MINISTRY FOR EDUCATION AND EMPLOYMENT
 
Call for Services for Developers of Learning Outcomes for Italian, French, German and Spanish as Language Proficiency Progammes in terms of Learning and Assessment Programmes At MQF Level 4.
 
1.0 Aim of this Call for Services
 
1.1 The aim of this Call for Services is to engage Learning and Assessment Programme Developers to design, develop and write the Learning Outcomes Framework (LOF) together with the Learning and Assessment Programme, at MQF Level 4 in one of the following foreign languages (i) Italian, (ii) French, (iii) German and (iv) Spanish.  The LOF together with the Learning and Assessment Programmes are required to develop the curriculum as proficiency programmes.  The programmes will be accredited with the National Commission for Further and Higher Education, (NCFHE).  The work of the developers will be completed once the programmes have been fully accredited by the NCFHE.
 
1.2 It is envisaged that these programmes will be taught at post-secondary institutions in Malta as from October, 2019.  The programmes need to be completed by June, 2018, so that the accreditation process can be completed by September, 2018.
 
1.3 The Foreign Language Proficiency Programme at MQF level 4 is proposed to be covered by students over a period of two years of post-secondary education.  Assessment will be both ongoing and summative in nature.  At the end of the programme, successful students will be awarded an MQF Level 4 certification in each of the language skills obtained i.e. reading, writing, listening and speaking. 
 
2.0 Background
 
2.1 The Foreign Language Proficiency Programme at MQF Level 4 is a natural continuation of the programme developed since 2014 at MQF Levels 1, 2 and 3.  The programmes at MQF Levels 1 and 2 have been taught in secondary schools and have proven to be of great benefit to students. It is envisaged that as from September, 2018, these programmes in the separate foreign languages will be introduced to all students in Years 7.  Students will sit for the SEC qualification at MQF Level 3 in foreign language proficiency at the end of their secondary education in June, 2022, and the certification will attest the language skills and the levels obtained.
 
3.0 The Learning Outcomes Framework
 
3.1 The Learning Outcomes Framework (LOF) (www.schoolslearningoutcomes.edu.mt) moves away from a prescriptive content-based curriculum. The innovative approach impacts on all programmes in all schools and on all external examinations and assessment at the end of compulsory education in Malta.
 
3.2 The national external examinations and assessments are to complement the rationale of the NCF and the LOF which will be based on a pedagogy that is student-centred, inquiry-based, integrated with the cross-curricular themes, and backed by a digital and transversal skills (an e-Learning) approach.
 
4.0 The Learning and Assessment Programmes
 
4.1 The Learning and Assessment Programmes require the following three components:
 
Knowledge, skills and attitudes.
Indications of how some or all of the learning outcomes of this subject would be addressed through the knowledge, skills and/or attitude learning outcomes.
 
Detailed and measurable/demonstrable assessment criteria that are common for all the foreign languages and pegged to the CEFR (Common European Framework of Reference).
 
4.2 Developers of these Curricula need to give clear indications of how assessment (both summative and formative) is to be conducted;
 
4.3 Developers are required also to give samples of examination formats for each of the language skills of the respective foreign language.
 
5.0 Engagement of the Curriculum Developers
 
5.1 All Developers of the Curriculum for each foreign language will be recruited through this Call for Services. Applications together with a Europass CV will be received at the Customer Care Section, Great Siege Road, Floriana, VLT 2000; or the Education Office, Triq Fortunato Mizzi, Victoria, Gozo, VCT 2000, by not later than noon (Central European Time) of Wednesday, 28th February, 2018.
5.2 Applications can also be submitted through the online Government Recruitment Portal (http://recruitment.gov.mt/) by the said closing time and date. Applications submitted after this date will be only considered if and when the need arises.
 
5.3 An information session for prospective applicants will be held on Friday, 23rd February, 2018, at 3.00 p.m., at the National Curriculum Centre (NCC), Ħamrun.
 
5.4 A selection process including an interview will determine the recruitment of successful applicants.
 
5.5 All candidates are to hand in Learning Outcomes together with the Learning and Assessment Programmes to Ms Sandra Ebejer, Assistant Director, Directorate Learning and Assessment Programmes for each strand of the foreign language by end of June 2018.
 
6.0 Eligibility Criteria
 
6.1 The Eligibility Criteria for the selection of the Developers of Foreign Language programmes will be:
 
At least a recognised first degree, at MQF Level 6 in the foreign language (BA (Hons) and PGCE or B.Ed (Hons);
At least five years of experience in the teaching and/or pedagogy of the foreign language;
Teachers’ Permanent Warrant
 
6.2 The Selection Criteria for the recruitment of the Developers of these programmes will be:
 
Experience in the development of syllabi, learning outcomes and/or learning and assessment programmes;
Demonstrated competence and ability in conceptualising learning in terms of learning outcomes, and ability to evaluate or develop the Learning Outcomes Framework and Learning and Assessment Programmes;
Knowledge of the key competences framework, the learning outcomes model, the NCF and other related documentation;
Qualifications in the subject or area (over and above the eligibility criteria);
Years of experience in the teaching and/or pedagogy of the subject or area (over and above the eligibility criteria).
Representation from the different educational stakeholders will be ensured in each team.
 
7.0 Remuneration
 
7.1 The payment per expert who is developing the curricular material, is calculated on the number of hours which are required to develop these programmes which is roughly equivalent to the hourly rate of professional officers on Public Service Salary Scale 6.
 
Every expert employed through this Call for Services will be asked to sign a contract. Selected Developers will be paid €1,000 (excluding VAT) on completion and accreditation of programmes.  Completion of task includes the accreditation of the programmes by the NCHFE and feedback that will need to be given to this accreditation body.
 
8.0 Intellectual Property Rights
 
The intellectual property rights of all documentation and tools developed as deliverables of both parts of this project shall belong exclusively to the Directorate Learning and Assessment Programmes (DLAP) within the Ministry for Education and Employment.
