Any creditor of the company whose debt existed prior to the publication of this notice is advised that unless objection is lodged by writ of summons, in terms of paragraph (ii) of regulation 15 of the aforesaid Regulations, the Registrar shall give his consent on the lapse of three months from the date of the publication of this notice.

AGENCY FOR INFRASTRUCTURE MALTA
Completion of Road Formation and Traffic and Parking Suspension
In virtue of Article eighteen (18) of Legal Notice 291 of 2018, the Agency for Infrastructure Malta hereby gives official notice of its intention to complete the formation of:
Triq Nestu Laviera, Birgu (as indicated on site plan on page 33).
Part of Triq Dun Nerik Mahoney, Qrendi (as indicated on site plan on page 34).
Any person who is obliged by law to form said road (including by acquiring land necessary for the same formation) has fifteen (15) days from the date of the publication of this notice within which to comply with his obligations at law. In default, the Agency for Infrastructure Malta shall itself proceed with the formation of this road in accordance with its powers at law and at the expense of those persons whose obligation it is to form the road.
The Agency for Infrastructure Malta notifies that between 7th January, 2026 and 1st August, 2026, it will be starting roads works in Nestu Laviera, Birgu. Vehicular access and on-street parking in this road may be restricted during certain works. 'No parking' signs authorised by Transport Malta will be affixed on site before such parking restrictions come in force.

Government Grant Scheme for the Surrender of Driving Licences
The Ministry for Transport, Infrastructure and Public Works, together with the Authority for Transport in Malta (Transport Malta) is publishing a financial grant scheme aimed at persons residing in Malta whose age at the date of application is not more than 30 years and who wish to surrender their Driving Licence for all the Vehicle Categories for a full period of 5 years from the date when they surrender their driving licence after that their application for a grant is accepted by Transport Malta.
The scheme aims to reduce the number of persons holding and using a driving licence and, consequently, the number of vehicles circulating in the Maltese roads, and is subject to the conditions stipulated in this document.
The scheme is deemed to come into effect as of the 1st January, 2026 and is on a first come first served basis. This scheme shall remain in force until the 31st December, 2026 or until the allocated budgeted funds of five million Euro (€5,000,000) are exhausted unless modified or terminated beforehand by a Notice in the Government Gazette.
The Scheme
1. Interpretation
For the purpose of this grant, unless the context otherwise requires:
1.1 'applicant' means the person residing in Malta who applies for the grant under this scheme, and who intends to surrender his driving licence as defined hereunder, and who, on the date of application:
is not older than 30 years;
has been in possession of a Maltese driving licence for more than twelve (12) months and is not in possession of another NON EU driving licence;
has been residing in Malta for at least the past seven (7) years;
1.2 'application' means the application made for a grant under this scheme;
1.3 'grant' means the grant given under this scheme to an applicant who satisfies the requirements of section 4;
1.4 'category B' shall include, for the purpose of this document, Driving Licence Categories B1, B and BE as defined in the Driving Licences Regulations;
1.5 'surrender of driving licence' means the wilful decision by the holder of a valid driving licence who is eligible under this scheme to return such driving licence to Transport Malta and to commit not to request the issuance of a new driving licence for a period of five (5) years after the date of surrender, while cognisant of the facts that:
1.5.1 during the afore-mentioned period, the person will not be entitled to drive any vehicle neither in Malta nor in any other country; and
1.5.2 at the end of the afore-mentioned period, the person may request the issuance of a new driving licence subject to the attendance of 15 hours of driving tuition at a licensed motoring school; and
1.5.3 any permits and identification tags held by the person to drive a taxi and/or a light passenger transport vehicle and/or a passenger transport vehicle and/or any other vehicle for which a driver's permit is required shall be automatically revoked, and the person would need to apply for new ones at the end of the five-year period if the person would wish to obtain such permits again subject to such person satisfying the requirements for the obtainment of such permits at the time when the new application is made;
1.6 'driving licence' means a driving licence, including a probationary driving licence, issued by Transport Malta in accordance to the Driving Licences Regulations which includes, as a minimum, an authorisation for the driving of power-driven vehicles in Category B and which is neither suspended, withdrawn or cancelled, and which is administratively valid at the time of application for the surrender of the driving licence;
