Dolphins, whales, turtles, sharks, jellyfish blooms and alien species sighting report
The Ports and Yachting Directorate, Transport Malta, notifies that the Conservation Biology Research Group of the University of Malta is conducting research on marine biodiversity within the Central Mediterranean Region around the Maltese Islands (from coastal to offshore) in respect of:
1. Dolphins, whales and turtles,
2. Sharks, rays,
3. Jellyfish blooms,
4. Alien species sightings or caught during fishing.
Mariners are requested to cooperate and support the research by reporting immediately after sightings, to the following:

The information required includes the following:
a) Date and time of observation,
b) Number of dolphins/whales/turtles/sharks/blooms of jellyfish/alien species,
c) Location of sighting (including GPS coordinates if possible),
d) Photos/videos whenever possible to allow for identification of the species.
The participation of mariners in this long-term initiative is very much encouraged and necessary to ensure regular updates supporting the monitoring of Maltese waters to devise an early warning system for bathers and to assist in Mediterranean-wide marine conservation.

Fireworks – Feast of St Paul Shipwreck – Valletta – 2024
The Ports and Yachting Directorate, Transport Malta, notifies Mariners that in connection with the titular feast of St Paul's Shipwreck at Valletta, aerial firework displays will be let off from the foreshore at Il-Ponta ta' Sant'Jiermu (point A). Ground fireworks display will take place on the bastion next to il-Ponta tal-Imgerbeb (point B) from approximately the following position:

Mariners are to note the above, give the positions indicated a wide berth and a safe distance from point A of at least 200m, and from point B of at least 60m (as shown on chart found on Transport Malta website (www.transport.gov.mt)). They are further instructed to contact Valletta VTS on VHF channel 12 when navigating in and/or out of the Grand Harbour and Marsamxett Harbour on the above dates and times.
Transport Malta will accept no liability whatsoever for any damage caused by the firework displays to any vessel and her ancillary equipment, whether such vessel and her ancillary equipment are left within the 200m safety zone, or outside such safety zone, from the point from which the fireworks are let off.
Any instructions issued on VHF Channels 12 and/or 16 by Valletta VTS and /or by any enforcement agency on site, are to be complied with.

Use of Jet Skis and other Personal Watercraft (PWC)
The Ports and Yachting Directorate, Transport Malta, notifies all mariners and the general public, that the Conventions on the International Regulations for the Prevention of Collisions at Sea 1972 (COLREGs) are to be complied with at all times.
Jet skis and other personal watercraft (PWC) whether being used for personal use or for commercial purposes; shall at all times, comply fully with all the Sections of Part B – Steering and Sailing Rules.
Jet skis and other personal watercraft (PWC) users are reminded of their obligation to comply with Part C – Lights and Shapes, of the International Regulations for Preventing Collisions at Sea and where these regulations cannot be complied with, jet skis and other personal watercraft (PWC) may ONLY be operated between sunrise and sunset, in the interest of safety of navigation.

31st March Regatta in the Grand Harbour – Valletta
The Ports and Yachting Directorate, Transport Malta, notifies that the 31st March Regatta will be held in the Grand Harbour. Sinkers and marker buoys will be laid as follows:
1. On Friday, 22nd March, 2024, three (3) yellow marker buoys with flashing lights will be secured to sinkers that will be laid in the following positions:

(iii) a wire rope with floats will be laid from buoy C north of Il-Ponta tal-Isla to point D west of Il-Ponta tal-Isla opposite the entrance to Id-Daħla tal-Franċiżi Bastion

3. The wire ropes, floats and buoys mentioned in 2 above will be removed on the completion of the Regatta at approximately 6.00 p.m. on Saturday, 23rd March, 2024.
4. The sinkers and marker buoys mentioned in 1 above will also be removed on the completion of the Regatta at approximately 6.00 p.m. on Saturday, 23rd March, 2024.
5. The port hand lateral mark placed at the following coordinates below il-Ponta ta' L-Isla will be removed for the event.

