Quality Assurance Framework for Education in Malta

1. Background

The Directorate for Quality and Standards in Education (DQSE) within the Ministry for Education, Sport, Youth, Research and Innovation, responsible for the quality assurance of schools (3-16) is currently in the process of developing the Quality Assurance Framework for Education in Malta.

Quality needs to be continuously monitored and improved. This calls for effective quality assurance mechanisms across all levels of education. Quality assurance plays a key role in seeing that Malta’s vision for education becomes a reality. Quality assurance mechanisms are needed to ensure that educational institutions are working consistently towards providing learners in pre-compulsory and compulsory schooling with a high-level educational experience, which focuses on their holistic development and well-being throughout the entirety of their educational journey. In striving to achieve these objectives, the education system must be supported by a clear and robust quality assurance framework whose objective is to monitor and evaluate the quality of education provision in a reliable and holistic manner. This framework aims to disseminate a common understanding among stakeholders about what quality assurance in educational institutions entails. Moreover, the framework is also aimed at providing educators with an essential tool for reflection on three important areas of education, namely, leadership and management, teaching and learning, and school ethos. The framework also aims to delineate how achieving quality standards in each area is determining towards reaching quality in education.

The DQSE appointed a number of focus groups made up of different stakeholders in the field of education. These focus groups together with a wider public consultation exercise aim to provide feedback on the draft of the proposed framework.
 
 
2. Consultation questions
 
  • The Framework uses the National Curriculum Framework (2012) and national policies as the basis for explaining how quality assurance is monitored and evaluated. Do you think that this comes across clearly?
  • To what extent does this Framework focus on learners’ holistic development throughout the entirety of their educational journey?
  • Do you think that this Framework can sustain high-quality education (vital for employability, social cohesion, and Malta’s overall economic and societal success)?
  • The aim of the Framework is to disseminate an understanding among stakeholders about what quality assurance in educational institutions entails. Do you feel that this has been achieved?
  • The DQSE views quality assurance through a structure and process approach. Is this mechanism effective enough to bring about quality education?
  • How easy or challenging is it for schools to make sense of the link between internal and external quality assurance mechanisms to be able to bring about improvement?
  • Is there anything that the document might be overlooking, missing, or not detailing enough?
