National Volunteering Strategy
The first National Volunteering Strategy was published in 2019 and was to cover the period 2019 – 2024. The objectives of the Strategy should guide the work of the two partners, the Government and the Malta Council for the Voluntary Sector, with the aim of strengthening the voluntary sector in Malta.
This National Volunteering Strategy 2025 – 2030 is based on the achieved objectives of the first Strategy as well as the vision for the future. This Strategy states the values agreed between the parties, with the core values that underpin this strategy being: Appreciation of the diverse nature of volunteering; Commitment to inclusivity; Trust and integrity; Collaboration; Quality Service; and Recognition.
The four key areas of the Strategic Plan focus on Capacity Building; Stakeholder Engagement; Civic Participation; and Sector Voice and Visibility. Capacity building is a critical aspect of sustaining and improving the effectiveness of any organization. It involves empowering volunteers personally with the skills and knowledge needed to carry out their roles and responsibilities efficiently. Having well-trained staff is essential to building a resilient, efficient, and sustainable organization.
Collaboration between stakeholders is essential to achieve common goals, maximize the use of resources, and create greater impact on communities. This strategy focuses on partnerships between stakeholders and interdependent work to grow and function volunteering in local communities.
Civil Society is often led by volunteers, who should be given a wide range of opportunities to freely express their views on national issues and concerns and obtain the support they need to address them. Ideally, these volunteers should be encouraged to be part of an organized regulated group/organization.
Another pillar of this strategy is to give the Sector a Voice and Visibility, a value of volunteering as an important element of the fabric of society that is universally recognized, should be clearly and evidently recognized, its efforts given due recognition, and its successes celebrated.
This strategy addresses in particular the promotion of volunteering from young people to the elderly. These areas are in line with the direction being taken by the European Commission. The same strategy also focuses on both Recognition and the Resources needed for the Voluntary Sector to be a key actor and contributor to our communities.
