National Patient Safety Strategy 2025-2035

The National Patient Safety Strategy 2025-2035 is the first national policy document dedicated to advancing patient safety. It provides a comprehensive framework for the implementation of actions that address patient safety across the public and private health system in Malta at a national level.

The document was developed by the Ministry for Health and Active Ageing through the Superintendence of Public Health, with technical support from the World Health Organization (WHO) Regional Office for Europe and its Athens Office for Quality of Care and Patient Safety and the WHO Patient Safety Flagship Office in WHO Headquarters in Geneva. 

The strategy outlines a unified, system-wide approach towards improving the safety of care for all patients in Malta. The proposed actions integrate national priorities, international best practices, and the perspectives of patients and healthcare professionals. Central to the strategy is the promotion of a just culture based on transparency, accountability, learning, and continuous improvement in healthcare. 

The strategy identifies six priority areas for action:

Strengthening governance structures for patient safety.

Embracing a patient safety and learning culture at all levels of the health system.

Strengthening the safety of clinical and care processes.

Supporting the health workforce for the delivery of safe care.

Engaging and empowering patients and communities for safer, more effective, and people-centred services.

Harnessing research and innovation for patient safety. 

We invite members of the public, healthcare service providers, healthcare workers, patient organisations, and all stakeholders to review the document and share their feedback through the online form below. All contributions and feedback will help ensure that this strategy is inclusive, practical, and truly reflective of the needs and experiences of those it is designed to serve.