1.7 'Malta' means the Maltese Islands;
1.8 'person residing in Malta' means a person who either holds a legally valid identification document issued in terms of the Identity Card and other Identity Documents Act (CAP. 258 of the Laws of Malta) or who has a residence permit, or a letter issued from the expatriate office at the Ministry for Home Affairs, National Security and Law Enforcement;
1.9 'Driving Licence Regulations' means the Motor Vehicles (Driving Licences) Regulations – S.L. 65.18 of the Law of Malta;
1.10 'SEPA' means the Single Euro Payments Area;
1.11 'licensed motoring school' means an individual, partnership or company licensed by the Authority to provide tuition for the obtainment of a driving licence in accordance with the Driving Licence Regulations;
1.12 'Transport Malta' means the Authority for Transport in Malta set up under the provisions of the Authority for Transport in Malta Act (CAP. 499 of the Laws of Malta);
1.13 'motor vehicle'' means any vehicle, of whatsoever nature, which is propelled by mechanical power;
1.14 'Category M1 vehicle' means a motor vehicle used for the carriage of persons and which may carry no more than eight passengers in addition to the driver;
1.15 'Category N1 vehicle' means a motor vehicle used for the carriage of goods and having a maximum mass not exceeding three and a half (3.5) tonnes.
2. Area of Applicability
2.1. The scheme applies to persons residing in Malta.
2.2. In the case of successful applications, the applicants concerned shall surrender their driving licence which will then be suspended for a period of 5 years.
3. Manner of application and supporting documents
3.1. An application for a grant submitted under this scheme shall be made by the holder of the driving licence being surrendered by submitting application form DRV 020 in compliance with any conditions stipulated therein.
3.2. Applications must be submitted by not later than the 30th June, 2026 and shall be accompanied by the following documents, unless otherwise specified in the application form, although the Authority may amend this list from time to time and publish the updated list on the website and on the application form:
3.2.1. Data Protection declaration allowing the Authority to share information related to the driving licence surrender and suspension with all relevant entities, including the Malta Insurance Association; and
3.2.2. In the case of applicants carrying a managerial role within a private organisation, a declaration from their employer confirming that the applicant is not eligible for a chauffeur-driven vehicle.
3.3. Applications under this scheme, together with all the relevant documents, shall be submitted by the applicant during the applicable working days and times at any of Transport Malta's offices in Malta and Gozo, or mailed according to the instructions available on the website of Transport Malta.
4. Eligibility
4.1. To be eligible, applicants shall conform with Section 2 and apply in compliance with the requirements stipulated in Section 3.
4.2. To qualify for the grant for surrendering a driving licence, the applicant shall possess a Category B driving licence for at least 12 months prior to the date of application which:
i. was never revoked;
ii. is not revoked or suspended at the date of application; and
iii. for which the relevant fees stipulated in the Driving Licence Regulations have been duly paid since issuance.
4.3. Persons who have pending payment of a fine or fines to which penalty points are attached which, once confirmed, would result in the suspension of the driving licence shall not be considered eligible for a grant under this scheme. However, if an applicant has filed a petition or petitions relating to such fines, or has a hearing pending before the tribunal, the decision on the applicant's eligibility shall be taken once there is a final decision on the petition or by the tribunal concerned.
4.4. Persons who, at the time of application, carry out any of the roles listed below shall not be eligible for the grant under this scheme, even if they comply with the criteria stipulated above:
a) Persons with a chauffeur driven car entitlement, including political office holders and their spouses or partners;
b) Public Officials including diplomats working in foreign missions such as embassies or representations and their spouses or partners;
c) Individuals whose job requires to have a valid driving licence in his possession.
5. Payment of Grant
5.1. Where an applicant qualifies for the grant, the grant shall be paid directly to the SEPA compliant bank account indicated by the applicant in the applicable application form.
5.2. Each eligible applicant shall receive a total grant of twenty-five thousand Euro (€25,000) in five (5) instalments of five thousand Euro (€5,000) each according to the schedule below:

5.3. In the case of persons to whom a grant is approved under this scheme who dies during the five-year period, the payment of yearly grant amount shall be stopped from the date of death: provided that, in such an event, no refund of any part of the grant received shall be due by the heirs of the deceased.
