Regulator for Energy and Water Services
A Grant on the Purchase of Renewable Energy Systems in the Domestic Sector – Call 2025/RES
In order to further encourage the better use of the energy being generated by the country, the Regulator for Energy and Water Services is administering the following nationally funded scheme which aims to encourage the use of photovoltaic systems for residential use that reduce the use of energy, or use renewable sources of energy.
1. Grant payable under this scheme
Applicants may apply for a grant under this scheme for a system by means of an online form from the Regulator for Energy and Water Services website (www.rews.org.mt) or by means of the form downloadable from the same website. The scheme is administered and governed in terms of the guidelines also downloadable from the website.
Applicants who have received a grant for a similar system since 2010 shall not be eligible for another grant issued in terms of this scheme.
2. Duration of the scheme
Applications for this call may be validly received as from the 25th February 2025 until the end of the year. The scheme may be modified or terminated before that date by means of a notice in the Gazette. This scheme may be renewed as may be deemed necessary by the Regulator for Energy and Water Services also by means of a notice in the Gazette.
3. Eligible expenditure
The Regulator reserves the right to refuse the grant and, or take legal action to recover the amount granted with interests and any other costs incurred, in case of any applicant having exercised the right to obtain or who has obtained any tax rebate, deduction including deductions of input tax credit from the output tax in terms of the Value Added Tax Act (Cap. 406), or other tax refund however so described, with regard to the eligible expenditure made in relation to the purchase of the photovoltaic installation.
4. State aid
This scheme will be implemented in accordance with the provisions of Commission Regulation (EU) No. 2023/2831 of 13 December 2023 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid.
5. Amendments to the scheme
The Regulator for Energy and Water Services shall at all times have the right to make any amendments to this scheme by means of a notice published in the Gazette containing such amendments.
SCHEDULE
List of grant percentage:
Option A - PV system with standard solar inverter: 50% of eligible costs up to a maximum of Euro 2,500 per system and Euro 625/kWp.
Option B - PV system with hybrid inverter: 50% of eligible costs up to a maximum of Euro 3,000 per system and Euro 750/kWp.
Option C - Hybrid/Battery inverter and battery: 80% of eligible costs of the Battery Storage up to a maximum of Euro 7,200 per system and Euro 720/kWh plus 80% of eligible costs of the Hybrid/battery inverter up to a maximum of Euro 1,800 per system and Euro 450/kWp.
Option D - Battery Storage only: 80% of eligible costs of the Battery Storage up to a maximum of Euro 7,200 per system and Euro 720/kWh.
Owners of PV installations installed on residential premises (even those that do not benefit from any aid on the PV system i.e. no feed-in tariff or grant) and connected to the grid for at least 6 years may apply to option C.
The applicant, when applying for Option B, may also apply for Option D.
For options C and D, when the installation is located in Gozo, the battery grant component will increase to 95% of eligible costs of the Battery Storage up to a maximum of Euro 8,550 per system and Euro 855/kWh.

Description of the Land
The following land in San Pawl il-Baħar:
A plot of land measuring about 2,802 square metres, bounded on the the West, South and East by Government property or more precise boundaries and is registered on Authority records as tenement no. J63246.
After a request was sent by the Ministry for the Environment, Sustainable Development and Climate Change, it is being declared that the abovementioned land in San Pawl il-Baħar is no longer required and so this revocation is being made by which the termination published in the Government gazette of the 9th April, 2021, under Government Notice No. 469 mentioned above is being revoked.
The abovementioned land is shown delineated with the colour blue on plan P.D. no. 2020_0812, which may be viewed on demand at the Lands Authority, Auberge de Baviere, Valletta.

Any person may, within one month from the publication of this notice, object in writing to the Commissioner about the issue of the above licences on any of the grounds listed in section 10 of the Private Guards and Community Officers Act 1996, which are:
(a) where the applicant or any officer of the applicant or any person who has an effective control of the services to be provided by the applicant.
(i) has been convicted in Malta or elsewhere of any crime against the safety of the state, or of any crime of voluntary harm or injury to any person or any crime against property or public trust or any other serious crime; or
(ii) has been declared bankrupt or his financial position is precarious or otherwise renders the applicant unsuitable; or
(iii) has been discharged from the police or armed forces or the prison services because of any offence or other misbehaviour; or
(iv) is a public officer or a member of the police or armed forces or the prison services; or
(b) when information is available which is in the public interest; or
(c) where the applicant does not possess the necessary qualifications as may be prescribed by or under the Act.

Notification of Affixation of Notice
It is notified for general information that in terms of Regulation No. 10 of Subsidiary Legislation 573.06, a notice has been affixed on the hereunder indicated sites informing co-tenants recognised in solidum with the submission of the application that has been made by other co-tenants on the same land. Applicant is responsible to ensure that the notice is to remain affixed on site for five (5) working days from the date of affixation.

Completion of Road Formation and Traffic and Parking Suspension
In virtue of Article eighteen (18) of Legal Notice 291 of 2018, the Agency for Infrastructure Malta hereby gives official notice of its intention to complete the formation of:
Triq Ġużeppi Montebello, Ħal Tarxien (indicated on site plan on page 2497).
Triq l-Arznell, Marsaxlokk (indicated on site plan on page 2498).
Triq Ġebel San Martin, Triq Dun Pawl Brunchel, Żejtun (indicated on site plan on page 2499).
Any person who is obliged by law to form said road (including by acquiring land necessary for the same formation) has fifteen (15) days from the date of the publication of this notice within which to comply with his obligations at law. In default, the Agency for Infrastructure Malta shall itself proceed with the formation of this road in accordance with its powers at law and at the expense of those persons whose obligation it is to form the road.