Masters of all vessels are notified that on Saturday, 23rd March, 2024, from 8.00 a.m. till about 6.00 p.m., incoming vessels will not be allowed to proceed to any berth southwest of the imaginary line joining point A on Barriera Wharf and Fortizza Sant'Anġlu Flagstaff. Vessels in 'Il-Marsa' sea area will not be allowed to proceed beyond the line F to G indicated in 2(v) above after 8.00 a.m. No vessel will be allowed near the finishing line except those involved in the races. No movements of vessels will be allowed inside the Grand Harbour, except by special permission. All vessels are to keep a minimum distance of 5m away from the lines and floats mentioned in 2(ii), 2(iii), 2(iv) and 2(v).
Incoming vessels will not be allowed to proceed to any berth southwest of the imaginary line which is 150m northeast of the line A to B mention in 2(i) above. No vessel will be allowed to stay within this 150m area.
The area bounded by the imaginary lines between the points A to B, B to C, C to D, D to E (corner of Parlatorio Wharf), F to G and the intermediate coastline is to be kept clear on Saturday, 23rd March, 2024, from 8.00 a.m. till 6.00 p.m., from all vessels except those authorised by the activity organisers.
Masters of all vessels are also warned that the wire ropes and floats may cause a physical obstruction and consequently they are to navigate with extreme caution. Caution is also to be exercised when in the vicinity of such wire ropes and floats when these are being laid or removed.
Mariners are to comply with any instructions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12 and enforcement personnel in the area.

Filming near the Blue Hole at Dwejra, Gozo
The Ports and Yachting Directorate, Transport Malta notifies all mariners, owners of vessels and divers, that filming activities will take place near the Blue Hole at Dwejra, Gozo.
The filming will be held on Wednesday, 6th, and Thursday, 7th March, 2024, from 9.00 a.m. till 3.00 p.m., on both days.
All mariners, owners of vessels and divers are advised that entry into the area formed by joining the points A, B, C, D, and the intermediate coastline (as shown on the chart found on Transport Malta website (www.transport.gov.mt)) is prohibited on the abovementioned dates and time.
Mariners are advised to navigate with caution at slow speed and give a wide berth when in the vicinity they are to keep out of the abovementioned area.
Mariners and vessel operators are to comply with instructions and directions issued on VHF channel 12 and/or 16 by Valletta VTS and by any enforcement personnel on site.

Geotechnical Investigation and Structural Testing on Pont tax-Shell in Birżebbuġa
The Ports and Yachting Directorate, Transport Malta, notifies mariners that geotechnical investigation and structural testing will be carried out on Il-Pont tax-Shell (31st March Installation) in Birżebbuġa. The investigation will be carried out on any days between Monday, 19th February, 2024 and Monday, 19th March, 2024.
The investigations will be carried out within the area formed by the imaginary line joining the points A, B, C, D, E, and the intermediate coastline as shown on the chart found on Transport Malta website (www.transport.gov.mt).

The survey which will be held on any day between Tuesday, 13th February, 2024 and Saturday, 30th March, 2024, within the area formed by joining the points A, B, C and D, as shown on the chart found on Transport Malta website (www.transport.gov.mt).

Recovery of buoys and sinkers from Xemxija (Il-Bajja ta' San Pawl)
The Ports and Yachting Directorate, Transport Malta, notifies mariners and operators of vessels, that the buoys and sinkers used for the demarcation of the designated area in Xemxija (Il-Bajja ta' San Pawl) will be recovered.
The recovery operation will take place on any day between Monday, 12th February, 2024 and Friday, 16th February, 2024.

