REGULATOR FOR ENERGY AND WATER SERVICES

A Grant on the Purchase of Renewable Energy Systems in the Domestic Sector – Call 2026/RES

In order to further encourage the better use of the energy being generated by the country, the Regulator for Energy and Water Services is administering the following nationally funded scheme which aims to encourage the use of photovoltaic systems for residential use that reduce the use of energy, or use renewable sources of energy.

1. Grant payable under this scheme

Applicants may apply for a grant under this scheme for a system by means of an online form from the Regulator for Energy and Water Services website (www.rews.org.mt) or by means of the form downloadable from the same website. The scheme is administered and governed in terms of the guidelines also downloadable from the website.

Applicants who have received a grant for a photovoltaic system since 2010 shall not be eligible for another grant issued in terms of this scheme.

2. Duration of the scheme

Applications for this call may be validly received as from the 20th April, 2026 until the 30th November, 2026, and/or until funds are exhausted. The scheme may be modified or terminated before that date by means of a notice in the Gazette. This scheme may be renewed as may be deemed necessary by the Regulator for Energy and Water Services also by means of a notice in the Gazette.

3. Eligible expenditure

The Regulator reserves the right to refuse the grant and, or take legal action to recover the amount granted with legal interest and any other costs incurred, in case of any applicant having exercised the right to obtain or who has obtained any tax rebate, deduction including deductions of input tax credit from the output tax in terms of the Value Added Tax Act (Cap. 406), or other tax refund however so described, with regard to the eligible expenditure made in relation to the purchase of the photovoltaic installation.

4. State aid

This scheme will be implemented in accordance with the provisions of Commission Regulation (EU) No. 2023/2831 of 13 December, 2023, on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid.

5. Amendments to the scheme

The Regulator for Energy and Water Services shall at all times have the right to make any amendments to this scheme by means of a notice published in the Gazette containing such amendments.

SCHEDULE

List of grant percentage:

Option A ‒ PV system with hybrid inverter: 65% of eligible costs up to a maximum of euro 3,000 per system and euro 645 for each kWp.

Option B ‒ Hybrid/Battery inverter and battery: 75% of eligible costs of the Battery Storage up to a maximum of euro 6,000 per system and euro 600 for each kWh plus 75% of eligible costs of the Hybrid/battery inverter up to a maximum of euro 1,800 per system and euro 350/kWp.

Option C ‒ Battery Storage only: 75% of eligible costs of the Battery Storage up to a maximum of euro 6,000 per system and euro 600 for each kWh.

Owners of PV installations installed on residential premises (even those that do not benefit from any aid on the PV system i.e. no feed-in tariff and, or grant) and connected to the grid for at least 6 years may apply for option B.

The applicant, when applying for Option A, may also apply at the same time for Option C.

Furthermore, equipment that is compliant to the requirements established by the Net-Zero Industry Act (NZIA) will be eligible for an additional 5% financial compensation.

I hereby declare that in accordance with article 43 of Chapter 573 of the Laws of Malta regarding Government Lands, I am revoking the Declaration of the Lands Authority published in the Government gazette of the 5th March, 2020, under Government Notice No. 248.

Description of the Land

​The following land in Ħ'Attard:

A plot of land measuring about 71 square metres, bounded on the North and on the East by property of Ray Properties and on the West by propertyof unknown owners or more precise boundaries.

A plot of land measuring about 171 square metres, bounded on the North and on the East by property of Ray Properties and on the West by propertyof unknown owners or more precise boundaries.

A plot of land measuring about 202 square metres, bounded on the North by Government property, on the West by property of Ray Properties and on the South by propertyof unknown owners or more precise boundaries.

With the approval of the Board of Governors within the Lands Authority, it has been confirmed that the above mentioned plots of land are no longer required and so this revocation is being made by which the mentioned lands will be returned to the owners.

The three abovementioned plots of land are shown delineated with the colour red and marked as plot nos. “7_1", “7_2" and “7_3"on plan P.D 2018_0267D_2_1,  which may be viewed on demand at the Lands Authority, Auberge de Baviere, Valletta.

Invitation to Bid (ITB) for Financial Support for Electricity from Installations Producing Electricity from Renewable Sources with Capacity from 40kW up to less than 1,000kW

In order to further encourage the better use of the energy being generated from renewable energy sources by the country, and in terms of regulation 5 of the Competitive Bidding Rules for Installations Producing Electricity from Renewable Energy Sources Regulations (S.L. 545.39), the Ministry for the Environment, Energy, and Public Cleanliness (the “Contracting Authority") is announcing the launch of the Invitation to Bid (ITB) processes for the award of financial support for electricity from new installations producing electricity from renewable energy with a capacity from 40kW up to less than 1,000kW.

This Government Notice provides for two (2) Invitation to Bid (ITB) calls for the allocation of support for electricity produced from renewable energy generation capacities from 40kW up to less than 200kW and from 200kW up to less than 1,000kW, respectively; with each of these calls consisting of an ITB for each of the two (2) categories with the ITBs running concurrently and in accordance with the following schedule:

In order to ensure a competitive bidding procedure while encouraging participation, the Government is introducing a new mechanism for the award of support as follows:

a) When the total bid capacity in a call or category is higher than the capacity made available for that call or category, then all administratively compliant bids may be awarded support subject to the capacity made available for allocation for that ITB; or

b) When the total bid capacity in a call or category is lower than the capacity made available for allocation in that call or category, then for “n" administratively compliant bids, only n-1 bids can receive support, as long as n>2.  For two or fewer administratively compliant bids, all administratively compliant bids may be awarded support.

The capacity allocation made available for each call of ITBs under this scheme for the year 2026 shall be as follows: 

Category 40kW up to less than 200kW: 2,500kW

Category 200kW up to less than 1,000kW: 5,000kW

Government may revise the methodology used for the calculation of capacities/award mechanism made available for the allocation of aid.

Offers are to be made strictly by email to [email protected] and will be received by the Regulator for Energy and Water Services, which will administer this bidding process on behalf of the Contracting Authority, in accordance with the time frames established in this Government Notice and as detailed in the ITB document for each call for bids. The selected bidders are required to sign a contract for difference with the Contracting Authority.

The subject of the email containing the offer shall be clearly marked in accordance with the instructions in the ITB document. The email [email protected] shall be used only for the submission of offers and the email [email protected] shall be used for any other correspondence related to the ITBs.

The information regarding clarifications meetings with respect to the scheduled ITBs will be published together with the respective ITB documents. The ITB document for Call 1 will be published on 17th April, 2026. The ITB document for Call 2 will be published on 24th August, 2026.

The Ministry for the Environment, Energy and Public Cleanliness reserves the right to refuse even the most advantageous offer.

From noon of the 16th June 2026 to noon of the 1st July 2026, the Regulator for Energy and Water Services, which will administer this bidding process on behalf of the Contracting Authority, will be receiving offers for:

Advt No. MEEC/ITB/03/2026 - Invitation to Bid (ITB) for Financial Support for Installations Producing Electricity from Renewable Energy Sources with a Capacity from 1000kW but not exceeding 10,000kW.

The total capacity offered is 38,000kW.

In order to ensure a competitive bidding procedure while encouraging participation, the Government is introducing a new mechanism for the award of support as follows:
