Local Notice to Mariners No. 213 of 2023

Santa Swimming Event in Marsamxett Harbour

The Ports and Yachting Directorate, Transport Malta, notifies that a Santa swimming event will be held on Sunday, 3rd December, 2023. The swimming event i​s estimated to commence at 10.00 a.m. and will finish at approximately noon.

The Santa Swimming Event will start from the Grand Hotel Excelsior Marina point A, towards Manoel Island point B, then to Ta’ Xbiex Water Polo club point C and finally back to the Grand Hotel Excelsior Marina point A, as shown on chart found on Transport Malta website (www.transport.gov.mt)..

Support vessels will accompany the participating swimmers. 

Mariners are advised to keep a sharp lookout and navigate well clear of the area during the stipulated date and time, giving the swimmers a wide berth. 

They are to comply with any instructions given on VHF Channel 12 and/or 16, by Valletta VTS and by any Enforcement Personnel on site.

Local Notice to Mariners No. 214 of 2023

Comino Ocean Festival

The Ports and Yachting Directorate, Transport Malta, notifies mariners that an Ocean Festival consisting of swims in Comino, will be held.

The Ocean Festival will consist of 2 swims, one round Comino and the other round Cominotto. It is being organised on Saturday, 2nd December, 2023, both swims will be held from 7.00 a.m. till noon

For the round Comino swim, the participants will depart from the Blue Lagoon - Comino point A. They are to swim around Comino in a clockwise direction and return to the Blue Lagoon – point A, as shown on the chart 1 found on Transport Malta (www.transport.gov.mt).

The participating swimmers will follow the route as shown on the attached chart and will be accompanied by a rescue boat.

For the round Cominotto swim, the participants will depart from the Blue Lagoon - Comino point A. They are to swim around Cominotto in an anti-clockwise direction and return to the Blue Lagoon – point A, as shown on the chart 2 found on Transport Malta (www.transport.gov.mt).
Mariners are advised to keep a sharp lookout and navigate at slow speed (No Wake). They are to cooperate with the organisers and keep well clear of the area during the stipulated dates and times, giving the swimmers a wide berth. 

All mariners are to comply with any instructions given on VHF Channel 12 and/or 16, by Valletta VTS and by any enforcement officials on site.

Local Notice to Mariners No. 211 of 2023

Filming inside the Grand Harbour and inside Ir-Ramla ta' Għajn Tuffieħa - ARSF

The Ports and Yachting Directorate, Transport Malta, notifies all mariners and sea vessel operators that filming activities will take place within the Grand Harbour and within Ir-Ramla ta' Ghajn Tuffieha on Friday, 1st December, 2023.

Filming will take place during the time and at locations as listed below.

Within Grand Harbour.

Filming is scheduled to be carried out from 6.00 a.m. till 7.00 p.m. and will be carried out from Senglea point (A) and Bighi point (B), as shown on the chart 1 found on Transport Malta website (www.transport.gov.mt ). A drone will also be used for filming.

During the filming, a number of vessels will be filmed sailing in and out of the Grand Harbour and within the Grand Harbour. There will also be a number of RHIBs as support.

It is being requested that all vessels not participating in the filming are to keep out of the way of the vessels being filmed.

Within Ir-Ramla ta' Għajn Tuffieħa.

Filming is scheduled to be carried out from 1.00 p.m. till 5.00 p.m. and will be carried out from point (C), as shown on chart 2 found on Transport Malta website (www.transport.gov.mt ).

During the filming, no vessel is allowed inside Ir-Ramla ta' Għajn Tuffieħa and no vessel is to cross the entrance to the bay.

Mariners navigating in the vicinity of the indicated areas on the mentioned date and times are to keep watch on VHF Channel 12 and are to cooperate with the filming crew and/or any enforcement officers in the areas.

Any instructions issued on VHF channel 12/16 by Valletta VTS are to be complied with.

Reference is made to Local Notice to Mariners No. 210 of 2023.

The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels that the recovery of anchors and chains from near 31st March Installation in Il-Bajja ta' Marsaxlokk, will not be completed within the time, as planned. The completion date is therefore being extended until Sunday, 10th December, 2023.

Local Notice to Mariners No. 210 of 2023 is to be amended accordingly.

All the other information mentioned in Local Notice to Mariners No. 210 of 2023 will remain valid.

Reference is made to Notice to Mariners No. 4 of 2023.

The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels about the amendment and addition of the following to Notice to Mariners No. 4 of 2023.

Local Notice to Mariners No. 209 of 2023 

Malta Young Sailors Club Euromed International Regatta Mellieħa Bay December 2023 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that the Malta Young Sailors Club will be holding the Euromed Sailing Championship 2023, between Sunday 10th December and Saturday, 16th December, 2023. 

The activities will take place in Mellieħa Bay and its approaches, in an area delineated by the imaginary lines joining positions A to B and B to C as shown on the chart found on Transport Malta website (www.transport.gov.mt). 