Works in connection with the new Buġibba breakwater – Dredging and construction works – February 2024
The Ports and Yachting Directorate, Transport Malta, hereby notifies mariners and the general public that dredging and construction work in connection with the new Buġibba breakwater will now cover the whole working area and will last until further notice.
The dredging and construction working area is as shown in red on the attached chart. Mariners and the general public are to note that as from mid-February 2024 no berthing will be allowed on both sides of the Buġibba breakwater, not even for un/loading.
During these works, the area is to be kept clear and all vessels within the area are to be removed. Any vessels and moorings that are left in the area after the stipulated date will be removed at the expense of their owner. No liability whatsoever will be accepted by the Authority for any damage that may be caused while removing the said vessels and moorings.
The vessels engaged in the dredging and construction work are to be given a wide berth and will be exhibiting the appropriate lights and shapes in accordance with the requirements of the International Regulations for the Prevention of Collisions at Sea (Colregs) 1972.
Some of the works will be carried out by scuba divers who will be displaying the International Code of Signals Flag 'A', while works are being carried out.
Mariners and vessel operators are to navigate with caution and at slow speed (no wake) when in the vicinity and are to co-operate with the contractor on site.
Mariners are to comply with instructions issued on VHF channel 12 and/or 16 by Valletta VTS and any enforcement officers on site.

In view of the above, Transport Malta hereby notifies that with immediate effect, all commercial vessels intending to carry out diving operations on the, above listed, historical wrecks must be fitted with an operational AIS which must be kept on at all times. Besides the necessary permits from Heritage Malta – Underwater Cultural Heritage Unit, they must also obtain clearance from Valletta VTS on VHF Channel 12 or Marsaxlokk VTS on VHF Channel 14, following pre-notification.
Compliance with this requirement is mandatory and non-compliance may lead to the prohibition of stopping/diving on these sites and possibly including the prohibition of navigation in general, without prejudice to other applicable penalties and legal proceedings.
The buffer areas, as listed, are to be considered as 'No Stopping Areas'. Only divers' vessels fitted with an operational AIS and holding a special permit, as stated above, will be permitted to the facility of anchoring/mooring. The deployment of electronic anchoring/positioning systems is not allowed. Masters of diving support vessels are to ensure that the appropriate signals in accordance with the International Convention for the Prevention of Collisions at Sea and the International Code of Signals, are exhibited during diving sessions. Furthermore, divers/mariners are to note that spear fishing and the use of fishing gear such as set bottom lines, trammel nets, gill nets and entangling nets, encircling nets, demersal pots and traps are prohibited in these areas. Only surface fishing is allowed including trolling lines (rixa).
Drifting vessels and swimming will be allowed.
This notice is to supersede Notice to Mariners Nos 4 and 39 of 2023.

Yachting Malta BSC Regatta – February 2024
The Ports and Yachting Directorate, Transport Malta, would like to notify mariners that the Birżebbuġa Sailing Club (BSC) shall be holding the Yachting Malta BSC Regatta 2024 between Thursday, 1st February and Sunday, 4th February, 2024.
Races shall take place from 9.00 a.m. till 5.00 p.m. (local time) on all days.
Class races shall take place over two (2) adjacent upwind/downwind courses, centred in the selected sailing area depending on the prevailing weather conditions, as shown on chart found on Transport Malta website (www.transport.gov.mt) showing areas A, B and C.
The courses, around which the competitors shall have to sail, shall be defined by orange inflatable marks (waypoints) of about 1.5 meters in height.
Races will take place, only when no merchant vessel traffic is scheduled to enter or to depart, from the Malta Freeport Terminals.
Masters of all craft, not directly involved in any of these events, are asked to keep clear of the racing areas, especially at each of the turning marks. Construction of a landing platform at Lascaris/Barriera Wharf
The Ports and Yachting Directorate, Transport Malta, notifies mariners and the public in general that the construction of a landing platform at Lascaris/Barriera Wharf in Il-Port il-Kbir will start on Wednesday 17th January, 2024, and is expected to be completed by Friday, 15th March, 2024.
The area within the imaginary lines A, B, C, D, and the intermediate coastline, as shown on the attached chart, will become a work area and no vessel or sea craft is to enter this area.

Throughout the duration of the works, a silt curtain will be laid within the abovementioned area.

A safety distance of at least 50m from the abovementioned area is to be kept at all times.

The Ports and Yachting Directorate, Transport Malta, would like to bring to the attention of all mariners of the danger of falling rocks in sea caves, from sea arches and sea stacks and from cliff faces. This is due to the geological structure of the Maltese Islands and land erosion which is caused by the combined effects of sea waves, strong wind, and precipitation.

