Digital Health and Health Data Strategy 2030
The launch of Malta’s first Digital Health and Health Data Strategy marks a pivotal moment in our nation’s healthcare journey. This forward-looking strategy establishes a transformative framework for a patient-centered, digitally enabled, and innovation-driven health system; one that is designed to deliver more advanced, and efficient care for our patients in the years ahead.
Digital transformation in healthcare has evolved from a distant aspiration to a clear and essential priority. Building on lessons from past challenges, this strategy sets out to embed innovation and artificial intelligence (AI) across several dimensions of Malta’s healthcare system. At the core of this digital transformation is a commitment to people. As technology reshapes healthcare delivery, individuals must be empowered with the skills and confidence to engage meaningfully with digital tools. Promoting digital health literacy ensures that everyone can benefit from the opportunities digital health affords. Artificial intelligence is poised to play a transformative role, enhancing diagnostics, personalising treatment, and optimising care delivery through data-driven insights and precision tools.
The Digital Health and Health Data Strategy 2030 outlines a transformative vision for healthcare, placing Data, Digital Transformation, and Artificial Intelligence (AI) at the core of healthcare services. This approach aims to enhance patient care, streamline operations, and foster technological advancements across the health ecosystem. It sets the direction that the Ministry for Health and Active Ageing is taking to leverage technology, innovation, and AI to achieve healthcare goals and objectives, as identified in the National Health Systems Strategy 2023–2030. It also aligns with the National Digital Strategy and other relevant policy documents, demonstrating the path the Government is taking to adapt to the evolving digital landscape and seize the opportunities presented by technological advances. The strategy also builds on the National Health Systems Strategy 2023–2030 and aligns with initiatives such as the European Health Data Space and EU4Health programme.
The strategy aims to;
Empower citizens and patients through innovative digital solutions.
Leverage AI to improve clinical decision-making and health outcomes.
Enhance digital tools for health service providers.
Connect healthcare providers to ensure continuity of care.
Digitally transform public health for improved efficiency and effectiveness.
Promote interoperability and robust cybersecurity measures.
Strengthen governance within the digital health ecosystem.
The Digital Health and Health Data Strategy 2030 represents a bold commitment to reimagine healthcare through digital innovation and artificial intelligence. By prioritising cutting-edge technologies, fostering interoperability, and empowering both citizens and professionals, Malta is positioning itself at the forefront of digital health transformation. This strategy is not merely a set document —it is a call to action for all stakeholders to collaborate in building a resilient, advanced, and future-ready health ecosystem. Through sustained investment, robust governance, and continuous innovation, the vision of a smarter, more efficient, and patient-centred healthcare system will become a reality.
