Adventure Event Gozo and Malta (Rat Race Events)

30th October 2021

 

The Ports and Yachting Directorate, Transport Malta, notifies that a swimming/kayaking activity forming part of the Rat Race Events will be held on Saturday 30th October, 2021.

 

The event will consist of two swimming/kayaking parts (as shown on Transport Malta website (www.transport.gov.mt)) and a running part on Comino.

 

The first part will start at 6.00 a.m. from Il-Bajja ta' Ħondoq ir-Rummien, Gozo (point A) and finishes at 7.30 a.m. at Wied Ternu, Comino (point B) passing through Blue Lagoon.

 

During part of the race the participants will run a short way over Comino.

 

The second part will start at 7.30 a.m. from Wied Ternu, Comino (point B) and finishes at 10.00 a.m. at Marfa (close to Il-Palazz tal-Marfa), Malta (point C).

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a seabed clean-up operation by divers in Id-Daħla tad-Dockyard, Isla side, within the area shown on chart found on Transport Malta website (www.transport.gov.mt), will be held on Saturday, 30th October, 2021, between 9.00 a.m. and 1.00 p.m.

 

Mariners are advised to keep a sharp lookout and navigate with extreme caution and at slow speed when in the vicinity, on the stipulated date.

 

They are to cooperate with the organisers and to comply with any instructions issued on VHF Channel 12 and/or 16 by Valletta VTS and by any enforcement personnel on site.

The Ports and Yachting Directorate, Transport Malta, notifies that a Xterra swimming event which is part of a triathlon will be held at Ir-Ramla tal-Mixquqa.

 

The swim will be held within the area A, B, C and D (as shown on chart found on Transport Malta website (www.transport.gov.mt)), on Saturday, 23rd October, 2021, from 9.30 a.m. till 10.30 a.m.

Audio Visual and Floating Structure in connection with Valletta Pageant of the Seas 2022 Rehearsal

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that an audio visual and floating structure rehearsal in connection with Valletta Pageant of the Seas 2022 event will be held off Barriera Wharf in the Grand Harbour.

 

The rehearsals will be held on Tuesday, 19th, Wednesday; 20th; and Tuesday, 26th October, 2021, from 6.00 p.m. till 10.00 p.m. on each day.

 

The floating structure will be laid within the area A, B, C and D (approximately 25m from the coast) as shown on chart found on Transport Malta website (www.transport.gov.mt).

 

The vessel S-17202 will be assisting the organisers during the activity.

 

As part of the activity as part of the show, on Tuesday, 26th October, 2021, there will also be a fire-engine pumping water into the sea.

 

Mariners are advised to keep a sharp lookout and navigate with extreme caution, at slow speed (no wake) when in the vicinity of the area of activity, on the stipulated dates and time. They are to give the indicated position and vessel a wide berth and cooperate with the organiser.

 

All mariners are to comply with any instructions given on VHF Channel 12 and/or 16, by Valletta VTS and by any enforcement personnel on site.

Rolex Middle Sea Race 2021

 

The Ports and Yachting Directorate, Transport Malta, notifies that the Royal Malta Yacht Club will be holding the Rolex Middle Sea Race on Saturday, 23rd October, 2021.  In addition, a coastal race will also be held on Wednesday, 20th October, 2021.

 

The race programme is as follows:

a. Wednesday, 20th October, 2021

 

The coastal race starts at 10.00 a.m. 

 

The start is from Marsamxett Harbour, at an imaginary line from the tower of Il-Fortizza ta' Tigné to the corner of the bastion on the western side of Il-Fossa in Valletta. When they exit Marsamxett Harbour they will proceed, depending on the weather conditions, either to Comino and/or Gozo or to Munxar and/or Filfa and finish at Marsamxett Harbour.

 

Mariners are requested to keep the Marsamxett fairway clear during the start of the coastal race between 9.45 a.m. and 10.45 a.m. and to keep a sharp lookout during the remaining hours of Wednesday, 20th October, 2021.

 

b. Saturday, 23rd October, 2021

 

The Rolex Middle Sea Race starts at approximately 11.00 a.m.

 

The start is from the Grand Harbour, at an imaginary line from an inflatable buoy near Saint Angelo Point to the Valletta Saluting Battery mast.

