The scope of this consultation process is to engage with all stakeholders and the public in general for a wholistic reform of the local Land Registration Framework on a period of ten (10) years, between the 2025 and 2035.  The Consultation Document presented, charts the vision for a strategic reform, the underlying principles and eighteen (18) recommendations.

 

The reform is mainly intended to modernise the land registration framework which initiated in the 80’s through the 1981 Act, it expanded in the 90’s, however suffered the lack of updating and modernisation to be able to address the challenges brought by a property market which has evolved and changed drastically over the past decades.

The aim of this planned reform is to ensure a secure registration process providing a trusted certificate of ownership title through a modernised online system that responds to an everchanging property market for the benefit of the public.

 

Secure property rights are essential for economic progress. When there is trust in the ownership of immovable assets then it is more likely that investment in this sector is secured and maintained.  Such investment has a positive impact on economic growth. Ensuring correctness and protection of ownership rights will promote certainty and investment growth. 

 

A modern, efficient land registration system is essential to support this level of property ownership and economic activity, providing stability, clarity, and security in land transactions.