Inflatable marker buoys, to indicate the racecourse within the above-mentioned area, shall be laid, from 8.00 a.m. till 5.00 p.m., on each day of the activities. 

All vessels that are not involved in the regatta are to keep well clear of the competing boats and follow any instructions given by the race officials and support vessels. 

If for some reason the event cannot be held on all the abovementioned days, the organisers may use any of the days between Sunday, 17th December, 2023 and Tuesday, 19th December, 2023, during the same times.

Mariners are to note the above and are to give the area indicated a wide berth. They are further instructed to fully comply with Rule 18 (COLREGS 1972) and to keep out of the way of the sailing vessels participating in the regatta.  Any instructions issued by Valletta Port Control (Valletta VTS) on VHF channel 12 and/or by any enforcement agency on site, are to be complied with.

Local Notice to Mariners No. 210 of 2023 

Recovery of anchors and chains from near 31st March Installation in Il-Bajja ta' Marsaxlokk 

The Ports and Yachting Directorate, Transport Malta, notifies mariners and operators of vessels, that two (2) unused anchors and their chain on the sea bottom in Il-Bajja ta' Marsaxlokk will be recovered.

The recovery operation will start on Tuesday 21st November, 2023, and is expected to be completed by Tuesday 28th November, 2023. The works will be carried out at points A and B as shown hatched on chart found on Transport Malta website (www.transport.gov.mt).

The recovery operation will be carried out with the use of crane loaded on a vessel. The operation will also be assisted by divers, who will be displaying the International Code Flag 'A'.

The vessel carrying out the operation will be restricted in manoeuvrability.

A safety zone of 200m from the above-mentioned points is to be kept while the recovery operation is being carried out.

Mariners are advised to navigate with caution at slow speed and give a wide berth when in the vicinity and are to cooperate with the contractor on site.

They are to comply with instructions given on VHF Channel 14 and/or 16 by Marsaxlokk VTS.

Live firing practice at Pembroke Ranges – Sunday, 26th November, 2023

The Ports and Yachting Directorate, Transport Malta, notifies that further to Notice to Mariners No. 24 of 2021, the Armed Forces of Malta will carry out live firing practice on Sunday, 26th November, 2023, at the Pembroke Ranges, from 8.00 a.m. till 5.00 p.m, local time.

The exercise area is delineated by sector ABC.

Dinghy rankin event off Tas-Sliema/StJulian's Seafront

The Ports and Yachting Directorate, Transport Malta, hereby notifies mariners that a dinghy ranking event, will be held off Tas-Sliema/St Julian's seafront.

The races will be held off Tas-Sliema/St Julian's within race area 1, as shown on the chart found on Transport Malta website (www.transport.gov.mt), on the following days and times:

On Saturday, 18th November, 2023, fromn 11.00 a.m. till 5.00 p.m., and

On Sunday, 19th November, 2023 from 10.00 a.m. till 4.00 p.m.

Orange inflatable marker buoys to indicate the racecourse within the above-mentioned areas will be laid at the start time indicated above and will be removed by 6.00 p.m., on each day of the races.

All vessels that are not involved in the activity are to keep well clear from the competing sailing vessels and are to follow any instructions given by the race officials, the support vessels and any enforcement officers in the area.

If for some reason the event cannot be held within race area 1 as stated above, an attempt will be made to hold the event off Smart City/Marsaskala Seafront, within race area 2, as shown on the chart found on Transport Malta website (www.transport.gov.mt), on the same days and times.

Mariners navigating in the vicinity are to note the above, keep watch on VHF Channel 12 and/or 16 and are to give the areas indicated a wide berth. Filming on the East side of Malta Morrel

The Ports and Yachting Directorate, Transport Malta, notifies all mariners and owners of vessels, that filming activities will take place on the East side of Malta.

Filming will be carried out on any day between Wednesday, 15th November, 2023 and Friday, 17th November, 2023, depending on weather conditions.

The filming will consist of the vessel 'L'Etoile du Roy', and her support vessels 'Maria C' and 'Nautical 1 & 2' sailing along the line A to B, as shown on the chart found on Transport Malta website (www.transport.gov.mt), and will be carried out from 6.00 a.m. till 6.00 p.m.

Mariners and owners of vessels are informed that a wide berth from the above-mentioned vessels is requested.

Power driven vessels navigating in the vicinity of the indicated area on the mentioned date and times are to keep watch on VHF Channel 12/16 and are to cooperate with the filming crew and/or enforcement personnel in the area.

Any instructions issued on VHF channel 12/16 by Valletta VTS are to be complied with.

Beneteau Cup Sailing regattas between Marsamxett Harbour and Blue Lagoon, Comino

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a sailing regatta between Marsamxett Harbour and Blue Lagoon, will be held on Saturday, 11th November, 2023.