 

The yachts shall then proceed in a north-easterly direction along the Channel in the Grand Harbour to an inflatable buoy, bearing the sponsor's logo, positioned outside the Saint Elmo Breakwater. The buoy shown as 1 on charts 1 and 2 found on Transport Malta website (www.transport.gov.mt) will be in the following approximate position:

The yachts shall then proceed in a north-westerly direction towards St George's shoals where a second inflatable buoy, bearing the sponsor's logo will be positioned. The yachts shall than proceed in a north north-easterly direction towards Sicily.

 

Mariners and spectators are to navigate with caution and to keep a sharp lookout when in the vicinity of the above-mentioned courses and, when sighted, give the participants a wide berth.

They are also to keep at least 200m away from the inflatable buoys 1 and 2 mentioned above.

 

Mariners are advised that on Saturday, 23rd October, 2021, from 9.00 a.m. till 3.00 p.m., or such time as may be communicated on VHF Channel 12 and/or 16 by Valletta VTS, if earlier, the Grand Harbour shall be closed for all traffic not directly related to the race.

 

During these times all other vessels shall be required to remain within designated areas in the inner harbour up to Ras Ħanżir, in Dockyard Creek, Kalkara Creek and Rinella Bay. (areas are shown on chart 1 found on Transport Malta website (www.transport.gov.mt)).

 

No vessel will be allowed at the quay next to the fish market as this quay is being reserved for emergency vessels only.

 

Mariners are instructed to cooperate with the organisers and Maritime Enforcement officers in the area. Moreover, they are to obey any instructions given on VHF Channel 12 and /or 16 by Valletta VTS.

The Ports and Yachting Directorate, Transport Malta, notifies mariners and the public that re-construction works on the dilapidated pier at Għajn Rażul, St Paul's Bay, will commence with immediate effect and will continue until further notice.

 

Throughout the duration of the works, a safety distance of 30m from point A has been established, as shown on the chart found on Transport Malta website (www.transport.gov.mt). A silt curtain will be laid within the said area.

The Ports and Yachting Directorate, Transport Malta, notifies mariners and the public that refurbishment work on two adjacent slipways located at Triq il-Luzzu, Qawra, will start with immediate effect, and will continue until further notice.

 

Throughout the duration of the works, a silt curtain will be laid along a radius of 30m from point A, as shown on the chart found on Transport Malta website (www.transport.gov.mt).

Vikings Sailing Club Regattas Outside Valletta Harbours

 

The Ports and Yachting Directorate, Transport Malta, notifies all mariners that the 'Vikings Sailing Club' will be organising sailing regattas off Valletta Harbours, within the areas A and B, as shown on chart found on Transport Malta website (www.transport.gov.mt).

 

The activities will be held as follows:

 

On Saturday, 9th October, 2021, from 8.30 a.m. till 6.00 p.m., and

On Sunday, 10th October, 2021, from 8.30 a.m. till 6.00 p.m.

 

Orange inflatable marker buoys, to indicate the racecourse within the above-mentioned areas, shall be laid, from 8.30 a.m. till 6.00 p.m., on each day of the races.

 

All vessels that are not involved in the activity are to keep well clear from the competing boats and are to follow any instructions given by the race officials and support vessels.

 

Mariners are to note the above and are to give the areas indicated a wide berth. They are further instructed to fully comply with Rule 18 (COLREGS 1972) and to 'keep out of the way' of the sailing vessels participating in the regatta.

 

Mariners navigating in the vicinity of the indicated areas on the mentioned dates and times are to keep watch on VHF Channel 12 and/or 16 and are to cooperate with the organisers and/or enforcement personnel in the area.

 

Any instructions issued on VHF Channel 12 and/or 16 by Valletta VTS are to be complied with.

Extension of Quay at Id-Daħla ta' Tas-Sliema in Il-Port ta' Marsamxett

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that works will be carried out to extend part of the quay at Id-Daħla ta' Tas-Sliema in Il-Port ta' Marsamxett.

 

The works are scheduled to start on Thursday, 30th September, 2021, and expected to be completed by Thursday, 30th June, 2022.

