Skills are universal and relevant to everyone. They act as a key enabler across all economic sectors and are central to building Malta’s future. Skills go beyond formal qualifications: upskilling is a lifelong and lifewide journey. This understanding is embedded in Malta Vision 2050.

 

Against this backdrop, the National Skills Council invites parents, students, employers and industry representatives, education and training providers, social partners, and the wider public to participate in the public consultation on Malta’s National Skills Strategy 2026-2035.

 

The Strategy sets out a long‑term vision to equip Malta with the skills needed to thrive in a rapidly changing labour market. It identifies a number of priority areas for action, including strengthening skills intelligence, enhancing career guidance, supporting educators, equipping people with the skills of the future, incentivising adult learning, supporting employer‑led training, strengthening talent retention, and improving skills governance. These priorities, together with the policy recommendations underpinning them, are informed by extensive analysis and continuous engagement with key stakeholders.

 

This public consultation provides an opportunity to share views, feedback, and suggestions on the proposed strategic priorities and recommendations, helping to ensure that the Strategy reflects Malta’s evolving social and economic needs and supports a future‑ready skills system that works for all.

 

Lifelong learning and individual barriers 

  1. Recognising that learning is an investment in one’s future, what barriers make lifelong learning challenging for individuals? How could these barriers be addressed?

 

 

Employers, foresight and future skills

  1. What structural or systemic changes are needed to better enable SMEs and larger employers to invest in skills development, strategic foresight, and value‑added growth that leads to future jobs and future skills?
