PRESS RELEASE BY THE MINISTRY FOR FOREIGN AND EUROPEAN AFFAIRS Malta launches Training Institute on Immigration Challenges for the Mediterranean

The Training Institute on Migration Capacity Partnership for the Mediterranean has been launched in Malta to provide training to those involved in immigration in the Mediterranean. The aim of the training institute, funded mainly by the European Commission, is to establish a permanent and accredited vocational migration training centre for the Mediterranean region, including the fight against human trafficking, the protection of borders, the return of irregular immigrants, shelter for those fleeing persecution, and project development.   

Minister for Foreign and European Affairs Evarist Bartolo and Director General of the International Centre for Migration Policy Development (ICMPD) Dr Michael Spindelegger attended the launch of the centre based at the Regional Office for the Mediterranean of ICMPD in Floriana. 

Minister Bartolo spoke on the importance for Malta to host this Institute due to its strategic position between the European and African continent. Europe needs partnerships with other continents and organisations like OSCE, the Union of the Mediterranean (UfM) and the African Union because this is not only a security matter but also a development issue.

Malta has worked hard to establish and support this centre together with Denmark, Austria, and the European Union (through its Migration Partnership Facility), with the involvement of the European Asylum Support Office (EASO) and Frontex. Funds amounting to over €4.3 million are being directed towards this initiative. Libya and Jordan will be the first southern Mediterranean partner countries to be involved in the project and will participate in the Governing Board of the Training Institute. The project also aims to involve other Mediterranean partners including Tunisia, Morocco, and Lebanon. 

This training centre is also a concrete deliverable of Malta’s Chairmanship of the Steering Group of the ICMPD for 2021. The 77th meeting of the steering group, and the second one under the chairmanship this year, will be held in Valletta. 

This year also marks the fifth anniversary of the ICMPD Regional Office for the Mediterranean establishment in Malta, which also coincided nicely with the launch of the training institute.