 

Throughout the duration of the works, a silt curtain will be laid along the line joining the points A, B, C and D, approximately 20m from the shore, as shown on the chart found on Transport Malta website (www.transport.gov.mt).

 

The vessels Gold Dredger and Goldfinder will be participating in the extension works, therefore the area delineated by the imaginary line A, B, C, D and the intermediate coastline (as shown on Transport Malta website (www.transport.gov.mt)) are to be considered as a working area. Only vessels involved in the works are permitted to enter.

 

Marker buoys with lights will be placed in positions B and C to indicate the outer limit of the area.

 

Divers will be assisting in these works and will be displaying the International Code of Signals Flag A.

 

Masters and vessel operators are instructed to cooperate with the contractor on site. They are to keep a sharp lookout, keep well clear and proceed at very slow speed (no wake) on the above-mentioned dates.

 

Moreover, any instructions given on VHF Channels 12 and 16 by Valletta Port Control (Valletta VTS) and/or by any enforcement agency on site, are to be complied with.

Underwater Survey in Il-Bajja ta' Marsalforn Għawdex

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a marine survey will be carried out with the use of the following equipment: Remotely Operated Vehicle (ROV), multibeam, sub-bottom profiling, drop-cam video footage and divers. This survey will be carried out by the vessel St Joseph IV, which will be displaying lights and shapes as per COLREGS.

 

The survey area is bounded by the points A, B, C, D, E and the intermediate coastline as seen on chart found on Transport Malta website (www.transport.gov.mt).

Mariners are instructed to navigate with caution and at very slow speed (no wake) in the area, they are to cooperate with the contractor on site, give the above-mentioned vessels a wide berth and observe a 50 metres radius restricted zone.

The first part will start at 8.45 a.m. from Il-Bajja ta' Ħondoq ir-Rummien – Gozo (point A) and finish at 9.15 a.m. at Il-Bajja ta' San Niklaw – Comino (point B).

 

The second part will start at 9.30 a.m. from Wied Ternu – Comino (point C) and finish at 10.30 a.m. at Ir-Ramla tal-Bir – Malta (point D).

Shifting of Boulders at Xgħajra

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that works to shift boulders at Xgħajra will be taking place in the area as indicated on the chart found on Transport Malta website (www.transport.gov.mt). The boulders that have been shifted by heavy seas will be transferred back to the coastline from the centre of the area.

 

The shifting of the boulders is expected to start with immediate effect and will continue until further notice.

 

Underwater operations will be carried out by divers who will be displaying the International Code of Signals flag “A".

 

The divers will be assisted by the vessel Gold Finder which, due to the nature of her work, and in accordance with Rule 3 (g) (ii) of the Collision Regulations, will be restricted in her ability to manoeuvre and will be exhibiting the appropriate lights and day signals.

 

While the work is being carried out the area centred on point A and a radius of 80m is to be kept clear.

Filming at Different Localities Round Malta – LIBERAME

 

The Ports and Yachting Directorate, Transport Malta, notifies all mariners and owners of vessels, that filming activities will take place at different localities around Malta.

 

The filming is expected to be carried out as follows:

 

From Monday, 27th September, 2021, to Friday, 1st October, 2021, between 6.00 a.m. and 7.00 p.m.

 

Filming will take place outside Ir-Ramla taċ-Ċirkewwa from points A and B as shown on chart 1 found on Transport Malta website (www.transport.gov.mt) and close to Daħlet ix-Xilep in Il-Bajja tal-Mellieħa from point C as shown on chart 2 found on Transport Malta website (www.transport.gov.mt).

 

If adverse weather conditions do not permit filming in any of the above areas, the filming will take place in any of the following locations on the same dates and times:

 

Outside Rinella from points D and E as shown on chart 3 found on Transport Malta website (www.transport.gov.mt) or from off Il-Ponta taż-Żonqor from points F and G as shown on chart 4 found on Transport Malta website (www.transport.gov.mt) or from Il-Ħoffriet from points H and I as shown on chart 5 found on Transport Malta website (www.transport.gov.mt).

 

The following vessels will be taking part in the filming and all other vessels are to keep away from them during the filming and while in transit:

Charity Swim Round Gozo Victory Kitchen

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a Charity Swim round Gozo – Victory Kitchen will take place on Tuesday, 28th September, 2021. 

