Expression of Interest
The Permanent Secretary, Ministry for Education, Sport, Youth, Research and Innovation, invites Expressions of Interest from interested Economic Operators for the provision of a WAN and Core Network Managed Service for State schools, entities, and central infrastructure in Malta and Gozo.
The envisaged contract term shall be for sixty (60) months, with an optional additional thirty-six (36) month extension, subject to mutual agreement and in line with the same rates, terms, and conditions.
Scope of the Expression of Interest
The scope of this Expression of Interest includes, but is not limited to, the following key elements:
Provision, implementation, and management of WAN fibre connectivity for small, medium, and large school sites;
Implementation and management of primary and secondary aggregation links terminating at MITA data centres;
Deployment and management of site firewalls and core network security infrastructure;
Decommissioning of existing voice gateways and replace with new ones, including SIP and CUBE trunk integration;
Provision of a managed virtual platform (PaaS) for storage, logging, and syslog services;
Licensing, maintenance, and 24x7 support for all existing and newly deployed network and security equipment;
Ongoing managed services, monitoring, and service level assurance across the entire WAN and core network environment.
Eligibility Requirements
Interested Economic Operators must be duly registered with the Malta Communications Authority (MCA) in the Register of Authorised Undertakings in Electronic Communication Networks and Services published in accordance with Regulation 10 of the Electronic Communications Network and Services (General) Regulations, published in May, 2025, and authorised to provide:
Public Electronic Communications Networks;
Voice Communications Services;
Internet Access Services;
Television and Radio Distribution Services; and
Other electronic communications services.
Economic Operators who fail to provide proof of such registrations will not be considered further.