New Year's Eve fireworks outside Id-Daħla tal-Franċiżi in the Grand Harbour
The Ports and Yachting Directorate, Transport Malta, notifies mariners that fireworks will be let off from three pontoons anchored in front of Id-Daħla tal-Franċiżi in the Grand Harbour.
The display will be held between Sunday, 31st December, 2023, at 11.55 p.m., and Monday, 1st January, 2024, at 00.10 a.m.
The three pontoons will be anchored along the imaginary line A to B, as shown on the chart found on Transport Malta website (www.transport.gov.mt).

Mariners are to note that the pontoons will be set-up along the quay in Rinella Bay (point X) and will be towed from there to their anchoring position between A and B on Sunday, 31st December, 2023, at about 11.00 p.m. After the display at about 00.15 a.m. the pontoons will be towed back to point X to be disassembled.
In view of the above, mariners are to give a wide berth of 200 meters from the pontoons; they are also to keep a safe distance while the pontoons are being set-up and towed to the anchoring position.
Transport Malta will accept no liability whatsoever for any damage caused by the firework displays to any vessel and her ancillary equipment, whether such vessel and her ancillary equipment are left within the safety zone, or outside such safety zone, from the point from which the fireworks are let off.

OASI Foundation- Jump for Life 30th December, 2023
The Ports and Yachting Directorate, Transport Malta, notifies that the OASI foundation will be organising a Jump for Life awareness event at Il-Bajja tax-Xlendi.
The event will be held on Saturday, 30th December, 2023 from 7.00 a.m. till 1.00 p.m.
Part of the event consists of several people jumping into the sea from the jetty (point A) and swimming to the sandy beach (point B) on chart 1 found on Transport Malta website (www.transport.gov.mt).
Due to this part of the event mariners are to note the above and any vessels moored next to the outer end of the jetty are to be removed for the duration of the event.
The other part of the event will consist of a few kayakers rowing in Il-Bajja tax-Xlendi within the area enclosed by the imaginary line C to D and the intermediate coastline, as shown on the chart 1 found on Transport Malta website (www.transport.gov.mt).
If the event can not be held on the above-mentioned date, it will be held on Saturday 6th January, 2024.
Mariners are advised to keep a sharp lookout and navigate with extreme caution and at slow speed when in the vicinity, they are to give a wide berth of at least 15m away from the kayakers.

Fireworks display from a barge at Entrance of Kalkara Creek - New Year
The Ports and Yachting Directorate, Transport Malta, notifies mariners that fireworks will be let off from a barge anchored off Bighi at point P, as shown on the chart found on Transport Malta website (www.transport.gov.mt).

Mariners are to note that in the early morning on Sunday, 31st December, 2023, the barge will be towed from the shipyard to where it will be moored alongside the quay at point A inside Rinella Bay.
The barge will then be set-up and loaded with the fireworks by 11.00 a.m. and towed to the anchoring position P, at approximately noon.
The fireworks will then be let off between Sunday 31st December 2023 at 11.55 p.m. and Monday 1st January, 2024 at 00.15 a.m.
On Monday, 1st January, 2024, in the early morning, the barge will again be towed to the quay in Rinella Bay, point A, to be unloaded and later towed back to the shipyard by 8.00 a.m.
Since the barge will remain in position at point P, during the dark hours, it will be exhibiting lights.
In view of the above, mariners are to give a wide berth of 200 meters from the barge, they are also to keep the quay at Kalkara Creek vacant between Sunday, 31st December, 2023 at 6.00 a.m. and Monday, 1st January, 2024 at 8.00 a.m.
Transport Malta will accept no liability whatsoever for any damage caused by the firework displays to any vessel and her ancillary equipment, whether such vessel and her ancillary equipment is left within the safety zone, or outside such safety zone, from the point from which the fireworks are let off.
All mariners are to comply with any instructions given on VHF Channel 12 and/or 16, by Valletta VTS and by any Enforcement Personnel on site.