 

The two swimmers will depart from Ħondoq ir-Rummien, point A on chart found on Transport Malta website (www.transport.gov.mt) at 3.00 a.m., and will swim along the route in a clockwise direction. The swim is expected to be completed by 5.00 p.m.

 

The support vessels Palawann and Our Pearl will be assisting the swimmers during the swim.

 

If due to inclement weather conditions the swim cannot be held on the above-mentioned date, it will be held on Wednesday, 29th September, 2021, at the same time.

During the stipulated date and time, mariners are advised to keep a sharp lookout, proceed at slow speed and to keep well clear of the area, giving the swimmers and support vessels a wide berth.

The Ports and Yachting Directorate, Transport Malta, notifies that further to Notice to Mariners No. 24 of 2021, the Armed Forces of Malta will carry out live firing practice between Tuesday 5th and Thursday, 7th October, 2021, with extended hours from 4.30 p.m. till 11.00 p.m. (local time).

 

A sécurité message will be issued on VHF Channels 12, and/or 16 by Valletta VTS, accordingly.

 

The exercise area (LM-D6) is delineated by sector ABC.

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a group of ex-National Waterpolo Team players will be organising a one-day fundraising charity event at Blue Lagoon in Comino. The event will be held on Saturday, 25th September, 2021, from 9.00 a.m. till 3.00 p.m.

 

For the event a makeshift waterpolo pitch will be set up inside the swimmer zone at Blue Lagoon.

 

If due to unfavourable weather on the day, the event cannot be held at the Blue Lagoon, it will be held on the same date and time at either San Niklaw Bay, Comino, within the swimmer zone, or at Mġarr ix-Xini Bay, Gozo, in the position as shown on chart found on Transport Malta website (www.transport.gov.mt).

 

If due to unfavourable weather conditions the event cannot be held in any of the above-mentioned localities the event will be held on Saturday, 2nd October, 2021, at the same time, in either one of the above-mentioned localities.

The participants will depart from Marfa – Ir-Ramla tal-Bir (Malta), point A as shown on chart found on Transport Malta website (www.transport.gov.mt), at approximately 6.45 a.m. They will swim to the east of Comino and proceed to Il-Bajja ta' Ħondoq ir-Rummien (Gozo), point B as shown on chart found on Transport Malta website (www.transport.gov.mt) and are expected to complete the swim by 10.30 a.m.

Malta Fireworks Special – 2021

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a fireworks display will be held in Grand Harbour on Monday, 20th September, 2021.

 

Fireworks will be let off from three barges placed off Bighi Point.

 

A copy of part of BA Chart 177 showing arrangement of the barges is found on Transport Malta website (www.transport.gov.mt).

 

On Friday, 17th September, 2021 at 7.00 a.m., the barges will berth alongside the quay at Id-Daħla ta' Rinella in Kalkara. They will remain berthed there until Tuesday, 21st September, 2021 at 7.00 a.m.

 

Vessel owners moored in Rinella Bay are to remove their vessels and the area to remain clear from Friday, 17th September, 2021, at 7.00 a.m. to Tuesday, 21st September, 2021, at 7.00 a.m. Transport Malta will accept no liabilities whatsoever for any damage caused to vessels that are left within Rinella Bay on the mentioned dates and times.

 

The barges will be shifted and placed centred at position Y on Monday, 20th September, 2021 at 8.00 a.m. and shifted back to the quay at Id-Daħla ta' Rinella in Kalkara on the same day at 11.59 p.m.

Vessels in the Marsa sea area will not be allowed to proceed beyond the starting line indicated in 2(iii) above after 8.00 a.m. No vessel will be allowed near the finishing line except those involved in the races. No movements of vessels will be allowed inside the Grand Harbour, except by special permission. All vessels are to keep a minimum distance of 5m away from the lines and floats mentioned in 2(i), 2(ii) and 2(iii).

 

Incoming vessels will not be allowed to proceed to any berth southwest of the imaginary line which is 150m northeast of the virtual finish line (A) to (B). No vessel will be allowed to stay within this 150m area.

 

Masters of all vessels are also warned that the wire ropes and floats may cause a physical obstruction and consequently they are to navigate with extreme caution.  Caution is also to be exercised when in the vicinity of such wire ropes and floats when these are being laid or removed.

