The Planning Authority (PA) is proposing to add a new development type in schedule 2 of the development planning amendment regulations (procedure for applications and their determination). This addition will include renewable energy projects, where the sole purpose is for renewable energy (RES) developments (including renewable energy installation on legally established greenhouses), both onshore and offshore as an additional Type (Type 13) within the Summary Procedure.
With the proposed addition, the Planning Authority will be in line with the general objectives of the EU Recovery and Resilience Facility established on the EU Regulation 2021/4. This regulation aims at supporting reforms and investments to mitigate the economic and social impact of the pandemic and make Europe more sustainable, resilient and better prepared for the challenges and opportunities of the green and digital transitions.
The new Type 13 applications will therefore allow – subject to specific clearances and consultations – a summary procedure processing of:
(i) offshore renewable energy projects located inside areas allocated by Government for renewable energy;
(ii) onshore solar renewable energy projects located within sites as defined in the Solar Farms Policy; and
(iii) solely renewable energy installations on legally established greenhouses.
The Planning Authority invites the public to submit representations on the proposed addition to the development planning amendment regulations.
Submissions must be sent to the Authority by Wednesday 16th April 2025.
