geophysical survey will be carried out off Ħondoq ir-Rummien Bay, Gozo. The fieldwork will start on Monday, 16th April, 2018, and is expected to be completed by Friday, 20th April, 2018. However, if due to bad weather conditions the work cannot be carried out during the mentioned time frame, the completion date may be extended until mid of May, 2018.

The geophysical survey may include the use of divers and will be carried out within the area A, B, C, D and the intermediate coastline, as shown on chart shown on Transport Malta website (www.transport.gov.mt).

Masters of all vessels are notified that on Saturday, 7th April, 2018 between 9.00 a.m. and about 7.30 p.m., incoming vessels will not be allowed to proceed to any berth South West of the imaginary spectator’s line mentioned in 6 above, which is 150m North East of the finish line mentioned in 3 above. Small vessels in ‘The Marsa’ sea area will not be allowed to proceed beyond the starting line indicated in 2(iv) above after 9.00 a.m. No vessel will be allowed near the finishing line except those involved in the races. No movements of vessels will be allowed inside Grand Harbour, except by special permission.

Masters of all vessels are also warned that the wire ropes and floats may cause a physical obstruction and consequently they are to navigate with extreme caution. Caution is also to be exercised when in the vicinity of such wire ropes and floats when these are being laid or removed. Mariners are instructed to comply with any instructions issued by Transport Malta, the Police and Armed Forces of Malta patrolling the area and by Valletta VTS (Valletta Port Control).

Diving Survey at Pinto Wharf 4 and 5 in the Grand Harbour, Valletta

The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels that a diving survey will be held at Pinto Wharf 4 & 5 in the Grand Harbour, Valletta.

The diving survey will be carried out along Pinto Wharf 4 and 5. It will take place on Tuesday, 20th March, 2018, between 9.00 a.m. and 5.00 p.m. The support vessel Atlantis II will assist the divers.

The area, hatched on the chart found on Transport Malta website (www.transport.gov.mt), A, B, C and D is designated as a safety zone, which extends 70m off Pinto Wharf.


Mariners and operators of vessels are advised not to navigate in the safety zone and any movements in the proximity of the safety zone are to be coordinated with the contractor/divers on site and with Valletta Port Control (Valletta VTS) on VHF Channel 12.

They are also advised to keep a sharp lookout, navigate at slow speed and give a wide berth to the above-mentioned area.

The Ports and Yachting Directorate, Transport Malta, notifies mariners and the general public that refurbishment work on the slipway at Bahar iċ-Ċagħaq (shown circled and hatched in magenta on the chart found on Transport Malta website (www.transport.gov.mt)) will start on Tuesday, 20th March, 2018, and are expected to be completed by Thursday 31st May, 2018.

Due to the above-mentioned refurbishment the quay will not be accessible on the above mentioned dates.

Remote Control Model Yachts Sailing Event 
in Mellieha Bay

The Ports and Yachting Directorate, Transport Malta would like to notify mariners that the Malta Model Boat Association (MMBA) will be organising remote control sailing races in Mellieħa Bay. The sailing races will be held off the Mellieħa Bay Hotel between Wednesday, 14th March, 2018 and Sunday, 18th March, 2018.

These races shall be held between 9.00 a.m. and 5.00 p.m. (local time) on all days.

The races will take place in the selected sailing area A, B, C, and D. shown hatched in red on the chart found on Transport Malta website (http://www.transport.gov.mt).

If due to bad weather conditions the event cannot be held at Mellieħa Bay it will be held at Little Armier between Thursday, 15th March, 2018 and Sunday, 18th March, 2018 at the same times.

Mariners are to navigate with caution, at slow speed, to keep a sharp lookout when in the vicinity to the above-mentioned events and when sighted they are to give the participants a wide berth. 3. The wire ropes, floats and buoys mentioned in 2 above will be removed on the completion of the Regatta at approximately 6.30 p.m. on Saturday, 7th April, 2018.

4. The sinkers and marker buoys mentioned in 1 above will then be removed on Monday, 9th April, 2018.
Masters of all vessels are notified that on Saturday, 7th April, 2018 between 9.00 a.m. and about 7.30 p.m., incoming vessels will not be allowed to proceed to any berth South West of a line joining Lascaris and Fort St Angelo Flagstaff.  Small vessels in ‘The Marsa’ sea area will not be allowed to proceed beyond the starting line indicated in 2(iv) above after 9.00 a.m. No vessel will be allowed near the finishing line except those involved in the races. No movements of vessels will be allowed inside Grand Harbour, except by special permission. All vessels are to keep a minimum distance of 5 metres away from the lines and floats mentioned in 2(i), 2(ii), 2(iii) and 2(iv).