Artistic Boat Trip Round Manoel Island

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that an artistic boat trip round Manoel Island will be held as follows:

 

Rehearsals will be held on Monday, 13th and Wednesday, 15th September, 2021, from 5.00 p.m. till 6.30 p.m., on both days.

 

The actual artistic boat trip will be held on:

 

Saturday, 18th September, 2021, from 4.00 p.m. till 5.30 p.m., and

 

Sunday, 19th September, 2021, from 10.00 a.m. till 11.30 a.m.

 

The activity consists of boat (dgħajjes tal-pass) trips departing from point A, navigating around Manoel Island in an anti-clockwise direction, and finishing at point B. During the trip, when in the area shown in blue on the chart found on Transport Malta website (www.transport.gov.mt), a number of swimmers will enter the water and carry out a short display of synchronised swimming.

 

Due to these activities mariners are to take note of the above and give the boats a wide berth. They are to navigate with caution and very slow speed (no wake) when close to the area and to keep clear of the area shown in blue. No vessel is to enter the area during the abovementioned dates and times.

 

Mariners are advised to cooperate with the organisers and any enforcement personnel on site.

During the dive the diving team will be displaying the international code of Signals flag A.

Official Nautical Charts and Notices to Mariners

 

The Ports and Yachting Directorate, Transport Malta, would like to remind all mariners, including fishermen, and owners and operators of any type of vessel, that the official Nautical Charts of Malta and the Notices to Mariners issued by the Authority, from time to time, have the force of law and regulate navigation within Maltese ports, internal and territorial waters.  They also contribute significantly towards safety at sea and the preservation of good order. Observation and compliance with this Notice always remains obligatory, during navigation, and when operating vessels.

 

Special attention is hereby directed at the 'no fishing', especially the use of trammel and gilling nets, and the 'no anchoring' restrictions within ports and their approaches.  Official Nautical Charts can be obtained from authorised distributors in Malta.

 

The Ports and Yachting Directorate further reminds that Notices to Mariners are published in the Government Gazette and are also accessible through the Authority's website and the NAWTIKA APP.

 

Enforcement and legal action in terms of law will be taken if there is a breach of or non-compliance with such official Nautical Charts and Notices to Mariners.

Illicit Discharges

 

The Ports and Yachting Directorate, Transport Malta, would like to remind all mariners and operators of any type of vessel, including fishing vessels, and all operators and personnel of fish farms, breeding pens and cages and other aquaculture equipment, that it is prohibited to dispose of any type of waste into the marine environment.

Apart from the general domestic waste (for example plastics, food waste, paper, etc.), the disposal of any waste oils, mooring ropes, discarded fishing gear, tackle and any other types of substances and objects that may cause marine pollution, damage, or harm to aquatic life in the marine environment, the natural function of ecosystems and to biodiversity, is also prohibited.  All waste should be disposed of ashore at the appropriate waste reception facilities.

 

All persons are also being reminded that the disposal of sewage within bays, yachting centres and ports is also prohibited.

 

Enforcement and legal action in terms of the law will be taken if any person is caught disposing of any type of waste in the marine environment or if there is sufficient evidence of any illegal disposal at sea.

Repair Works on Slipway and Adjacent Quay at Il-Bajja tal-Mellieħa

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners and the general public that repair work will be carried out on a slipway and the adjacent quay at Il-Bajja tal-Mellieħa.

 

The work on the slipway and the adjacent quay will start on Tuesday, 20th July, 2021, and is expected to be completed by Sunday, 31st October, 2021.

 

A silt curtain will be laid 10m off the coast within the area, as shown on chart found on Transport Malta website (www.transport. gov.mt). A safety distance, of at least 10m from the silt curtains, shall be maintained at all times.

The Ports and Yachting Directorate, Transport Malta, notifies that the Armed Forces of Malta will carry out Live Firing Practice all through the year, (except Sundays) at the Pembroke Ranges, from 8.00 a.m. till 10.30 a.m. local time and from 11.00 a.m. till 4.30 p.m. local time or any other time as may be advised.

 

A Sécurité message will be issued on VHF Channels 12, and/or 16 by Valletta VTS, accordingly.