The first leg of the regatta will start at 9.00 a.m. from outside Marsamxett Harbour point A, they will sail towards point B and finish approximately at 12.30 p.m. outside Blue Lagoon point C, as shown on the chart found on Transport Malta website (www.transport.gov.mt).

All the vessels will then anchor at Blue Lagoon, Comino.

The second leg of the regatta will start at 3.00 p.m. from outside Blue Lagoon point C, they will sail towards point B and finish approximately at 5.30 p.m. outside Marsamxett Harbour point C, as shown on the chart found on Transport Malta website (www.transport.gov.mt).

Filming from different localities Band of Spies

The Ports and Yachting Directorate, Transport Malta, notifies all mariners and sea vessel operators that filming activities will take place at different localities.

Filming will take place on the days and locations as listed below.

 At Rinella Bay in the Grand Harbour:

Filming is scheduled to be carried out on Wednesday, 1st November, 2023, from 9.00 a.m. till 10.30 p.m., from point A, as shown on chart 1 found on Transport Malta website (www.transport.gov.mt).

During the filming, the area shown circled in red, is to be kept clear from all vessels. The short quay on the western part of Rinella quay will not be available for use on the abovementioned day and times.

At the slipways in Salina Bay:

Filming is scheduled to be carried out between Tuesday, 21st November, 2023, at 12.30 p.m., and Wednesday, 22nd November, 2023, at 1.30 a.m., from point B, as shown on chart 2 found on Transport Malta website (www.transport.gov.mt).

The slipways within the area indicated will not be available for use on the abovementioned dates and times.

If the filming at Salina Bay mentioned-above cannot be held on the day listed it will instead be held at Il-Bajja ta' San Tumas, within the area as shown on chart 4 found on Transport Malta website (www.transport.gov.mt), on the same dates and times.

At Il-Moll tal-Braken near potato shed, Marsa, in the Grand Harbour:

Filming is scheduled to be carried out between Friday, 24th November, 2023, at 2.30 p.m., and Saturday, 25th November, 2023, at 3.30 a.m., from point C, as shown on chart 3 found on Transport Malta website (www.transport.gov.mt).

The quay within the area indicated will not be available for mooring on the abovementioned dates and times.

Mariners navigating in the vicinity of the indicated areas on the mentioned dates and times are to keep watch on VHF Channel 12 and are to cooperate with the filming crew and/or any enforcement officers in the areas.

The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels that diving (Benthic) survey will be held within Il-Bajja ta' Marsaxlokk.

The diving survey which will be held on any day between Wednesday, 1st November, 2023 and Thursday, 30th November, 2023, within the area formed by joining the points A, B, C and D, as shown on the chart found on Transport Malta website (www.transport.gov.mt).

Repair work on the Bighi fortification wall in the Grand Harbour

The Ports and Yachting Directorate, Transport Malta, notifies mariners and the general public that repair work on the Bighi fortification wall in the Grand Harbour, will be carried out.

The works will be carried out between Wednesday 1st November, 2023, and Thursday 31st October, 2024.

A work area formed by the imaginary lines joining the points A, B, C and D and the intermediate coastline, as shown on the chart found on Transport Malta website (www.transport.gov.mt), will be established.

The Ports and Yachting Directorate, Transport Malta, notifies Mariners that a geotechnical investigation will be carried out at Malta Freeport terminal 2. The investigation will commence with immediate effect and is expected to be completed by the end of November 2023.

The work consists of geotechnical investigation within the area formed by the imaginary line joining the points A, B, C, D, E, F, G, H, and the intermediate coastline (as shown on the chart found on Transport Malta website (www.transport.gov.mt).

The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels that the configuration of swimmer zone number 23 mentioned in Local Notice to Mariners No. 75 of 2023 is being amended with immediate effect as follows:

Removal of vessels and moorings from near Sirens Waterpolo Club in St Paul's Bay

The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels, that a keep clear area and fairway is being established near Sirens Waterpolo Club.

The keep clear are being established is formed by the imaginary lines joining the points 1, 2, 3, 4, 5, 6, 7, 8 and the intermediate coastline, as shown on the chart found on Transport Malta website (www.transport.gov.mt​).

Due to the above, owners of vessels that are moored or have a mooring within the area bounded by the imaginary line 1, 2, 3, 4, 5, 6, 7, 8 and the intermediate coastline, are to remove these vessels, moorings and related ground tackle, by Monday 2nd October, 2023.

Any vessels and moorings that are left in the area after the stipulated date will be removed at the expense of their owner.  No liability whatsoever will be accepted by the Authority for any damage that may be caused while removing the said vessels and moorings.

Furthermore, mariners are reminded that it is prohibited to lay any moorings and ground tackle without the prior permission of the Authority and that approaches to marinas, terminals manoeuvring areas and fairways are to be kept clear at all times. 

Failure to comply with the above directions may be subject to legal proceedings.
