As part of our commitment to support educators in their wellbeing and to enhance the educators’ job satisfaction, and in alignment with the National Education Strategy for Malta (NES) 2024-2030, especially Pillar 1 – Educator Wellbeing and its measures and initiatives this Educator Wellbeing Strategy addresses the identified opportunities for educators’ wellbeing and students’ wellbeing. This policy has been developed as part of the deliverables as part of one action in the NES, most specifically 1.1.3 The Launch of a Wellbeing Programme for Educators, which leads to the Strategy for Educators’ Wellbeing. The Educator Wellbeing Strategy was, also, developed through the implementation of Action 1.1.5 from the NES, that is, the setting up of a Wellbeing Unit for Educators, which includes professional on-demand help and mental health support, that works through an integrated approach with established support mechanisms within the public service. The Educator Wellbeing Strategy adopts the following definition of Educator Wellbeing, which moves beyond only specific education grades: 

“A state where the educator experiences life and job satisfaction, feels a sense of belonging within one’s own school community, feels a sense of flourishing in all aspects of life and work, ensures own self-care and experiences positive mental health which in turn brings about a sense of purpose and ownership in one’s role as educator.”

Moreover, the strategy is informed by the Mission Statement of the Wellbeing Unit that is: 

“To elevate educator wellbeing as the cornerstone of a thriving educational system. We are dedicated to fostering a holistic approach to wellbeing that encompasses all the dimensions of the Wellness Wheel. Through innovative engagement and outreach initiatives, comprehensive support systems, and transformative personal and professional development opportunities, we empower educators to achieve life and job satisfaction, cultivate a sense of belonging within their school communities, and flourish in all aspects of life and work. Our commitment to ongoing research and evidence-based practices ensures that our initiatives remain at the forefront of educator wellbeing. By prioritising self-care, promoting positive mental health, and nurturing a sense of purpose and ownership among educators, we aim to create a ripple effect that enhances the entire educational experience for both educators and students alike.”

Also, this Educator Wellbeing Strategy is developed on the Vision of Educator Wellbeing which encompasses: 

  • A culture of wellbeing integrated into every aspect of the educational system.

  • Educators who are empowered, resilient, and fulfilled in both their personal and professional lives.

  • School communities that actively support and prioritise educator wellbeing.

  • Continuous improvement in teaching practices and student outcomes because of enhanced educator wellbeing.

  • Recognition of educator wellbeing as a critical factor in attracting and retaining top talent in the field.

  • A comprehensive support network that addresses all eight areas of the Wellness Wheel for educators.

  • Innovative research driving the development of wellbeing initiatives.

  • Personalised wellbeing journeys for educators, supported by tailored resources and programmes.

  • Strong leadership commitment to educator wellbeing at all levels of the educational system.

  • A measurable positive impact on overall wellbeing and vitality of educational institutions and the broader community.

 

Follow a desk research held between January 2025 and May 2025, a pre-consultation phase was held between June 2025 and December 2025. The pre-consultation phase started with a focus group with 10 heads of schools and 10 deputy heads of schools in June 2025, followed by a focus group with an interministerial committee made up of the following ministries: Office of the Prime Minister (OPM), MEYR, the Ministry for Health and Active Ageing (MHA), the Ministry for Social Policy and Children’s Rights (MSPC), and the Ministry for Inclusion and Voluntary Organisations (MIV) in September 2025. Through these focus group meetings 3 pillars were identified which are: 

Pillar 1: Outreach and Engagement

Pillar 2: Personal and Professional Growth

Pillar 3: Support and Empowerment

 

Following the three focus group meetings, a pre-consultation exercise started in October 2025 till December 2025. In this pre-consultation exercise 778 educators from 5 primary schools, 1 middle school, 1 middle and secondary school, 1 specialised school, and 2 learning support centres, took part. This pre-consultation exercise led to the development of 9 measures and 24 initiatives that substantiate the 3 pillars for the Educator Wellbeing Strategy.