 

The exercise area is delineated by sector ABC.

In view of the above, Transport Malta hereby notifies that with immediate effect, all commercial vessels intending to carry out diving operations on the above listed historical wrecks must be fitted with an operational AIS which must be kept on at all times. Besides the necessary permits from Heritage Malta – Underwater Cultural Heritage Unit, they must also obtain clearance from Valletta VTS on VHF Channel 12 or Marsaxlokk VTS on VHF Channel 14, following pre-notification.

 

Compliance with this requirement is mandatory and non-compliance may lead to the prohibition of stopping/diving on these sites and possibly including the prohibition of  navigation in general, without prejudice to other applicable penalties and legal proceedings.

 

The buffer area is considered as NO STOPPING AREA. Anchoring/mooring will only be allowed to divers' vessels fitted with an operational AIS and holding a special permit as stated above. Masters of diving support vessels are to ensure that the appropriate signals in accordance with the International Convention for the Prevention of Collisions at Sea and the International Code of Signals, are exhibited during diving sessions. Furthermore, divers/mariners are to note that spear fishing and the use of fishing gear such as set bottom lines, trammel nets, gill nets and entangling nets, encircling nets, demersal pots and traps are prohibited in these areas. Only surface fishing is allowed including trolling lines (rixa) and angling for pelagic fish.

 

Drifting vessels and swimming will be allowed.

 

This notice is to supersede Notice to Mariners No 51 of 2019, No. 8 of 2020 and No. 35 of 2020.

Notice to Mariners No. 18 of 2021

Radio Frequency Interference to the Global Navigational Satellite Service (GNSS)

The Ports and Yachting Directorate, Transport Malta, notifies Mariners that while Radio Frequency Interference (RFI), harmful to the Global Navigational Satellite Service (GNSS), has already been reported for some time by the Malta Communications Authority, it has recently been reported that the intensity of the interference has now increased substantially.
Due to this interference, the GNSS and the GPS service may be adversely affected.  GNSS signals are very weak and vulnerable to interference; a phenomenon where other radio signals disrupt the GNSS signals causing reduced positioning accuracy, or even the complete lack of position availability.

When experiencing RFI, mariners are advised to use all available means to ascertain the position of the vessel, and GNSS and GPS navigating systems are not to be relied upon during coastal navigation.

Notice to Mariners No. 38 of 2020 is hereby cancelled.

The Ports and Yachting Directorate, Transport Malta, would like to bring to the attention of all mariners that a No Entry Zone at Manoel Island (Tas-Sliema Creek) due to the dangers posed by a derelict wall, has been established.

 

The area is formed by joining the imaginary lines between the points A, B, C, D and the intermediate coastline (shown hatched on charts found on Transport Malta website (www.transport.gov.mt))  and is restricted to both vessels and swimmers and should be avoided:

The Ports and Yachting Directorate, Transport Malta, notifies mariners that in addition to the permanent speed limit buoys, special marker buoys will be placed around the Maltese Islands to delineate the 200 and 300 metre speed restriction zones (10 Knots and 5 Knots) from the shore. The placement of the buoys is seasonal, from June to October but may still be in place after this date.

 

Special Mark Buoys 1.5 metres in diameter, fitted with a light flashing yellow 1 every 4 seconds and a 2 nautical miles range, shall be placed in the following positions:

Buoys indicate the speed that should never be exceeded, and in any case, mariners are always reminded to proceed at a safe speed subject to the prevailing circumstances and conditions.

The deployment of the buoys may be delayed due to the present situation.

These designated restricted areas shall be in place with immediate effect and until Thursday 30th September 2021.  They will be delineated by ropes which will be kept afloat by coloured marker floats and may be left in location up to 2 weeks after the closing date.

 

Mariners and owners of vessels moored within these designated restricted areas are advised to remove their vessels and mooring buoys immediately. Any vessels and mooring buoys left in these areas may be removed by the respective operators. No liability whatsoever will be borne by Transport Malta for any damage to vessels or any damage/loss of mooring buoys and ground tackles that are left in these areas.

Mariners are informed that it is prohibited to secure/moor any vessel, craft or object to any marker buoy, ropes and related gear delineating the designated restricted areas.