6. Validity of application
6.1. An application shall not be deemed to have been submitted by the applicant unless it is completed in full and is accompanied by all the relevant documents. If the application is not completed correctly and the relevant documents are not included, the claim for the grant shall not be processed unless the missing information is provided.
6.2. The Authority shall not be held responsible for any loss of grants or opportunities resulting from the submission of an incomplete or incorrect application.
7. Refunding of grant
7.1. Any driving licence surrendered by an applicant under this grant shall remain suspended for a period of sixty (60) months from the date of surrender;
7.2. A person to whom a grant was issued under this scheme may request the Authority to cancel the suspension of the driving licence during the above-mentioned period only within the 30 days following the anniversaries of the date of surrender of the driving licence. In the case of such requests, that person shall be required to pay the Authority the remaining grant balance before the driving licence can be reinstated.

7.3. If a person to whom a grant was issued under this scheme is found driving a motor vehicle during the period in which that person's driving licence is suspended, that person shall be subjected to the following provisions:
7.3.1. All penalties stipulated in the relevant laws applicable to persons who are found guilty of driving without a driving licence; and
7.3.2. The payment of the remaining grant balance, prorate, from the date of the infringement until the data of expiry of the suspension; and
7.3.3. An administrative penalty of five thousand Euro (€5,000); and
7.3.4. The initiation of legal proceedings in court against the person concerned, which could result in a suspension of the driving licence in line with the applicable regulations.
7.4. The review board referred to in Section 11 herein shall also be entitled to apply exemptions to the conditions stipulated in clause 7.2 herein in the following cases:
7.4.1. Health-related reasons related to the applicant and/or immediate family members; and/or
7.4.2. Work related reasons related to the applicant; and/or
7.4.3. Other reasons that the review board consider to be justified.
8. Duration of scheme
8.1. The scheme shall remain in force until the 31st December, 2026 or until the exhaustion of allocated funds, unless modified or terminated beforehand by a Notice in the Government Gazette. Notwithstanding, Government may terminate or extend the scheme at any time by giving prior notice.
8.2. Applications received within the deadline stipulated in 8.1 may be processed, approved, and paid out until 31st December, 2026.
8.3. The scheme may be renewed as deemed necessary by the Minister by a Notice in the Government Gazette.
9. Amendments to the scheme
9.1. The Minister responsible for transport shall have the right to make any amendments to this scheme by a Notice in the Government Gazette.
10. Fraudulent claims
10.1. Where a fraudulent claim arises, the Minister responsible for transport shall report the matter to the Police for criminal procedures to be instituted. In the event of an incorrect payment of a claim, the Minister responsible for transport reserves the right to recover any funds paid in error. This also applies to undertakings and voluntary organisations that carry out an economic activity, especially with respect to State Aid regulations. Applicants are to make sure that the information provided is correct.
10.2. Transport Malta reserves the right to carry out any necessary checks and actions based on the information provided in respect of the beneficiary to confirm compliance with all relevant regulations.
11. Requests for revision of Authority's decisions
11.1. Where an applicant is informed that an application for a grant is refused for a given application, the applicant shall have the right to request a revision of the Authority's decision concerning the application concerned.
11.2. In order to exercise such right, the applicant shall present a request within 30 days from receipt of the Authority's decision, whether this is received via letter or email. Such request shall be sent, by mail or by email to the office of the Chief Executive Officer of the Authority, or to another office as delegated by the Chief Executive Officer and shall include an explanation of the reasons why the applicant does not agree with the Authority's decision, together with any applicable supporting documents.
11.3. The Chief Executive Officer of the Authority shall appoint an internal board composed of at least three (3) persons who are not involved in the processing of the grant applications. This board shall review the applicant's request, the original decision of the Authority, the original application and any other relevant documents and information and shall decide whether the Authority's decision shall be withheld or changed. The board shall present its decisions to the Chief Executive Officer, or to the office delegated by the Chief Executive Officer, who shall then communicate the final decision to the applicant.
