Public Consultation on a Buyers Charter
In 2025, the Housing Authority published the First-Time Buyers (FTB) Guide, providing practical, step-by-step information on the home-buying journey. This was complemented by the launch of a dedicated online portal, firsthome.mt, which is regularly updated with information on new schemes, initiatives and regulatory changes.
The proposed Buyers’ Charter builds on this foundation while serving a broader purpose. It sets out the principles, standards and expectations that should underpin residential property transactions. It will apply to all residential buyers, recognising that people enter the property market at different stages of their lives and for different reasons.
The Charter aspires to become a national statement of good practice in Malta’s residential property market and throughout the home-buying journey. It will provide practical guidance on good practices, common pitfalls and issues that buyers should be aware of, helping consumers make informed decisions and navigate the purchasing process with greater confidence.
The public is invited to submit written comments and feedback on the proposed framework by not later than the 2nd November 2026.