The Ports and Yachting Directorate, Authority for Transport in Malta, hereby notifies all mariners that the Authority will be, in the coming weeks, laying down the necessary navigational aids demarcating the different designated areas in Xemxija to facilitate navigation and ensure the safety thereof.

 

 

No mooring or anchoring is allowed in the area bounded by the imaginary lines A1, A, B, B1, C, D, E, F (as shown on chart found on Transport Malta website (www.transport.gov.mt)) by any vessel unless such is covered by a permit or other authorisation of the Authority. Owners of vessels that are moored or have a mooring within this area without the Authority's permission are to remove such vessels, moorings and associated tackle.

Local Notice to Mariners No. 49 of 2021

 

Moorings within Xemxija (Il-Bajja ta' San Pawl)

 

The Ports and Yachting Directorate, Authority for Transport in Malta, hereby notifies all mariners that the works described in Local Notice to Mariners 16/2021 have been suspended for an indeterminate period.

 

Further to Local Notice to Mariners 48/2021, the Authority has demarcated the different areas in this area with the appropriate buoys and special markings.

 

All mariners are advised that the area bounded by the imaginary lines A, B, C and D (as shown on chart found on Transport Malta website (www.transport.gov.mt)) is under the control and management of the Authority and in this respect no mooring, berthing or anchoring is allowed within such area unless such is covered by a permit or other authorisation of the Authority. 

 

Mariners are advised that those having a vessel berthed, moored or a mooring in this area, and wish to avail themselves of such facility, are to submit an application to the Authority for its consideration on the applicable Application for a Temporary Mooring Permit Form, which can be downloaded from the Authority's website (Form TM/PYD/078 Issue 1). Together with the application form, the applicant must submit documentary evidence that he/she were using a berth or mooring within the area over the past five years, including the GPS coordinates of such berth or mooring and the named vessel to be berthed or moored and the other documentation listed. Should the Authority accept the application, a temporary authorisation will be issued for the period of six months, and renewable for periods of six months each at the discretion of the Authority, until the planned works commence. The normal moorings-related terms and conditions will also be applicable.

 

Mariners are further advised that any authorisation may be terminated by the Authority at any time prior to expiry of the six-month periods by giving an advance notice in writing to the holder of such termination.

 

For the avoidance of any doubt, the authorisation shall be limited to the berthing or mooring of a named vessel with the identified berth or mooring. This authorisation and any rights associated therewith shall terminate immediately on the termination date of such authorisation. It is expressly being advised that such authorisation does not entitle the holder thereof to any rights whatsoever over the berth or mooring, or to continue berthing or mooring the vessel within this area or within any other area, including any right of first refusal or other preferential treatment.

Owners and vessels that are berthed or moored or have a berth or mooring within this area, who are not covered by any permit or other authorisation by the Authority, have already been advised to remove such in line with the provisions of Local Notice to Mariners 48/2021.

 

Furthermore, mariners are reminded that it is prohibited to lay any moorings and ground tackle without the prior permission of the Authority.

Designated Restricted Areas

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners, owners of vessels and the general public that the following designated restricted areas to navigation have been established:

1) In Il-Bajja ta' San Ġorġ, the area joining the points A, B, C, D and the intermediate coastline as shown on chart 1 found on Transport Malta website (http://www.transport.gov.mt).

To always ensure safety, no vessel, craft or other object, whether equipped with an engine or not, is to enter these designated restricted areas. Furthermore, the use of fishing gear/implements is not allowed in these areas. 

 

These designated restricted areas shall be in place from Saturday, 1st May, 2021, until Thursday, 30th September, 2021. They will be delineated by ropes which will be kept afloat by coloured marker floats and may be left in location up to 2 weeks after the closing date.

 

Mariners and owners of vessels moored within these designated restricted areas are advised to remove their vessels and mooring buoys immediately. Any vessels and mooring buoys left in these areas may be removed by the respective operators. No liability whatsoever will be borne by Transport Malta for any damage to vessels or any damage/loss of mooring buoys and ground tackle that are left in these areas.

 

Mariners are informed that it is prohibited to secure/moor any vessel, craft or object to any marker buoy, ropes and related gear delineating the designated restricted areas.