Spectators are to keep 100 metres away from line A to B mentioned in 2(iii) at all times.
 
Masters of all vessels are also warned that the wire ropes and floats may cause a physical obstruction and consequently they are to navigate with extreme caution. Caution is also to be exercised when in the vicinity of such wire ropes and floats when these are being laid or removed. Mariners are instructed to comply with any instructions issued by Transport Malta, the Police and Armed Forces of Malta patrolling the area, and by Valletta VTS (Valletta Port Control).

Refurbishment of Slipway at Gnejna Bay

The Ports and Yachting Directorate, Transport Malta, notifies mariners and the general public that further to Local Notice to Mariners No. 132 of 2017 “Refurbishment work on the slipway at Ġnejna Bay”, has been extended to the end of May 2018.

Due to the above-mentioned refurbishment the quay will not be accessible on the above mentioned dates.

Mariners navigating close to the above slipway, on the above-mentioned dates, are to navigate at very slow speed so as not to make any wake.

Bathymetric Survey in Marsaxlokk Harbour

The Ports and Yachting Directorate, Transport Malta notifies mariners that a bathymetric survey will be carried out in Marsaxlokk Harbour, between Monday, 19th February, 2018 and Thursday, 22nd February, 2018, in the area shown hatched in red as shown on chart found on Transport Malta website (http://www.transport.gov.mt).

If due to weather conditions the survey cannot be completed by the stipulated date it will be extended up to Saturday, 24th February, 2018.

Masters and operators of vessels are advised to keep a sharp lookout, navigate with caution and slow speed and give the survey vessel a wide berth. They are to comply with instructions given by Marsaxlokk Port Control (Marsaxlokk VTS) on VHF Channel 14.

The Ports and Yachting Directorate, Transport Malta notifies that further to Notice to Mariners No. 2 of 2015, the Armed Forces of Malta will carry out Live Firing Practice on Sunday, 25th February, 2018, at the Pembroke Ranges, between 7.00 a.m. and 6.00 p.m., local time.

The exercise area is delineated by sector ABC.

Damage to Saint Elmo Breakwater Bridge, 
Grand Harbour − Valletta

The Ports and Yachting Directorate, Transport Malta notifies mariners that St. Elmo Breakwater Bridge has been extensively damaged, in its deck and railings. Repairs are underway to repair this damage.

Masters and vessel operators are instructed that with immediate effect and until further notice they are not to navigate below the above-mentioned bridge due to the possibility of falling objects.

Masters of all vessels are also advised to keep a constant watch on channel 12 for any new information which will be advised by Valletta Port Control (Valletta VTS).

Filming outside the Grand Harbour, Valletta – 
February 2018

The Ports and Yachting Directorate, Transport Malta, notifies all mariners and sea vessel operators that filming activities will take place outside the Grand Harbour, Valletta.

The dates, times and areas are as follows:

Friday, 2nd, Saturday, 3rd, Monday, 5th, Tuesday, 6th, Wednesday, 7th, Thursday, 8th, Monday, 12th, Tuesday, 13th, Wednesday, 14th, and Thursday, 15th February, 2018.

Filming will be carried out in areas A and B from 7.00 a.m. to 7.00 p.m. An alternative site area D may be used on these days (areas shown on chart shown on Transport Malta website (www.transport.gov.mt)).

Tuesday, 6th February, 2018.

Filming will be carried out at Mediterranean Film Studio, area C (shown on chart on Transport Malta website (www.transport.gov.mt)) from 7.30 a.m. to 5.30 p.m.

Wednesday, 7th February, 2018.

Filming will be carried out at Mediterranean Film Studio, area C (shown on chart on Transport Malta website (www.transport.gov.mt)) from 10.00 a.m. to 8.00 p.m.

Thursday, 8th and Friday, 9th February, 2018.

Filming will be carried out at Mediterranean Film Studio, area C (shown on chart on Transport Malta website (www.transport.gov.mt)) from 5.00 p.m. to 4.00 a.m. (night filming).

The following vessels will be assisting during the filming:

MV Wilfred, MV Maria C and two (2) RHIB.

From Thursday, 1st February to Thursday, 15th February, 2018, the quay at Rinella Bay is to be kept clear at all time.


In view of the above from Tuesday, 6th February to Friday, 9th February, 2018, a clear horizon from the Mediterranean Film Studio, area C (shown on chart on Transport Malta website (www.transport.gov.mt)) is required for filming purposes.

Mariners are requested to keep a sharp look out, give a wide berth and cooperate with the organisers and police crafts when sailing in the vicinity of the above areas during the mentioned dates and times.

Mariners and vessel operators are to keep watch on VHF Channel 12. They are to comply with instructions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12.
