<b>SCOPE</b>​</br></br>
The compilation of this e-form provides a single channel for the commencement of operations of an MFSA-registered company as it amalgamates all forms needed by the various Local Authorities/Agencies into one submission.​​

<b>WHO MAY APPLY</b>​</br>

In order to utilize this e-form, the applicant must satisfy the following criterion:​</br>
<ul><li>Company's Director holding a Maltese Citizenship with a valid Identity Card issued by the Identity Management Agency with all letters <b><i>excluding A</i></b>.</li></ul>
</br>
</br>
<b>EXCLUSIONS</b>
<ul>
<li>
EU Nationals vested as a Company’s Director who hold/do not hold a Residence Card issued by the Identity Malta Agency with the letter ‘A’;
</li>
</br>
or
</br></br>
<li>
Non- EU Nationals vested as a Company’s Director who hold/do not hold a Residence Card issued by the Identity Malta Agency;
</li>
</ul>

<b>HOW TO REGISTER AS A COMPANY</b>​</br></br>

Through this e-form, the applicant shall receive the necessary numbers from the following Government Department / Entities:</br></br/>

<ol>
<li>
VAT number/s - to register with Office of the Commissioner for Revenue (VAT) in the event that the business activity is taxable;​
</li>

<li>
PE number - to register as an employer with the Office of the Commissioner for Revenue in the event that the activity will entail the engagement of employees during the initial stages; and

</li>

<li>
National Statistics Office are notified with the birth of a new business registration.
</li>
</ol>

The approximate time to complete the form is 20 minutes. Once duly filled in and submitted, the data will be processed and the applicant will be provided, through electronic means, with the necessary registration numbers to be able to commence operations within three working days. All Government forms are subject to monitoring and assessment by the <a href="http://www.bru.gov.mt/">Better Regulation Unit</a> within OPM, to ensure the implementation of Better Regulation within the Public Sector.

<b>BUSINESS OPERATIONS & OBLIGATIONS​</b>
<br/><br/>


Applicants who intend to open a business <a href="/en/Services-And-Information/eforms/Documents/eForms%20PDF/MFEI/ME/PDF_List_of_NACE_Codes.pdf">under specific NACE Codes</a>​ must obtain a ‘No Objection Declaration’ issued by the Environmental Health Directorate. The Business Certification and Consultation Unit (Health) within the Environmental Health Directorate certifies business operations and provides consultation services with respect to food safety and public health related issues. An email is to be forwarded to applicants once they select the nace code or business activity linked with the Environmental Health Directorate.

<b>​ACCESSIBILITY OF THE E-FORM</b>
<br/><br/>

<ol>
<li>Applicant may apply using his/her ID Card and Document Number;</li>
<li>Applicant may apply through the use of his/her e-id; and</li>
<li>Practitioner, through the use of his/her e-id, acts on behalf any Company’s Legal Director.</li>
</ol>

Through this e-form, Representatives (Practitioners who are registered with the Office of the Commissioner for Revenue) may act on behalf of individuals who intend to register a business.
